Manesar Global City / Panchgram First City: Master Plan Status

What "Manesar Global City" actually refers to

No government notification, RERA record, or official document found uses the exact name "Manesar Global City" or "KMP Panchgram Manesar." These labels appear to be informal shorthand for Haryana's proposed Panchgram scheme — a state plan for new cities along the KMP Expressway — and specifically for its first proposed city. Under panchgram project, the first proposed green field city will come up close to Gurugram.

This is distinct from unrelated private developer projects that also use "Global City"/"GIC" branding near Manesar (for example M3M GIC or "Global City Gurugram"), which are separate real-estate townships and not part of the state's Panchgram programme. Readers should not confuse the two.

Legal and institutional framework

The Haryana Cabinet accorded approval to the Panchgram Development Bill, 2018, for developing five new cities over an area of 50,000 hectares on both sides of the Kundli-Manesar-Palwal expressway, covering eight districts of the state. Elsewhere, officials described the same scheme's overall footprint as far larger: five urban centres and industrial townships were to be developed over 2.5 lakh hectares along the alignment of the 135-km Kundli-Manesar-Palwal (KMP) Expressway. These figures reflect two different framings (per-city vs corridor-wide) reported at different times, not a single audited plan.

The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) initiated the process for hiring a world-class consultancy firm through a global tender for undertaking the master plan. The Bill also provided for establishment of a Panchgram Development Authority (PDA), headed by the Chief Minister, with a Panchgram Development Commissioner as Member Secretary, and stated that no authority or person could undertake development within the notified Panchgram region without PDA clearance.

The first city: "Gurugram 2.0" / "Dream City" draft

The city closest to Manesar/Gurugram — the one most likely meant by "Manesar Global City" — was informally called Gurugram 2.0 or the Dream City. The new urban centre was proposed to come up on about 50,000 hectares of 159 villages of Rewari, Gurgaon and Mewat, an urban settlement flanking Gurugram in the south.

A meeting of the core group, comprising top officials of town and country planning, industries, urban local bodies, development and panchayat departments and GMDA, reviewed a draft interim report prepared by the project consultant, AECOM India Pvt Ltd. The master plan of the new city was being worked out with a focus on projections till the year 2040, and AECOM had conducted a kick-off and inception meeting of the project in May 2019, chaired by the Principal Secretary to the Chief Minister.

At that draft stage, planners flagged general intentions rather than fixed figures: per the AECOM report, the planning of the "Dream City" presented opportunities to make it an emerging economic growth centre, strategically located with direct access from multiple roads and railway network. No published version of this draft breaks the area into land-use percentages, numbered phases with hectares, or population/employment targets.

Setback, then a regional-plan mention

By late 2024, the project's momentum had stalled. Panchgram — former CM ML Khattar's project to develop five urban centres and industrial townships over 2.5 lakh hectares along the KMP Expressway — saw no major progress even where villages had initially been identified in Gurugram. With the ambitious Panchagram plan failing to take off, Haryana began planning 'Dashagram,' an array of 10 industrial towns, after the original project reportedly failed feasibility tests and was shelved.

As of mid-2026, the Panchgram concept resurfaced, but only as part of a broader regional document rather than a stand-alone notified master plan: Haryana proposed developing areas around the KMP Expressway as Panchgrams — five greenfield townships to be detailed in the state's Sub-Regional Plan — envisioning new industrial townships and urban centres spread across 2.5 lakh hectares. Development is planned 2 to 6 kilometres on both sides of the expressway loop, governed by a dedicated Panchgram Development Authority, with the plan also mandating integration of the Manesar-Bawal Investment Region into all state sub-regional plans.

What the plan does not yet specify

• No notified land-use split (residential/commercial/industrial/green percentages) has been published for this project.
• No phase-wise hectare breakdown with target years has been released for the first city or for the other four Panchgram cities.
• No confirmed population or employment target has been published for the first city specifically (unlike, for example, the separate and unrelated Gurgaon-Manesar Urban Complex Master Plan 2031, which does carry its own population targets).
• No RERA project registration exists, consistent with the project never having reached an implementation or land-allotment stage.
• The consultant's 2019 draft interim report was never confirmed as publicly released in full.

Because no dedicated project portal was found, track status through primary state and regional bodies rather than developer marketing sites:
