Manesar Global City (Panchgram First City / KMP Panchgram Manesar): Overview

What it is

"Manesar Global City" is the informal name used for the Manesar/Gurugram-end city under Haryana's Panchgram plan — a state proposal to build five new greenfield cities along the Kundli-Manesar-Palwal (KMP) Expressway. Haryana has launched one of the most ambitious projects ever with the creation of five super smart cities along the 135-km Kundli-Manesar-Palwal (KMP) Expressway in the National Capital Region (NCR), on the pattern of Singapore and bigger than Chandigarh. Under the panchgram project, the first proposed green field city was slated to come up close to Gurugram.

It is important not to confuse this government plan with unrelated private real-estate projects that also use the words "Global City" or "GIC" near Manesar/Gurugram — those are separate, privately developed townships and are not part of the Panchgram Development Authority's mandate.

Who is building it

The Haryana Cabinet accorded approval to the Panchgram Development Bill, 2018, for developing five new cities over an area of 50,000 hectares on both sides of the Kundli-Manesar-Palwal (KMP) expressway. The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) initiated the process of hiring a world-class consultancy firm through a global tender for the master plan.

The new urban centres are to be developed by an umbrella organisation called the Panchgram Development Authority. More recently, officials have reaffirmed this structure: a Panchgram Development Authority has been constituted by the state government to develop 5 new cities along both sides of the proposed expressway.

Official notified area, villages and districts

Land from eight districts — Gurgaon, Faridabad, Palwal, Mewat, Rewari, Sonepat, Rohtak and Jhajjar — was identified for the five urban centres and industrial townships. Under the original 2018 preliminary plan, each of the five cities was mapped to a different village cluster: 121 villages of Sonepat, Rohtak and Jhajjar were to form the first urban centre; the second comprised 129 villages of Gurgaon and Jhajjar; the third covered 159 villages of Rewari, Gurgaon and Mewat; the fourth was set on 185 villages of Palwal, Faridabad, Gurgaon and Mewat; and the fifth covered 166 villages of Faridabad and Palwal.

Separately, an early Gurugram-district count put the local land requirement higher: spread across an area of 50,000 hectares, there were plans to acquire land from over 34 villages in Gurugram district. No single, final notification listing a distinct "Manesar Global City" boundary, hectare figure or confirmed village list has been located — the Manesar/Gurugram-end city exists only as one node within the wider Panchgram concept, and its precise footprint has not been finalised.

Why it exists

The rationale is decongestion and industrial capacity. The five proposed cities are meant to take the load off Delhi and Gurugram, which have become overcrowded. Officials have framed the KMP corridor as providing robust connectivity and world-class infrastructure to accelerate investment, with three of ten planned new Industrial Model Townships focused around the NCR using the KMP as a focal point.

Five ultra-modern cities are being set up under the Panch Gram Yojana along the roughly 180-km KMP corridor, planned for a projected population of 75 lakh by 2050. The plan is explicitly linked to national goals: the KMP Expressway is positioned as a gateway to the Viksit Bharat 2047 vision and a key driver of Haryana's industrial growth, transforming the state into a logistics powerhouse.

Current status (as of July 2026)

The project's history is one of stalls and pivots. The ambition was sweeping, but the follow-through was not — the project remained stalled due to land acquisition hurdles and administrative delays. By December 2024, it had effectively been abandoned: with the Panchagram plan failing to take off, Haryana pivoted to 'Dashagram' — an array of 10 industrial towns — after the original project pivoted around the NCR districts failed feasibility tests and was shelved.

The picture changed again in mid-2026. The NCR Draft Regional Plan 2041 has revived the Panchgram framework at the regional level, giving the project fresh momentum and fresh scrutiny. The Draft Regional Plan-2041, advanced at the NCRPB Board Meeting in June 2026, designated the KMP-and-Eastern Peripheral-Expressway belt as the Central NCR (CNCR) with the mandate of a 'Golden Ring of Opportunity.'

Basic feasibility questions remain open. Union Minister Rao Inderjit Singh has asked where these cities will get their water, directing officials to identify a viable water source for the proposed new city before further planning proceeds. As of July 2026, Panchgram — and by extension the Manesar-end city — is a revived planning proposal within a draft regional plan, not a notified, land-acquired or under-construction project.

Headline connectivity

The project's spine is the KMP Expressway itself. The six-lane Kundli-Manesar section of the KMP is already an operating toll expressway executed by HSIIDC. Planned upgrades go further: multiple Multimodal Transport Stations are planned directly on the KMP — at Manesar's Panchgaon Chowk, integrating the Delhi-Alwar RRTS, Gurugram-Manesar Metro and Jhajjar-Palwal rail line, and at Kherki Daula in Gurugram combining RRTS, metro and bus connectivity.

Older plans also cite conventional highway links: the five new cities were meant to be well-connected to the urban centres around Delhi through National Highway-48, State Highways 13 and 28, and the KMP Expressway.

What happens next

The near-term test is whether the June 2026 revival in the Draft NCR Regional Plan 2041 translates into a formal, notified project. Basic feasibility work — starting with water supply — is still pending, per Rao Inderjit Singh's directive to civic agencies. Officials estimate that meeting NCR-wide demand for housing, transport and civic infrastructure could require investment of around Rs 20 lakh crore.

Until the Draft Regional Plan 2041 is formally approved by the NCRPB, a revised Panchgram master plan is notified, and a specific village/land footprint for the Manesar-end city is published, there is no confirmed timeline, area figure, or RERA-registered project to report for "Manesar Global City." This page will be updated as the Panchgram Development Authority, HSIIDC, or the Haryana government issue firmer notifications.
