Manesar Global City (Panchgram First City): Land Acquisition Status

What this project actually is

Manesar Global City is the popular/marketing name used for the first of five planned cities under Haryana's Panchgram scheme, which runs along the Kundli-Manesar-Palwal (KMP) Expressway. Five urban centres and industrial townships to be developed over 2.5 lakh hectares along the 135 km KMP Expressway were christened Panchgram, to be developed by an umbrella organisation called Panchgram Development Authority. The Haryana Cabinet approved the Panchgram Development Bill, 2018, for developing five new cities over 50,000 hectares on both sides of the KMP expressway, covering eight districts — Sonepat, Rohtak, Jhajjar, Gurugram, Rewari, Mewat, Faridabad and Palwal. Sources describing the scheme have referred to the first proposed green field city coming up close to Gurugram, which is the basis for the "Manesar Global City" / "KMP Panchgram Manesar" name. There is no independent government notification found under the exact name "Manesar Global City" — it sits inside the larger Panchgram/Dashagram planning process.

Acquisition model: consent purchase or award?

No formal acquisition mode — consent-based direct purchase or a compulsory Section 4/6 award under the land acquisition law — has been notified specifically for this city. HSIIDC initiated the process of hiring a consultancy firm through a global tender to prepare the master plan after cabinet approval in 2018, but reporting does not show that this progressed to a formal land acquisition notification for the Gurugram/Manesar end of the corridor. Though a few villages were initially identified in Gurugram, no major progress was made, and the project pivoted around NCR-district feasibility problems and was shelved. Investors and landowners should treat any claim of an active "award" or "consent" process for Manesar Global City as unverified until an official notification is published.

Compensation rates

No per-acre or per-hectare compensation rate for Panchgram/Manesar Global City land has been found in current reporting, as of July 2026. This is consistent with the acquisition never having formally started: the project stalled after 2018, was described as shelved by 2024, and is only now being discussed again as part of a regional plan. Any rate figures circulating locally without an official HSIIDC or Panchgram Development Authority notification should not be treated as confirmed.

Villages covered

Reported village counts have changed across different versions of the plan and have not settled into a single confirmed list:

• 2018 Gurugram-specific draft: plans to acquire land from over 34 villages in Gurugram district, with named candidates including Udaypuri, Langra, Pathredi, Bilaspur, Binaula, Bakipur, Taj Nagar, Jatuala, Fajliwas, Banslambi, Janjhraula, Sultanpur, Kakraula, Sayed Pur, Mohammadpur, Hamirpur, Jamalpur and Khaintawas.
• Earlier comprehensive Panchgram draft: 121 villages of Sonepat, Rohtak and Jhajjar were envisaged to form the first urban centre; a second township was to comprise 129 villages of Gurgaon and Jhajjar; a third on 159 villages of Rewari, Gurgaon and Mewat; a fourth on 185 villages of Palwal, Faridabad, Gurgaon and Mewat; and a fifth on 166 villages of Faridabad and Palwal.

These two sets of numbers do not match each other, which reflects how many times the plan's boundaries were redrawn rather than a single, finalised village list. No current (2026) official village list specific to Manesar Global City has been published.

Budget allocated

No specific budget figure for land acquisition or compensation under Panchgram/Manesar Global City has been found in current reporting. Public statements have focused on land area, district coverage and the consultancy tender for the master plan rather than a disclosed acquisition budget.

Disputes and farmer concerns

No farmer disputes or negotiations tied specifically to Panchgram/Manesar Global City land acquisition have been reported, because large-scale acquisition for this scheme has not begun. Locals' caution, however, is shaped by a separate, older, unrelated case: on 27 August 2004, the Haryana government issued a notification for acquisition of 912 acres of land under Section 4 of the Land Acquisition Act, 1894, in the villages of Manesar, Lakhnaula and Naurangpur for an industrial model township — the so-called Manesar land scam, in which the CBI in September 2015 registered a case against a former chief minister and others over alleged wrongful loss of around Rs 1,500 crore to landowners. In March 2018, the Supreme Court reversed the scrapping of that acquisition and ruled that ownership of the land rested with HSIIDC. This case concerns the original IMT Manesar acquisition, not the Panchgram/Manesar Global City project, but it is the backdrop against which farmers in the Manesar belt view any new acquisition proposal.

Current stage, as of July 2026

With the Panchgram plan failing to take off, Haryana moved to a 'Dashagram' concept — an array of 10 industrial towns across the state — with the in-principle transition from Panchagram approved at an official meeting. It remained unclear whether the pre-approved Panchgram sites, including the Manesar/Gurugram end, would be carried into Dashagram. More recently, Haryana's long-pending Panchgram project received a fresh boost when the NCR Draft Regional Plan 2041 backed developing five greenfield cities along the KMP Expressway. But Gurugram MP Rao Inderjit Singh has raised the question of where these cities will get their water from and has directed authorities to identify a sustainable water source before taking the project forward. The project remained stalled for years because of land acquisition hurdles and administrative delays before this revival. In short: as of July 2026, Manesar Global City is a revived planning proposal, not an active land-acquisition project — no notification, compensation rate or budget has followed the renewed policy interest yet.
