What New Shillong Township Is

New Shillong Township (also written New Shillong, or NST) is a planned twin city and urban development project adjacent to Shillong, the capital of Meghalaya. It is envisioned as a modern administrative and knowledge city designed to decongest Shillong and support sustainable urban growth with strategic infrastructure, public services, and institutional zones. The project spans areas such as Umsawli, Mawpdang and Mawkhanu and has been designated by the state government as a growth centre for governance, education, innovation and economic activity.

Who Is Building It

The idea is old, but the implementing structure has changed over time. The scheme was first conceived in the 1990s, when land was initially acquired for a new township to relieve Shillong. Responsibility originally sat with the Meghalaya Urban Development Authority (MUDA), which handled land acquisition, survey and consultant appointments under the Meghalaya Town and Country Planning Act, 1973.

In 2013, a dedicated body — the New Shillong Township Development Agency (NSTDA) — was created, and implementation of the township, along with finance management, land acquisition, allotment and infrastructure development, was transferred to it from MUDA. NSTDA now functions under the Department/Directorate of Urban Affairs, Government of Meghalaya, alongside other bodies such as the Meghalaya Urban Development Authority and the ADB-funded NERCCDIP unit.

Official Area, Villages and Districts

New Shillong sits in East Khasi Hills district, on the outskirts of Shillong city. Land has been acquired and allotted piece by piece over three decades rather than as a single notified master area, which is why different official statements cite different totals depending on what is being counted:

• Government notices on land already acquired name Mawkhanu, Mawpdang, Mawdiangdiang, Umsawli and Tynring as the areas where the New Shillong Township Development Agency holds land (as of August 2025).
• The Urban Affairs Department has been allotted 229.724 acres at Mawdiangdiang for the Administrative Complex (Secretariat, directorate offices), and separately acquired 807.7 acres at Mawkhanu for the New Shillong Township Knowledge City (NSTKC), covering tourism, hospitality, music, sports, IT and agriculture sectors.
• As of January 2024, the state government had acquired about 1,700 acres in total for the New Shillong city project, the area where institutes such as IIM Shillong and NIFT already function.
• Replying in the State Assembly (reported March 2026), the Chief Minister put total land procured for the township at over 915 acres, acquired between 1995 and 2017.
• A Detailed Project Report for water infrastructure covers the needs of 32 villages in and around the township.

Because these figures come from different departments and different dates, treat them as measuring overlapping but not identical footprints — the Knowledge City acreage, the core administrative-city acreage, and the wider township catchment are not the same thing.

Why It Exists

The original justification was simple: Shillong was outgrowing itself. The scheme for a new township was prepared with the objective of absorbing the overspill population of Shillong and facilitating growth. With Shillong city's population now exceeding five lakh, the government has adopted a two-pronged strategy — managing congestion, parking, water and drainage problems in old Shillong while building New Shillong as the release valve for future expansion.

State leadership has since framed it more ambitiously: the Chief Minister has said the township is being built with a total investment of over Rs 6,000 crore and over 915 acres of land procured from 1995 to 2017, calling it Meghalaya's future "engine of growth" expected to create around 1.5 lakh jobs.

Current Status (as of early–mid 2026)

Progress has been uneven historically — a 2024 RTI-based report found the township remained "in development stage" 29 years after land acquisition began, despite the state having spent over Rs 331 crore on land acquisition and collected Rs 83.07 crore in premiums from 38 departments allotted land there. Momentum has visibly picked up since then.

By February–March 2026, the Chief Minister told the Assembly that Phase 1 (the Administrative City) has already emerged as a strong administrative, education and healthcare centre, housing the Meghalaya Secretariat, IIM Shillong, NIFT, NEIAH and NEIGRIHMS. Specific progress figures given at the time include:

• The Rs 1,231 crore new Meghalaya Secretariat building is 35% complete, and the Legislative Assembly building is nearing completion.
• A commercial centre is emerging around the Unity Mall (40% complete) plus planned commercial streets.
• 64.9 acres are earmarked for higher education and skilling institutions, and the IT Park already operating there has generated 1,500 jobs.
• 51.68 acres are set aside for residential development, including 10.9 acres for affordable housing (435 units).

Overall, more than Rs 6,000 crore has been sanctioned for New Shillong City's development, with nearly 30% already utilised on ground infrastructure and key facilities.

Headline Connectivity

Water: A new supply scheme is under construction — Phase I, costed at Rs 591 crore, draws water from the Wah Umkhen river and is designed to eventually deliver 56 million litres per day for over 4 lakh people.

Power: The 33 kV Umroh Sub-Station and expanded lines have already cut outages; 40 MVA substations planned at Mawkhanu and Umsawli are meant to further strengthen the grid.

Internal roads: Roads worth roughly Rs 343 crore are under construction inside the township, linking Ummir–Mawkhanu, Kynoton–Lyngkien, Bellefonte–New Township, the Diengpasoh road to Shillong Bypass, and Bribah Mawpat–New Township. A second phase adds 16.6 km of 15-metre-wide roads and 3.2 km of two-lane roads, at a further cost of about Rs 185 crore.

External links: A new 11 km, Rs 135 crore two-lane road from the West Corridor of New Shillong Township (Mawpat) to the VIP Airport Road at Nongkohlew was sanctioned in February 2025. Separately, the long-standing Shillong–Umroi Airport road upgrade is being built in two phases (14 km under NESIDS and 5 km under CRIF); as of September 2025 these stood at roughly 71% and 76% complete respectively.

Regional highways: The Centre has approved a four-lane extension of the Umiam–Shillong road to bypass the Umiam Dam bottleneck, and in April 2025 the Cabinet Committee on Economic Affairs cleared a 166.80 km, Rs 22,864 crore greenfield Shillong–Silchar high-speed corridor (144.8 km in Meghalaya) that will improve access to the Shillong, Guwahati and Silchar airports. Separately, the Centre's PM-DevINE scheme has allocated Rs 146.79 crore for a new four-lane road and conversion of an existing two-lane road into a four-lane avenue with cycling tracks and footpaths inside the township.

What Happens Next

The next major push is Phase 2 — the Knowledge City at Mawkhanu — which is planned to include a major IT Park, a Skills & Innovation Hub, a "monolith tower" landmark, and a 40,000-seat football stadium, alongside continuing commercial and cultural development. The state has also amended the Meghalaya building bye-laws to formally categorise industrial zones within the township, specifically in the Mawkhanu and Mawkasiang areas.

On the regulatory side, all projects under the New Shillong Township Knowledge City must comply with the Real Estate (Regulation and Development) Act, 2016 and the Meghalaya RERA General Rules, 2016. The township was also among nine areas notified as a "City Center Zone" for the Shillong Agglomeration Area under the Meghalaya Building Bye-Laws, 2021. Land acquisition is still active in places — as of August 2025, NSTDA was seeking additional land near Mawkhanu, Mawpdang, Mawdiangdiang, Umsawli and Tynring for a CRPF camp. Planning is being guided by a GIS-based Master Plan prepared with NESAC that restricts development in flood- and landslide-prone areas, with building bye-laws now banning construction on slopes steeper than 50 degrees.
