CM Saini Orders 3-Month Deadline for Global City Gurugram Infrastructure, Seeks Plan for 'Iconic Tower'

Haryana Chief Minister Nayab Singh Saini on Wednesday directed the officers regarding the preparation of a special action plan to complete basic infrastructure facilities, including electricity and water supply, in the Global City being developed in Gurugram, within the next three months. He also directed officers to draw up a separate plan for a "world-class iconic tower" at the site.

Saini said that once the Global City is completed, it will provide not only modern basic infrastructure but also greater employment opportunities for the youth.

The chief minister was chairing the fourth meeting to review the State Pragati Portal, which is a web-based monitoring dashboard launched in January 2022 to track infrastructure projects costing over Rs 75 crore. The meeting took place in Chandigarh on 12 August 2026, per the official statement issued that evening.

Operative details: what's already built, what's pending

An official statement said the Global City is being developed over 1,000 acres for Rs 1,000 crore, and 80 per cent of the physical progress work has already been completed. The remaining work will be completed by December this year, Saini said, as per the statement.

Global City is a mixed land-use township planned across roughly 1,000 acres covering Sectors 36, 36B, 37, 37A and 37B of Gurugram, along the Dwarka Expressway. The Global City is being developed by the Haryana State Industrial & Infrastructure Development Corporation Limited (HSIIDC), nodal agency of the State Government, for the development of industrial infrastructure.

The chief minister said the Global City is being developed as a smart and well-planned urban centre, and along with educational and healthcare institutions, it will have malls, theatres, luxury hotels, community centres, marriage palaces and other facilities. He said a dedicated water treatment plant and a green lake will also be developed, while work will be undertaken to connect the city with the Dwarka Expressway to ensure smooth and convenient connectivity. A Namo Bharat Metro train, the rapid rail line connecting Delhi to Gurugram, is also planned to serve the area, according to the Chief Minister.

Background: a decade-long, twice-relaunched project

The project was pitched to have an investment potential of Rs 1 lakh crore, and was to be developed alongside a proposed Gurugram-Manesar-Bawal rapid transit line funded by Japan's JICA; by 2018, then-CM Khattar held investor meets in Mumbai and Dubai to attract developers, with the HSIIDC pitching the site as a 1,080-acre "city within a city". The project was formally announced in 2019, when then deputy chief minister Dushyant Chautala directed HSIIDC officials to fast-track it, describing it as a Dubai Business Bay-style hub to be named "Global City, Haryana". However, the project saw limited movement for several years, and was relaunched in earnest in 2023, with the first major land auctions held in November and December that year, roughly seven years after the idea was first floated. Officials have linked the delay, in part, to prolonged litigation involving land in the area.

Practical effect of the 12 August 2026 order

This is a policy directive, not a formal notification or gazette order — it instructs HSIIDC and associated departments to produce two time-bound action plans: one for finishing trunk infrastructure (power and water) within three months, and a separate one for a landmark tower concept. It does not itself change land use, rates, or boundaries.

The Haryana State Industrial and Infrastructure Development Corporation, a wholly state-owned corporation, is the nodal agency responsible for delivering core infrastructure such as roads, drainage, power and water networks, sewage systems and utility corridors before private construction begins. For allottees and developers who bought plots in earlier e-auctions, the order signals a firmer December 2026 target for utility hook-up on Phase 1 land, and flags that HSIIDC will separately scope a signature tall-building project — details (location within the site, height, developer, cost) had not been announced as of this order.
