What is Harnandipuram?

Named after the Hindon River, also locally known as Harnandi, the upcoming township of Harnandipuram is a part of the CM Urban Expansion New City Promotion Scheme, and will also be referred to as 'Naya Ghaziabad' or 'New Ghaziabad'. The state govt had last year come out with a CM Urban Expansion New City Promotion Scheme to expand cities to cater to the growing population, and for Ghaziabad it announced a 'Naya Ghaziabad' plan, of which 'Harnandipuram' is part.

Developed by the Ghaziabad Development Authority, this large scale township is envisioned as a self sufficient urban hub offering a balanced mix of housing, commercial, institutional and recreational infrastructure under the 'Naya Ghaziabad' expansion plan.

Who is building it, and why

If approved by the govt, this was the first township that GDA would build since Madhuban Bapudham around 15 years ago. The scheme is designed to address the challenges associated with the city's rapid population growth and to improve urban infrastructure, with the state government aiming to provide modern housing and amenities that meet the needs of a growing urban population.

The saturation in existing hubs like Indirapuram has driven the need for new developments like Harnandipuram to accommodate a growing population. The development aims to prevent unauthorized colonies and boost local infrastructure.

Official area, boundary and villages

The Harnandipuram township covers an area of around 520 hectares, nearly equal to the well-established Indirapuram in Ghaziabad, and stretches from Pipeline Road in the north to Northern Peripheral Road in the east and Morta in the south, with the Hindon River flowing through certain parts. It will be about three km from the Delhi-Meerut Road, behind Raj Nagar Extension.

It is planned across eight villages: Mathurapur, Shamsher, Champat Nagar, Bhaneda Khurd, Nagla Firoz Mohanpur, Bhovapur, Shahpur Nij Morta and Morta. Some early GDA statements listed a slightly wider set of villages for acquisition. The GDA plan noted acquisition would be undertaken in villages such as Nagla Ferozepur, Mohanpur, Morta, Bhowpur, Atour, Champat Nagar, Shamsher, Bhenda Khurd, Mathurapur and Shapur Morta.

Most of the land for the project was agricultural and is being converted for residential/mixed use under the draft Ghaziabad Master Plan 2031.

Current status (as of early–mid 2026)

On August 5, 2024, the GDA vetted the township map, and on September 23, 2024, the development authority announced the future course of the project, with Phase 1 work to begin by 2025.

Land acquisition progress has been slower than planned. The GDA acquired only 14 hectares out of the total 521 hectares earmarked for the project through mutual consent since March 2025. This prompted the authority to invoke the Land Acquisition Act for the remaining ~507 hectares, issuing legal notifications that make it binding for landowners to transfer holdings, with compensation set at four times the circle rate in rural areas and twice the circle rate in urban clusters.

By February 2026, the state leadership intervened to speed things up. GDA officials informed the Chief Minister that more than 35 hectares of land had already been registered through the 'mutual agreed rate' clause, and the authority had secured formal consent from farmers for an additional 85 hectares — a land bank officials deemed sufficient to launch the first phase. Since roughly 80% of the target area was still classified for agricultural use, the state government granted the GDA Board sweeping new powers to change land use internally, eliminating the need to seek state-level permission for every conversion so as to reduce the project timeline.

Separately, the GDA Board has cleared specific acquisition packages: the authority approved acquiring 169 hectares across five villages, offering farmers four times the revised circle rate and 10% of developed plots, at an outlay of ₹2,384 crore. GDA has also appointed a consulting agency to prepare the Detailed Project Report and layout, with the first phase of planning work focused on nearly 100 hectares, covering roads, sewerage, water supply, electricity and green areas.

Launch-date estimates in trade press have shifted repeatedly and should be treated as indicative rather than confirmed: some reports point to a mid/late-2026 first-phase launch, while others suggest the project is currently in the land-acquisition phase and is expected to launch around late 2026 or 2027. No RERA registration or official scheme brochure had been issued as of the most recent reporting.

Connectivity

The site is in proximity to the Duhai interchange on the Eastern Peripheral Expressway and will be accessible via the forthcoming RRTS network, while the River Hindon Metro Station on the Delhi Metro's Red Line will serve as a transport link for future residents. Nearby developments including Medi City, a Logistics Hub, and the Delhi–Meerut Regional Rapid Transit System (RRTS) are expected to push the area's connectivity and overall liveability.

For related infrastructure projects such as Medi City, Logistics Hub, Education City, and Aerocity, the GDA Board has allowed the authority to hire a consultant, with land earmarked preferably along the Hindon Elevated Road, Eastern Peripheral Road and Delhi–Dehradun Expressway.

What happens next

The Harnandipuram Township is planned to be developed across the full 521 hectares in two phases. Phase 1 has repeatedly been described as pending on GDA securing a contiguous land bank of around 100–120 hectares from farmers before a scheme can be launched.

Once a contiguous Phase 1 land bank is finalised, the expected next steps are: approval of a Detailed Project Report and layout, RERA registration of the scheme, and a formal GDA brochure/lottery for plots and built units — none of which had happened as of the latest reporting. Once Phase 1 is launched and basic infrastructure is in place, buyers can expect a pipeline of plots/housing schemes over several years, in line with how GDA has phased its other townships.
