What is Varun Vihar Yojna?

The Lucknow Development Authority (LDA) is developing the largest residential scheme in the state, named the Varun Vihar Yojna, proposed over an area of approximately 6,580 acres near the Agra Expressway. It will feature residential, commercial, mixed-use, institutional and group housing plots. Some later media reports describe a slightly smaller footprint of around 5,600–5,610 acres as planning has progressed, so treat the exact final area as still subject to confirmation.

It is planned as a complete self-sustaining township — housing for roughly 3.5–4 lakh people, a 300-acre logistics park, an ISBT, an international golf course, a large green belt, and 15,000-plus plots across all income categories. The project is part of LDA's Master Plan 2031, the same plan that includes IT City, Wellness City, Anant Nagar (Education City) and Prabandh Nagar.

Who is building it, and why it exists

LDA Vice-Chairman Prathamesh Kumar — the same official behind IT City and Wellness City — is personally overseeing the project, and has visited the proposed site at Dona village to direct officials to fast-track land acquisition. Officials say Varun Vihar is meant to fulfil the city's expanding housing demand while also creating jobs and attracting investment across industry, logistics, environment and healthcare.

Varun Vihar and Naimish Nagar are among four major residential schemes approved under the Chief Minister's Urban Expansion Scheme, along with IT City and Wellness City, and together are expected to provide housing to more than six lakh people once fully developed.

Varun Vihar is on the Agra Expressway (Agra-Lucknow Expressway), on the southern side of Lucknow, in the Sadar and Sarojini Nagar tehsils. Land is being drawn from 12 villages: Bhalia, Adampur Indwara, Bahru, Jaliyamau, Madarpur, Ibrahimganj, Nakataura, Gehlwara, Tejkrishna Kheda, Revari, Sakra, and Dona.

Land acquisition is consent-based — LDA is buying land directly from farmers, not through compulsory acquisition.

Land acquisition and current status (as of July 2026)

As per LDA's own project page: Registry (Bainama) of approximately 450 bighas of land has been completed, possession has been acquired for 105 bighas, a compensation amount of ₹300 crore has been distributed to farmers so far, and the process of registering land from 22,403 farmers is being carried out in a phased manner.

By mid-2026, the scheme moved from pure land assembly toward launch preparation. On 16 June 2026, LDA finalized plans to launch Varun Vihar and Naimish Nagar housing schemes together, with online registration opening for more than 3,100 residential plots in the first phase, a decision finalized by LDA vice-chairperson Prathamesh Kumar. Varun Vihar, spread over roughly 6,580 acres along the Agra-Lucknow Expressway, is being developed as LDA's biggest and most modern township yet, expected to eventually house around 3.5 lakh residents.

LDA has also fixed an indicative base land rate for the scheme, though media reports on the exact figure differ: one report puts the Varun Vihar rate at ₹30,127.98 per square metre, i.e. about ₹2,800 per square foot, while another names "वरुण विहार योजना में 3200 रुपये प्रति वर्ग फीट की दर से भूखंड बिक्री" (around ₹3,200/sq ft). Buyers should confirm the final rate directly with LDA before paying anything. Ground-breaking (shilanyas) for these new schemes, including Varun Vihar, is expected by the end of July 2026.

Master plan features: sectors, logistics, green belt

The Varun Vihar Yojna will have a total of 25 sectors with underground services (cable lines), where more than 15,000 plots will be created. Over 980 acres will be developed as green belts, parks, and water bodies.

A Logistics Park and Transport City will be developed on 300 acres to boost Lucknow's logistics and warehousing sector, alongside roughly 800 acres earmarked for green zones, parks, lakes, and an international-standard golf course. The plan also includes an inter-state bus terminal and a central park among the supporting facilities.

Plot sizes for the first phase are expected to run from 72 sq. meters to 450 sq. meters, and master-plan internal and main link roads of 18 to 45 metres width are proposed.

Connectivity

The scheme's headline advantage is its expressway frontage: Agra Expressway (Agra-Lucknow Expressway) gives direct frontage and high-speed connectivity; Kisan Path (Outer Ring Road) offers a direct connection that bypasses city traffic entirely; Chaudhary Charan Singh International Airport is well connected via Kisan Path; and the city centre (Hazratganj) is accessible via the ring road without urban congestion. This direct Agra Expressway frontage is what makes the proposed 300-acre logistics park viable — no other LDA township has this advantage.

An inter-state bus terminal (ISBT) is also proposed within the scheme itself, adding a regional transport node to the township.

What happens next

Land assembly across the 12 villages continues in phases, with LDA registering land from thousands of consenting farmers. Online registration for first-phase plots (part of a combined 3,100+ plots across Varun Vihar and Naimish Nagar) has been finalized for launch, and allotment is expected to follow LDA's usual lottery-based process. Groundbreaking for the new schemes, including Varun Vihar, was expected by the end of July 2026.

Investors and residents should treat this as an early-stage, long-horizon project: it is a 5-7 year horizon investment, and physical development has not yet started.
