What Is Agra IMC?
Agra Industrial Smart City, formally the Integrated Manufacturing Cluster (IMC) Agra, is a plug-and-play industrial park being developed on the outskirts of Agra city. IMC Agra, spread across 1,058 acres along Agra's Inner Ring Road, is strategically located just 25 km from the EDFC, 205 km from Delhi NCR, and 334 km from Lucknow. It sits between key junctions linking the Agra-Lucknow Expressway, offering seamless road connectivity. It is one of the flagship projects of India's National Industrial Corridor Development Programme (NICDP), listed among the 12 new projects including IMC Khurpia, IMC Rajpura Patiala, IMC Hisar, IMC Agra, IMC Prayagraj and IMC Gaya that the Centre cleared as new industrial smart cities.
Who Is Building It
The park is being delivered through a three-way partnership. National Industrial Corridor Development Corporation (NICDC) is a special purpose vehicle under the Ministry of Commerce & Industry, and the UPSIDA is anchoring the Agra IMC on behalf of the Uttar Pradesh government, which holds the land. Project delivery runs through a dedicated corporate vehicle: the AKIC Integrated Manufacturing Cluster Agra-Prayagraj Ltd, SPV was incorporated 30th January, 2025, which jointly implements the sister clusters at Agra and Prayagraj. The formal partnership agreements — the State Support Agreement (SSA) and Shareholder Agreement (SHA) between NICDC, the Government of Uttar Pradesh, and UPSIDA — were signed to launch both projects, with the ceremony conducted by Shri Rajat Kumar Saini, CEO & MD, NICDC, and Shri Mayur Maheshwari, CEO, UPSIDA.
Location, Notified Area & Land Status
The cluster falls in Agra district, Uttar Pradesh, on land spanning approximately 1,000 acres on Agra's outskirts, specifically acquired for large-scale industrial development. It occupies a site strategically located along the Inner Ring Road, equidistant from two major cloverleaf junctions which link to Delhi NCR and the Agra-Lucknow Expressway, and this prime location divides the site into two accessible parts. On the acquisition timeline: the state government in December 2022 confirmed the availability of 1,058-acre land for the project, and by November 2024 reporting, the land acquisition process is complete. Detailed village-level notification lists for the site were not found in public NICDC/UPSIDA disclosures as of this writing, so we have not listed specific villages here.
Why Agra Was Chosen
Agra sits on the Amritsar-Kolkata Industrial Corridor and has an existing industrial base in leather, footwear and agro-processing that the state wants to formalise and clean up. The Agra IMC will be focused on promoting non-polluting industries; segments traditionally associated with the city like leather and footwear will also be promoted but with the condition that green technologies are adopted, with agro-based products as another focus area. The wider policy goal, per NICDC, is that the National Industrial Corridor Programme aims to develop futuristic industrial cities that can compete with the best manufacturing and investment destinations in the world, creating employment and economic growth. Officially, the cluster is expected to be a major economic driver: its development will provide an enabling environment for businesses, boost employment opportunities, and enhance Uttar Pradesh's competitiveness as an industrial destination.
Current Status (as of mid-2026)
Agra IMC has cleared its regulatory and institutional milestones but has not yet begun visible site construction, unlike its sister project at Prayagraj. Per NICDC's own project-tracking reports:
- IMC Agra was included for development under AKIC in the NICDIT meeting held on 14th July 2021.
- The state government confirmed availability of 1,058-acre land in December 2022, and Environmental Clearance for the project was granted by SEIAA, Uttar Pradesh on 7th November 2023.
- The project proposal was recommended by NICDIT at its meeting on 8th July 2024.
- The State Support Agreement between the Government of Uttar Pradesh, UPSIDA and NICDIT for IMC Agra was executed on 8th November 2024.
- The project was reviewed by the Prime Minister during the 49th Pragati Meeting on 24th September 2025.
- As of the most recent tracked update available (October 2025), approval for tree-felling permission for the Taj Trapezium Zone (TTZ) was still underway before the Supreme Court — a necessary clearance because Agra falls inside the TTZ, an area with special pollution and construction restrictions to protect the Taj Mahal.
By contrast, the linked Prayagraj IMC (under the same SPV) had already moved to construction: an LoA was issued by the SPV to the EPC contractor M/s RCC Developers Pvt Ltd on 27th October 2025 for that site, with land transfer, investor plot allotments and site clearance work subsequently reported. No equivalent EPC-award or groundbreaking date specific to the Agra site has been confirmed in NICDC's disclosures reviewed here — investors should treat Agra IMC as still in the pre-construction, agreements-and-clearances stage as of mid-2026, pending confirmation of the TTZ clearance and an EPC award for the Agra plot itself.
Headline Connectivity
The site is designed around multi-modal freight access:
- Road: Proximity to NH-19 and the Agra-Lucknow Expressway significantly eases road transportation.
- Rail/EDFC: Situated just 22 km from New Tundla Station, IMC Agra is ideally positioned to connect with the Eastern Dedicated Freight Corridor (EDFC), facilitating efficient rail freight movement. The site also enjoys enhanced connectivity with the Western Dedicated Freight Corridor (WDFC).
- Air: The upcoming Jewar Airport, located 140 kilometres away via the Yamuna Expressway, will further boost air connectivity for high-value cargo and business travellers.
- Waterway: IMC Agra is strategically positioned near the proposed National Waterway-110 (NW-110), with the cargo terminal at Samogar Mustakil only 1 km away, offering a viable alternative for cargo transportation linking to the rail network.
What Happens Next
The near-term milestones to watch for Agra IMC specifically are: (1) resolution of the pending Taj Trapezium Zone tree-felling clearance through the Supreme Court; (2) award of an EPC (trunk infrastructure) contract for the Agra plot, mirroring the process already completed for Prayagraj; and (3) opening of plot allotments to investors, as has already begun at the Prayagraj site under the same SPV. Because both clusters share one implementation company — AKIC Integrated Manufacturing Cluster Agra-Prayagraj Ltd — progress at Prayagraj (site clearance, plot allotments, PMNC tendering) is a useful leading indicator of the administrative machinery that will next turn to Agra. This page will be updated as NICDC and UPSIDA publish fresh project-monitoring data.
Frequently asked questions

Who is developing Agra IMC?
It is a joint effort of the National Industrial Corridor Development Corporation (NICDC) under the Ministry of Commerce & Industry, the Government of Uttar Pradesh, and UPSIDA, which anchors the project locally. Implementation runs through the SPV AKIC Integrated Manufacturing Cluster Agra-Prayagraj Ltd, incorporated in January 2025.
How much land has been notified, and is acquisition finished?
The notified area is 1,058 acres. As per project reporting from November 2024, the land acquisition process for the site is complete.
What kind of industries will Agra IMC host?
The park is being positioned for non-polluting industries, with a particular focus on green-technology leather and footwear manufacturing — sectors traditionally associated with Agra — alongside agro-based products.
Is construction underway at Agra IMC as of mid-2026?
Site-level construction has not been confirmed in official reporting reviewed for this page. As of October 2025 project updates, a Taj Trapezium Zone tree-felling clearance was still pending before the Supreme Court, which is a prerequisite given Agra's location inside the protected TTZ around the Taj Mahal.
