Manesar Global City is one of five planned cities under Haryana's Panchgram project along the KMP Expressway; as of mid-2026 the scheme is still at draft-plan and authority-building stage, with no official land acquisition or plot allotment yet notified.

Where the project actually stands
The idea behind Manesar Global City sits inside a much bigger Haryana government scheme called Panchgram. The Haryana Cabinet accorded approval to the Panchgram Development Bill, 2018, for developing five new cities over an area of 50,000 hectares on both sides of the Kundli-Manesar-Palwal (KMP) expressway. The five cities and the Panchgram Region concept were approved to cover eight districts of the state — Sonepat, Rohtak, Jhajjar, Gurugram, Rewari, Mewat, Faridabad and Palwal. The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) initiated the process for hiring a world-class consultancy firm through a global tender for undertaking the master plan.
Eight years on, the project is still being described in the future tense. In April 2026 the Haryana Industries and Commerce Minister said a Panchgram Development Authority has been constituted by the state government to develop 5 new cities along both sides of the proposed expressway. He added that three of ten planned new Industrial Model Townships (IMTs) focused around the NCR region would use the KMP as a focal point. The government has constituted the Panchgram Development Authority to develop five new cities along both sides of the expressway, keeping in view the projected population for 2031, with the corridor developed on the Singapore model.
The most recent planning document is a draft regional plan, not a notified scheme. The 135-kilometre KMP ring is set to become the most intensively developed corridor in the NCR, and the Draft Regional Plan-2041, to be advanced at the NCRPB Board Meeting on June 16, has designated the belt encompassing the KMP and Eastern Peripheral Expressway as the Central NCR (CNCR) — the 'Golden Ring of Opportunity'. Under this draft, the Panchgram project envisions new industrial townships and urban centres spread across 2.5 lakh hectares, with development planned 2 to 6 kilometres on both sides of the expressway loop, governed by a dedicated Panchgram Development Authority. The plan also mandates integration of the Manesar-Bawal Investment Region — a DMIC-linked national industrial priority zone anchoring the southern KMP stretch — into all state sub-regional plans. Transit is part of the pitch: Multiple Multimodal Transport Stations are planned directly on the KMP — at Manesar's Panchgaon Chowk integrating the Delhi-Alwar RRTS, Gurugram-Manesar Metro and Jhajjar-Palwal rail line, and at Kherki Daula in Gurugram combining RRTS, metro and bus connectivity.
What can — and cannot — legally be bought at this stage
No government-run plot allotment or land sale exists yet under the Panchgram Development Authority or under the name "Manesar Global City." What is currently being marketed near Manesar under similar-sounding names are private, DTCP-licensed colonies unrelated to the PDA's master plan. For example, one plotted scheme in IMT Manesar's Sector 9 is legally approved under License No. 136 of 2022, ensuring peace of mind for investors and clear title ownership — a standard state colony licence, not a Panchgram allotment.
Any purchase of agricultural land for non-farm use anywhere in the Manesar/Gurugram controlled area still depends on Change of Land Use (CLU) approval. GMDA change of land use permission is the single regulatory gate between agricultural land and any lawful structure in Gurugram's controlled area — without it, a building is illegal and subject to demolition under Section 10(2) of the Haryana Development and Regulation of Urban Areas Act, 1975. Manesar itself has a documented history of CLU fraud: in the Manesar land scam, the CBI registered a case under IPC sections 420, 465, 467, 468, 471, and 120-B after CLU was granted through forged documents during a lapsed government acquisition process, with 34 individuals chargesheeted.
Jurisdiction for CLU has also shifted recently. With the formation of the Municipal Corporation of Manesar (MCM), the Gurugram Metropolitan Development Authority (GMDA) no longer takes applications for granting permission of change of land use in areas falling under MCM — applicants must now go through the Town and Country Planning Department / ULB channel in Chandigarh rather than GMDA locally. Buyers dealing in any Manesar-area plot should independently verify which authority currently holds CLU jurisdiction over that specific parcel before assuming any marketed "approval" is current.
How land and plots are expected to be released
The 2018 concept paper set out a village-based template for how the five Panchgram cities — of which one near Gurugram/Manesar is the first candidate — would be assembled. As per the preliminary plan, 121 villages of Sonepat, Rohtak and Jhajjar would form the first urban centre of Panchgram; the second township would comprise 129 villages of Gurgaon and Jhajjar; the third would come up on land of 159 villages of Rewari, Gurgaon and Mewat; the fourth on 185 villages of Palwal, Faridabad, Gurgaon and Mewat; and the fifth on 166 villages of Faridabad and Palwal districts.
For the Gurugram side specifically — the part closest to what is being called Manesar Global City — an early village list was published: spread across an area of 50,000 hectares, there were plans to acquire land from over 34 villages in Gurugram district, including Udaypuri, Langra, Pathredi, Bilaspur, Binaula, Bakipur, Taj Nagar, Jatuala, Fajliwas, Banslambi, Janjhraula, Sultanpur, Kakraula, Sayed Pur, Mohammadpur, Hamirpur, Jamalpur and Khaintawas. This list dates to 2018 and has not been confirmed as final in any later notification found.
On delivery model: the cities have been planned to be developed on the Public Private Partnership (PPP) model. On sequencing: the government would like to develop one township on a pilot basis, said the additional chief secretary for industries and commerce. The pilot township closest to Gurugram/Manesar is the one most often referenced in later coverage, which is consistent with it being the first to see any Manesar Global City branding. HSIIDC's role has been to commission planning work rather than sell land directly: HSIIDC initiated the process for hiring a world-class consultancy firm through a global tender for undertaking the master plan. No public tender result, land-acquisition notification, or plot-booking window tied specifically to the PDA has been found as of July 2026.
Precedent: what happened to land values in comparable corridors
Two documented precedents are useful for calibrating expectations — one from within the same district, one from a comparable greenfield SIR elsewhere in India.
New Gurgaon (Sectors 81–95, Gurugram)
New Gurgaon is the closest local precedent: a set of sectors carved out of agricultural land under a state master plan, much as Manesar Global City is proposed to be. Verified transaction-tracker data shows the scale of appreciation once a planned-sector area matured: land rates in New Gurgaon are around Rs 18,500–25,000 per sq ft, having changed 5.5% in the last 1 year, 81.1% in the last 3 years, 248.8% in the last 5 years, and 317.8% in the last 10 years. Flat prices moved on a similar multi-year curve: flat prices in New Gurgaon are in the range of Rs 9,100–12,700 per sq ft, changing 4.8% in the last 1 year, 65.9% in the last 3 years, 133.0% in the last 5 years and 135.5% in the last 10 years. This appreciation played out over a decade-plus, well after the sectors were notified and roads/utilities were built — not at the concept-paper stage.
Manesar's own land-price history
Manesar has already been through one land boom-and-litigation cycle, tied to the original IMT Manesar acquisition rather than Panchgram. A total of 688 acres of land was bought from the villages of Manesar, Nakhrola and Naurangpur, with rates hiked from Rs 25 lakh to Rs 1.5 crore per acre between 25 July and 5 August 2007. By the following decade, the circle rate of agricultural land in Manesar in May 2014 was Rs 1.90 crore per acre, and Rs 30,000 per square metre in the residential zone. That episode also produced the CLU-fraud litigation referenced above — a reminder that rapid appreciation and legal disputes have gone hand in hand in this specific area before.
Dholera SIR (Gujarat) — a cautionary comparison
Dholera is frequently cited by brokers as the model for what a government-backed investment region can eventually deliver, and it is useful as a comparison precisely because its slower, verified trajectory contrasts with promotional claims. Independent listing-tracker data (rather than developer marketing) shows: land rates in Dholera, Ahmedabad are around Rs 550–1,000 per sq ft, having changed by 14.3% in the last 1 year, 45.5% in the last 3 years, 77.8% in the last 5 years, and 77.8% in the last 10 years. Dholera was notified as a Special Investment Region years before Panchgram's Bill was even passed, and its price growth has still been gradual and uneven by zone — a caution against assuming any pre-notification region will re-price quickly once a master plan is merely announced.

- No notified acquisition yet. Village lists and hectare figures published in 2018 and repeated in 2026 are planning inputs, not acquisition notices. There were plans to acquire land from over 34 villages in Gurugram district — "plans" is not the same as a Section 4/Section 6 land acquisition notification.
- The scope itself has changed. The scale quoted for Panchgram has shifted from 50,000 hectares on both sides of the KMP expressway in 2018 to 2.5 lakh hectares, with development planned 2 to 6 kilometres on both sides of the expressway loop in the 2026 draft — a sign the boundary, and therefore which specific villages/plots fall inside or outside the scheme, is still being redrawn.
- CLU and title risk are already documented in this exact location. In the Manesar land scam, the CBI registered a case after CLU was granted through forged documents during a lapsed government acquisition process, with 34 individuals chargesheeted. Separately, courts have had to adjudicate which parcels are even covered by past acquisition: the Supreme Court has heard a prayer seeking clarification on whether its earlier judgment in the Manesar land case would also cover land parcels purchased prior to the Section 4 notification of the Land Acquisition Act on 27 August 2004.
- Long lead times are the norm on this corridor. Even the physical expressway that Panchgram depends on took far longer than planned: the WPE and EPE were conceived in 2003 to reduce transit traffic not bound for Delhi, but it took almost 15 years for both peripheral roads to see the light of day. A township scheme layered on top of that same corridor carries comparable execution risk.
- Authority/jurisdiction changes mid-project. With the formation of the Municipal Corporation of Manesar, GMDA stopped accepting CLU applications for areas under MCM — illustrating that even routine land-use approval pathways in this specific area have been reassigned once already, and could be again once the PDA becomes operational.

- Whether the Draft Regional Plan-2041 is actually adopted at or after the NCRPB Board Meeting on June 16, 2026, and whether the adopted text keeps the 2.5-lakh-hectare Panchgram boundary or scales it back.
- Publication of a finalised Sub-Regional Plan detailing the exact boundary of the Manesar/Gurugram Panchgram township, since Haryana has proposed developing areas around the KMP Expressway as Panchgrams — five greenfield townships to be detailed in the state's Sub-Regional Plan.
