What Global City Gurugram Is

Global City Gurugram (also called Global City Gurgaon, or simply Global City) is a government-led, mixed-use township project on the Dwarka Expressway in Gurugram, Haryana. The Global City is a landmark mixed land use township project being developed by the Haryana State Industrial and Infrastructure Development Corporation Limited (HSIIDC), a 100% State owned Infrastructure Development agency of the Govt. of Haryana, in Gurugram.

It is being marketed as a future Central Business District (CBD) for the National Capital Region. It is described as offering the New Central Business District of Gurugram with carefully curated mixed use land parcels offering flexibility in planning and implementation and a conducive business environment. The township is planned around a "city within a city" concept combining offices, residential towers, retail, institutional buildings, hospitals, hotels and convention space, with 12.88 million square meters of built-up area planned across the site.

Who Is Building It

Global City Gurugram is a landmark mixed-use township project developed by the Haryana State Industrial and Infrastructure Development Corporation Limited (HSIIDC), a 100% state-owned infrastructure agency of the Government of Haryana. HSIIDC is the state's nodal agency for industrial infrastructure and is also delivering other marquee projects. HSIIDC is also implementing a few marque infrastructure projects like the Western Peripheral Expressway (KMP Expressway), Global City, and the Integrated Multi-Modal Logistics Hub.

Rather than building every building itself, HSIIDC lays trunk infrastructure and then auctions land parcels to private developers, industries and institutions. HSIIDC is expected to auction land parcels within the project to attract investment and accelerate development, with the state government earmarking sites for mixed-use development. Earlier auction rounds already tested this model: HSIIDC invited bids for four mixed-use plots on Global City measuring 172.76 acres, to be auctioned for commercial and residential developments in the 1,000-acre township, which officials said has an investment potential of $15 billion.

Official Area, Sectors and Location

HSIIDC's own project materials put the site at just over 1,000 acres. The City is planned on 1002.36 acres of land with 12.88 million square meters of built-up area, including office spaces, residential towers, hospitals, hotels, exhibition-cum-convention centers, and retail. The township footprint spans several adjoining Gurugram sectors: the Global City is strategically located over more than 1000 acres of land and spreads across parts of Sectors 36, 36B, 37 and 37B of Gurugram. Some third-party trackers also list Sector 37A/37D as part of the footprint.

Note on area figures: published numbers vary by source and by date. Early official statements referenced a larger footprint — HSIIDC's then-MD described the project as a mixed land-use development envisioned as a "city within a city" over 1,080 acres, along the Dwarka Expressway, in Sectors 36B, 37A and 37B. The most recent HSIIDC-published figure is 1,002.36 acres; we treat this as the current authoritative figure and flag the discrepancy for transparency. Detailed village-level land records and district boundary notifications were not found in the sources reviewed for this update; the project sits within Gurugram district.

Why Global City Exists

The project was conceived to give Gurugram — already India's most prominent private corporate hub — a planned, government-delivered CBD rather than more piecemeal private development. It has been visualized to tap the potential of Gurugram as a hub for the service industry, and is positioned as the Central Business District (CBD) of the National Capital Region. It was also originally framed as part of a larger national logistics and manufacturing initiative: the Haryana government is developing a global city over 1,000 acres in Gurugram district, poised to serve as an important node to the Delhi-Mumbai Industrial Corridor (DMIC) sub-region of Haryana, carrying an investment potential of $15 billion.

Officials have pitched it as a way to formally attract global capital and corporate headquarters into one master-planned zone rather than scattering them across ad hoc private townships. The project is envisioned as an integrated business, commercial, residential and institutional hub designed to attract global companies, financial institutions and technology firms.

Current Status (as of August 2026)

The project has moved from planning into active construction of its first phase, though full delivery remains years away. The Haryana government has begun work on Phase 1 of the Global City project, expected to be completed by December 2026 at a cost of ₹940 crore, according to HSIIDC managing director Yash Garg. Phase 1 covers roughly half the total site: the first phase covers 587 acres and focuses on building roads, drainage systems, underground utility corridors, power supply infrastructure, and a 350-million-litre water reservoir.

Progress estimates from early 2026 vary by tracker, but consistently describe partial completion of trunk works. As of early 2026, roughly 20% of Phase 1 work is complete, with Chief Minister Nayab Singh Saini officially confirming a December 2026 target for Phase 1 completion. Other trackers describe higher progress on specific components: Phase 1's 587 acres of trunk infrastructure — 13 km of internal roads, 26 km of stormwater drainage, 12 km of recycled water pipelines, and a 10.5 km underground utility tunnel — is scheduled for completion by December 2026. None of the buildings, towers or commercial space are yet operational; this remains a site under infrastructure construction, not a completed city.

On the commercial side, HSIIDC has been running land auctions to bring in private capital. HSIIDC has earmarked approximately 170 acres of land for commercial and residential use within the 1,000-acre mixed-land-use city, with auctions for these parcels contributing to overall development. HSIIDC has committed to running the township itself in its early years: HSIIDC will operate and maintain the Global City until December 31, 2033, at no additional cost to allottees, after which maintenance charges will be recovered from allottees based on actual operation and maintenance costs.

The proposed "tallest tower" — still at proposal stage

Global City has drawn national attention over a proposed supertall tower, but this is not yet approved or under construction. HSIIDC has identified a 6.7-acre plot within the proposed 1,000-acre Global City development where a mixed-use tower between 620 metres and 700 metres in height is being planned. Officials are careful to stress it is not finalised: final specifications and plans are yet to be announced. Headline Connectivity

Global City's core selling point is its position on Gurugram's newest expressway corridor, now being reinforced with a wider highway network. The township will be connected to the Dwarka Expressway, NH-48 (Delhi-Jaipur Highway), Pataudi Road and the Kundli-Manesar-Palwal (KMP) Expressway. A dedicated grade-separated link is planned into the expressway itself: a grade-separated interchange and underground link will connect Global City directly to Dwarka Expressway, while a new wide arterial road near Narsinghpur will provide a direct link to NH-48.

Within the township, HSIIDC has planned an internal transit loop rather than relying solely on cars. The project has direct access to NH-48 and will connect to Metro Phase 5 with an internal MRTS system covering 6 stations. Earlier project documents also referenced regional rail links and dedicated bus infrastructure: various modes of public transport, such as the Regional Rapid Transit System (RRTS) and the Gurugram-Bawal metro corridor, are likely through the city, with interstate and intercity bus terminals to be developed near the townships. Travel-time claims circulating in project marketing (roughly 20–40 minutes to IGI Airport and Cyber City) come from developer and broker sources rather than HSIIDC itself, so should be treated as indicative rather than official.

What Happens Next

The near-term milestone is completion of Phase 1 trunk infrastructure. Work on the first phase began in 2025 and is targeted for completion by the end of 2026, with full build-out envisioned through 2035. After trunk infrastructure is in place, expect a steady cadence of land auctions for the remaining commercial, residential and institutional plots, following the pattern of earlier rounds. HSIIDC has previously announced plans to auction land plots within Global City designated for mixed land use, with auctions scheduled at specific dates as infrastructure contracts are awarded.

Longer term, three things to watch: (1) whether the proposed 620–700 metre supertall tower moves from proposal to approved plan and construction; (2) how road connectivity — including the Dwarka Expressway interchange and NH-48 link — is sequenced against Phase 1 completion; and (3) the pace of subsequent phases, since only Phase 1's 587 acres currently has a firm budget and completion date, with the remaining ~415–490 acres and the 2035 full-completion target still dependent on future auctions and funding decisions.
