Prayagraj Industrial Smart City — officially the Integrated Manufacturing Cluster (IMC) Prayagraj — is a 351–352 acre greenfield industrial node being built by NICDC and Uttar Pradesh's UPSIDA at Karchana, on the edge of the existing Saraswati Hi-Tech City near Naini. It is one of 12 new projects under India's National Industrial Corridor Development Programme, and as of mid-2026 its trunk infrastructure works have just kicked off with an appointed EPC contractor.

What It Is

Prayagraj Industrial Smart City — formally the Integrated Manufacturing Cluster (IMC) Prayagraj — is one of the greenfield industrial nodes approved under India's National Industrial Corridor Development Programme (NICDP). In a decision on Wednesday, the Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi approved 12 new project proposals under the National Industrial Corridor Development Programme, including Prayagraj, alongside Agra in the same state. These industrial smart cities will come up with an estimated investment of Rs 28,602 crore across all 12 locations. IMC Prayagraj specifically sits within the Amritsar Kolkata Industrial Corridor (AKIC). The Government of India is developing AKIC along the alignment of the Eastern Dedicated Freight Corridor, traversing a route length of 1,839 km in six states, with EDFC as its backbone, and AKIC has an influence area across seven states — Punjab, Haryana, Uttar Pradesh, Uttarakhand, Bihar, Jharkhand and West Bengal.

Where It Is — Site, Area and Land

The Integrated Manufacturing Cluster (IMC) at Saraswati Hi-Tech City, located 25 km south of Prayagraj, spans 352 acres with an investment potential of ₹1,600 crore. Another government filing pins the location more precisely: the Prayagraj IMC will span 351 acres in Karchana block, adjoining the pre-existing Saraswati Hi-Tech City industrial township at Naini. The most recent monthly progress report breaks the land down further: the state government has identified 351 acres (231 acres greenfield and 120 acres within Saraswati Hi-Tech City) for the project.

On transfer status, 351.43 acres of land has been transferred to the Project SPV by the state government, and matching equity amounting to ₹323.09 crore has been released by NICDIT to the SPV. Early investor uptake has already begun: four industrial plots totalling 42 acres have been allotted to investors.

Who Is Building It

Development follows NICDP's standard national-state partnership model: the Government of India provides funds as equity/debt for trunk infrastructure, while the state government provides the land. For Prayagraj, this partnership runs through NICDC's investment arm NICDIT and Uttar Pradesh's UPSIDA (State Industrial Development Authority), which provides land and resources for the project.

A dedicated project company was set up to execute the work: AKIC Integrated Manufacturing Cluster Agra-Prayagraj Ltd, the SPV, was incorporated on 30th January, 2025. The governing agreements were signed earlier: the State Support Agreement (SSA) between the Government of Uttar Pradesh, UPSIDA and NICDIT for IMC Prayagraj was executed on 8th November 2024, and the Shareholder Agreement (SHA) between UPSIDA and NICDIT for IMC Prayagraj was also executed on 8th November 2024. This same SPV also handles the sister project, IMC Agra.

Why It Exists

The 12-city NICDP push, including Prayagraj, is explicitly framed as export- and job-oriented industrial infrastructure. These industrial nodes will act as catalysts for achieving USD 2 trillion in exports by 2030, reflecting the government's vision of a self-reliant and globally competitive India. The new industrial cities are being built "ahead of demand" on 'plug-n-play' and 'walk-to-work' concepts, with multi-modal connectivity infrastructure aligned with the PM GatiShakti National Master Plan.

Locally, the two Uttar Pradesh clusters were pitched as major employment generators: projects in Agra and Prayagraj combined are expected to generate over 87,000 jobs. Trunk infrastructure work is therefore only in its early mobilisation stage — site establishment, survey and design, not yet plots-ready or operational for occupiers, beyond the small number of parcels already allotted.

Headline Connectivity

The site's selling point is multi-modal access rather than any single mode. It boasts prime connectivity to NH-35, NH-30, rail/EDFC, airports and waterways, with proximity to Prayagraj Airport (24 km) and the New Karchana EDFC Station (7 km). It also sits within an existing industrial township footprint: Saraswati Hi-Tech City itself spreads over 1,138.78 acres near Naini in the district, developed as an Industrial Model Township with non-polluting industrial, residential, commercial, institutional and sports sectors.

Wider city-level infrastructure is also being upgraded in parallel, which will feed traffic to and from the industrial cluster. The Prayagraj Ring Road is a 71.5 km, ₹7,048 crore NHAI project designed to route traffic around the city across two phases, with Phase II running 41.662 km and connecting Madhopur village near NH-19 in Soraon tehsil to Amiliya village in Karchana tehsil — the same tehsil hosting the IMC. Separately, Prayagraj Junction has received the highest railway-redevelopment budget allocation in the country, totalling ₹9.6 billion, for a modernised, airport-style passenger terminal.

Regionally, the Ring Road Phase II — which passes through the same Karchana tehsil — is still at a pre-construction stage: officials said land acquisition is likely to commence within the next six months, following detailed ground surveys and consultations with affected communities.
