What Happened
Meghalaya Chief Minister Conrad K Sangma inaugurated Shillong Tech Park-II at New Shillong Township, Umsawli, on Wednesday, September 23, 2026. During the ceremony, agreements were signed with StaffFlex LLP, a Shillong-based business process management company serving clients in the UK; Shamrock AI, which is expanding its presence from Phase-I into the new facility; and Alorica, a US-based multinational that will occupy two floors, representing the largest single commitment in the new building.
The first phase of the Shillong Technology Park is already fully occupied and operational, housing nine companies, including 24/7 Customer, HDFC Bank, Sirobilt Software Services, Shamrock AI, Tech Digital India, iMerit Technology Services, Pursuit Software Development, Magic Workshop and the Meghalaya GIS and UAV Centre.
Who Decided and Why
Sangma said the inauguration marked the realisation of an idea he had first conceived in 2008 to establish an IT park, innovation hub and ecosystem where technology and entrepreneurship could grow in Shillong. The project is envisioned as a modern administrative and knowledge city designed to decongest Shillong and support sustainable urban growth with strategic infrastructure, public services, and institutional zones.
The Chief Minister said a Tech Park alone cannot work without ecosystem, citing building of largest dedicated football stadium at Rs 700 crore, New Secretariat to be ready by August 2027, 10 five-star hotels in pipeline including one next to IT park, Shillong Airport runway extension to enable large commercial flights by September-October 2027, less than 20 minutes from park, and Rs 24,000 crore plus Rs 10,000 crore Shillong-Guwahati Express Highway reducing travel to under 90 minutes.
The Numbers
Built at a cost of Rs 121 crore, Phase-II is the largest single addition of dedicated IT space in Meghalaya so far. The facility adds 1.8 lakh sq ft of ready-to-occupy technology space.
Phase-I and Phase-II of the Shillong Technology Park are projected to generate between 4,000 and 5,000 direct jobs and around 15,000 indirect employment opportunities. Work started in September 2023 and the building was fully completed in August this year.
The state government has earmarked 10,000 square feet of space for the AI Centre of Excellence facility and has signed a Memorandum of Understanding with NASSCOM for establishing the AI CoE.
What Changes
Sangma said Phase-II was close to being fully booked even before its inauguration, which he described as an indication of the demand for Grade-A technology space in Shillong. He noted that Meghalaya-based companies such as StaffFlex and Shamrock AI would operate alongside multinational companies, demonstrating that the park could serve both local businesses and companies from outside the state.
An Artificial Intelligence Centre of Excellence will also be hosted at the park under the IndiaAI Mission of the Ministry of Electronics and Information Technology. The government is also focusing on frontier technologies such as Artificial Intelligence, data analytics and innovation-driven entrepreneurship. Plans are under way to establish AI data labs, satellite incubation centres and organise youth hackathons to promote innovation among young people.
What Is Next
With most of the space in Tech Park-II already committed, the government is now working towards setting up a third technology park in Shillong.
The state is also looking to build the talent pool for the sector through the Meghalaya Skills programme, the Meghalaya State Skill Development Society, the state's first government engineering college and a Skill University coming up next to the Tech Park.
Sangma said Meghalaya's economy had more than doubled since 2018 and that the government was targeting another doubling by 2032, which he attributed to policy stability.
