What is Namo City?
Namo City is a greenfield city planned around the Kundli-Manesar-Palwal (KMP) Expressway and the upcoming Delhi-Katra Expressway. It is a 9,000-acre component within a larger 64,000-acre urban development drive by HSVP that covers residential, commercial, institutional and Transport Nagar schemes across multiple towns in Sonipat, Rohtak and Jhajjar.
Namo City is a proposed township spread over nearly 5,000 acres (expanded to 9,000 acres in actual notification) that will house both commercial establishments and public facilities.
Why It Was Created
Chief Minister Nayab Singh Saini first announced the idea of Namo City in late June 2026, when he met trade representatives from Delhi and pitched a commercial township to draw wholesale traders out of the Capital's congested markets.
The government intends to develop a large commercial market and industrial ecosystem in areas adjoining Delhi, giving traders the space that Delhi's markets no longer have. Evidence of trader interest is already visible: dry fruit traders from Khari Baoli have picked up around 280 plots in Haryana, while traders from the Ludhiana dry fruit market have taken roughly 180 plots.
The project also draws from the older ambition of planned satellite cities along the KMP expressway, a concept rooted in multi-decade regional development strategy.
Notified Land & Villages
The Haryana Shehri Vikas Pradhikaran (HSVP) has identified villages across Jhajjar, Sonipat and Rohtak districts for the roughly 9,000-acre project.
| District | Villages | Individual Areas (acres) | Subtotal |
|---|---|---|---|
| Rohtak | Hasangarh | 1,320 | 1,320 |
| Jhajjar | Nilothi, Khedi Jasaur, Jasaur Khedi, Loharhedi | 1,731, 2,269, 1,315, 1,117 | 6,432 |
| Sonipat | Pai, Barauna, Khurmapur, Rohna, Kidholi | 1,040, 174, 440, 516, 30 | 2,200 |
Total: just short of 10,000 acres (notified as 9,000 acres in HSVP advertisement).
Connectivity
Namo City is planned around the Kundli-Manesar-Palwal (KMP) Expressway and the upcoming Delhi-Katra Expressway.
The Delhi–Karnal Regional Rapid Transit System (Delhi–Karnal Namo Bharat) is an approved 136.30 km semi-high speed rail corridor connecting Delhi, Sonipat, Panipat and Karnal. This RRTS connectivity is a key structural advantage for the site.
The proposed wholesale markets are likely to come up on the outskirts of Delhi in Sonipat district, building on the area's existing industrial base.
Incentives & Investor Provisions
The government is offering customised incentive packages, employment-linked incentives, single-window clearances and time-bound approvals to investors.
The National Capital Region Planning Board (NCRPB) approved a performance-linked incentive of ₹5,000 crore, structured as a mix of grant, loan and guarantee support, including a ₹1,000-crore grant component.
The market is being designed keeping the next 50 years in mind, with wide roads for smooth traffic movement and green spaces, unlike Delhi's cramped wholesale markets.
Current Status (September 2026)
As of the latest reports, the HSVP has identified villages across Jhajjar, Sonipat and Rohtak districts, asking farmers to give their consent on the e-Bhoomi portal by 31 October 2026.
The project is in the land acquisition and farmer consent phase. The HSVP's land procurement advertisement was published on 1 September 2026. No ground-level construction has begun; the focus is on securing voluntary land pooling from farmers through e-Bhoomi.
Broader Regional Context
Under the Regional Plan-2041 for the NCR, four semi-greenfield cities are proposed to be developed as mixed-use Transit-Oriented Development (TOD) at selected stations on the Namo Bharat (RRTS) lines. They would be described as 'Namo Cities', and will be identified through a competitive process among NCR participating states.
The NCR is expected to house around 11 crore people by 2041, up from roughly 5.8 crore at the last census. The four Namo cities are intended to serve as planned urban nodes to channel that growth rather than allow further unplanned sprawl in existing cities.
