What was decided

The Haryana Cabinet on Tuesday accorded approval to the Panchgram Development Bill, 2018, for developing five new cities over an area of 50,000 hectares on both sides of the Kundli-Manesar-Palwal (KMP) expressway. The authority will be constituted as the apex body for policy making, development and regulation for the development of Panchgram region, a state government spokesman said.

The Cabinet approved the development of the five cities and the concept of the Panchgram Region that will cover eight districts of the state — Sonepat, Rohtak, Jhajjar, Gurugram, Rewari, Mewat, Faridabad and Palwal. Manesar falls within Gurugram district, one of the eight districts named in the decision, which is why the Manesar-area node of the project is locally referenced as "Manesar Global City" or "KMP Panchgram Manesar" — though no source found in research uses that exact phrase as an official gazetted city name.

How the Panchgram Development Authority was structured

The Bill provides for establishment of Panchgram Development Authority (PDA), headed by the Chief Minister, with the Panchgram Development Commissioner as the Member Secretary. The Bill also provides that no authority or person shall undertake any development within the Panchgram region of the type as the authority may, from time to time, specify by notification published in the official gazette.

Following cabinet approval, the state government moved to bring an ordinance ahead of the KMP Expressway's public inauguration. The Haryana government was expected to come out with an ordinance on the Panchgram Development Bill and legislation for turning the area around the western peripheral expressway (KMP) into five new cities, timed ahead of Prime Minister Narendra Modi's scheduled inauguration of the expressway on 19 November, so that no unplanned development starts there.

The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) initiated the process for hiring a world-class consultancy firm through a global tender for undertaking the master plan.

The Cabinet approved the concept of the Panchgram Region and developing five cities on the KMP expressway on 50,000 hectares each side of the expressway, covering eight districts of the state — Sonepat, Rohtak, Jhajjar, Gurugram, Rewari, Mewat, Faridabad and Palwal. A preliminary village-level breakdown reported about a month after the cabinet decision assigned specific villages to each of the five proposed cities: 121 villages of Sonepat, Rohtak and Jhajjar would form the first urban centre; the second would comprise 129 villages of Gurgaon and Jhajjar; the third would come up on land of 159 villages of Rewari, Gurgaon and Mewat; the fourth on 185 villages of Palwal, Faridabad, Gurgaon and Mewat; and the fifth on 166 villages of Faridabad and Palwal districts.

For the Gurugram-district portion — the area closest to Manesar — a separate report named specific villages under consideration: plans to acquire land from over 34 villages in Gurugram district, spread across an area of 50,000 hectares. Among the villages named as being in the fray of being included were Udaypuri, Langra, Pathredi, Bilaspur, Binaula, Bakipur, Taj Nagar, Jatuala, Fajliwas, Banslambi, Janjhraula, Sultanpur, Kakraula, Sayed Pur, Mohammadpur, Hamirpur, Jamalpur and Khaintawas.

Practical effect of the decision

The immediate practical effect of the September 2018 cabinet approval was administrative, not physical: it created the legal basis for a dedicated authority to regulate land use in the corridor before it authorised any construction. The Bill provides that no authority or person shall undertake any development within the Panchgram region of the type the authority may specify by gazette notification — meaning the decision was designed to freeze or control unplanned construction and change-of-land-use (CLU) approvals in the notified belt while a master plan was prepared.

A related order referenced by the Gurugram Metropolitan Development Authority shows this control mechanism being acted on: an order regarding grant of permission for CLU in the villages proposed to be transferred to the new Panchgram Development Authority. This indicates that villages earmarked for Panchgram, including those in Gurugram district near Manesar, were subject to CLU-permission review tied to the new authority even before a final master plan existed.

The Haryana State Industrial Infrastructure Development Corporation (HSIIDC) was given responsibility for driving the master-planning process, and the government indicated an intent to pilot one township first rather than launch all five simultaneously: the government would like to develop one township on a pilot basis.

What happened after 2018 — status as of mid-2026

The Panchgram project did not proceed on the timeline implied by the 2018 decision. The project remained stalled due to land acquisition hurdles and administrative delays. When it failed feasibility tests in the NCR districts, the Saini government pivoted to a broader Dashagram plan — an array of 10 industrial towns across the state.

More recently, the framework has been revived at a regional-planning level rather than through fresh state legislation. The NCR Draft Regional Plan 2041 has designated the 135-km KMP corridor as the 'Golden Ring of Opportunity,' and Haryana has proposed developing areas around the KMP Expressway as Panchgrams — five greenfield townships spread across 2.5 lakh hectares, with development planned 2 to 6 kilometres on both sides of the expressway loop, to be governed by a dedicated Panchgram Development Authority.

Officials have also referenced the Manesar corridor specifically in more recent statements about the wider plan: Multiple Multimodal Transport Stations are planned directly on the KMP — at Manesar's Panchgaon Chowk integrating the Delhi-Alwar RRTS, Gurugram-Manesar Metro and Jhajjar-Palwal rail line. As of June 2026, no source found confirms that any Panchgram city node has been operationalised, gazetted with final boundaries, or officially branded as "Manesar Global City"; that label appears to be an informal/colloquial identifier rather than a notified name.
