What Is Him Panchkula?

Him Panchkula is one of three new satellite-city projects being planned by the Himachal Pradesh government under HIMUDA. The Himachal Pradesh Housing and Urban Development Authority, the Government of Himachal Pradesh, and the Housing and Urban Development Corporation signed a Memorandum of Understanding for the development of three new satellite cities, including HIM Chandigarh, HIM Panchkula, and Kangra Valley Aerocity, designed to create future-ready urban ecosystems that balance growth with sustainability. HIMUDA's own description of the project is brief: HIM Panchkula is a development aimed at creating a sustainable urban extension near Panchkula, focusing on integrated infrastructure and green spaces.

The name signals its intended relationship to the Chandigarh–Mohali–Panchkula tricity: it is conceived as a Himachal-side urban extension that sits close to the Panchkula border area, in a similar way to how Him Chandigarh is planned in the Baddi belt of Solan district near Chandigarh. No approved master plan, sector layout, or final site boundary has been published for Him Panchkula to date.

Who Is Building It

Three organisations are named as partners in the project. HIMUDA is the state's premier housing and urban development authority, responsible for planned urban growth across Himachal Pradesh; the Government of Himachal Pradesh is providing policy support, regulatory framework and strategic vision; and HUDCO is a national-level techno-financial institution. The MoU was signed in the presence of Rajesh Dharmani, the Minister for Housing, Town and Country Planning, Technical Education, Vocational and Industrial Training of Himachal Pradesh, and Yashwant Chhajta, Vice Chairman of HIMUDA.

At a subsequent HIMUDA review meeting, Dharmani reiterated the government's intent, saying "efforts are being made to implement ambitious projects such as Him Chandigarh, Him Panchkula and Kangra Valley Aero City." He added that the process of land acquisition is underway and international consultants are being appointed to plan these modern cities. On the ground, given the project's stated brief tag as "Himachal Pradesh Sirmaur New City," day-to-day coordination on land matters would fall to the Sirmaur district administration, which already handles land records and revenue functions for the district where the project is expected to be sited.

Official Notified Area, Villages and Districts — Status Right Now

This is the most important caveat for anyone researching Him Panchkula: no official notification listing a defined project area, land parcel size, or village list has been found in the public record as of July 2026. Coverage to date has been limited to policy announcements and a signed MoU naming the project alongside Him Chandigarh and Kangra Valley Aerocity — it has not yet reached the stage of a notified Special Area Development Authority boundary, a gazetted land-use plan, or a published list of affected villages.

Officials have also framed the projects in financial terms: the projects of HIMUDA are aimed not only at meeting the housing needs of the people but also at creating new sources of revenue for the state.

There is also a stated demand signal. Dharmani said there is a lot of potential for these high-end townships, and a lot of queries are coming to HIMUDA, which reflects an encouraging response from consumers.

Headline Connectivity

Him Panchkula's core locational pitch is proximity to the Chandigarh–Mohali–Panchkula tricity, one of North India's key urban and administrative hubs. Panchkula itself is a satellite city of the state capital Chandigarh, located approximately 4 kilometres southeast of Chandigarh, 105 km southwest of Shimla, 44 km from Ambala and 259 km northeast of New Delhi.

The wider Sirmaur–Panchkula frontier is served by the Panchkula–Nahan–Paonta Sahib–Dehradun highway corridor. This route runs through Raipur Rani, roughly 30 km east of the Chandigarh–Mohali–Panchkula urban combine, and passes close to the Dera Bassi industrial belt and the Barwala industrial estate. On the Himachal side, the nearby industrial town of Kala Amb — the industrial capital of Sirmaur district — already sits on the Himachal–Haryana border along this corridor, giving the general area an existing base of industrial and logistics activity that any new township here would look to leverage. No dedicated highway, rail link, or airport connectivity has been announced specifically for a Him Panchkula site, since no site has been finalised.

What Happens Next

Based on the government's own statements, three things need to happen before Him Panchkula moves from concept to a real, mappable project:

• Land acquisition: Dharmani said the process of land acquisition is underway for the group of projects that includes Him Panchkula, though public detail specific to a Him Panchkula parcel has not been released. For the comparable Him Chandigarh project, officials said land was being acquired through mutual agreement and land pooling — a method that may be replicated here.
• Consultant appointment and master planning: International consultants are being appointed to plan these modern cities. Only after this stage would a formal master plan, sector layout, or land-use split typically emerge.
• Formal notification: A gazette notification defining the project's legal boundary, area, and affected villages/panchayats would need to follow before RERA registration, plot allotment, or construction could begin. That notification has not been issued as of July 2026.
