What IMC Prayagraj Is

Prayagraj Industrial Smart City — officially the Integrated Manufacturing Cluster (IMC) Prayagraj — is one of the projects under the National Industrial Corridor Development Programme (NICDP), run by the National Industrial Corridor Development Corporation (NICDC) and its investment arm NICDIT. The Integrated Manufacturing Cluster (IMC) Prayagraj, spanning 352 acres, is set to emerge as a major industrial hub in the region, with projected investments of approximately ₹1,600 crore, focused on industries such as e-mobility, food processing, leather, garments, cycle manufacturing and packaging.

The cluster sits at Saraswati Hi-Tech City, located 25 km south of Prayagraj, with connectivity to NH-35, NH-30, rail/EDFC, airports, and waterways, with proximity to Prayagraj Airport (24 km) and the New Karchana EDFC Station (7 km). It forms part of the Amritsar-Kolkata Industrial Corridor (AKIC), and is administered jointly with the neighbouring IMC Agra project through a single SPV.

Total Planned Area vs. Area Actually Developed

It is important not to confuse the total planned footprint with the area actually handed over and built out so far. These are two very different numbers as of mid-2026:

• Total planned area: 352 acres, as quoted on the NICDC project page.
• Land legally transferred to the project SPV: 351.43-acre land transferred to Project SPV by State govt., and matching equity amounting to Rs. 323.09 Crore has been released by NICDIT to SPV, per the NICDC status report.
• Land actually allotted to investors (built/under development): 04 Industrial plots admeasuring 42 acres allotted — roughly 12% of the total planned area, as of that report.
• Site works underway: the same report notes site establishment, clearing & grubbing, design & drawings, site survey work in progress, confirming that most of the 352 acres is still pre-construction rather than developed.

No official document seen sets a single named target year for "full built-out" of the 352 acres; progress is tracked project-stage by project-stage (land transfer → EC → EPC appointment → construction → plot allotment) rather than against a fixed master-plan horizon year.

Land Assembly / Site Composition

The 352-acre (~142 ha) IMC site is made up of two distinct land parcels rather than a single contiguous block:

• Greenfield land: approximately 231 acres (~93.5 ha)
• Land within the existing Saraswati Hi-Tech City township: approximately 120 acres (~48.6 ha)

State Govt. has identified 351-acre (231 acre greenfield & 120 acre in Saraswati Hi tech city) land for the project, per NICDC's own project-tracking report. This is separate from Saraswati Hi-Tech City's own overall footprint, which UPSIDA (the Uttar Pradesh State Industrial Development Authority) lists as 1138.78 Acres near Naini in Allahabad district, developed as a wider industrial-residential-commercial township of which the IMC occupies only a slice.

Land Use Split and Sector Focus

No published document breaks the 352-acre IMC site into percentage shares for industrial, residential, green, and road/utility land — unlike some master-planned cities, this figure has not been made public as of the July 2026 research date, so no percentage split is given here to avoid guessing.

What is documented is the sector focus of the cluster: the cluster is designed to focus on industries such as e-mobility, food processing, leather, garments, cycle manufacturing, and packaging. The wider Saraswati Hi-Tech City township around it is described by UPSIDA as combining industrial, residential and commercial sectors, plus institutional and sports uses, but again without a published percentage breakdown for the IMC portion specifically.

Population and Employment Targets

No official, project-specific population or job-count target for IMC Prayagraj was found in NICDC, DPIIT, or UPSIDA material as of July 2026. Public statements are directional rather than numeric: the cluster is designed to focus on industries such as e-mobility, food processing, leather, garments, cycle manufacturing, and packaging, and industry commentary notes the clusters at Agra and Prayagraj are meant to provide an enabling environment for businesses, boost employment opportunities, and enhance Uttar Pradesh's competitiveness as an industrial destination. At the national programme level, the 12 new industrial smart city projects approved in August 2024 (of which Prayagraj is one) carry a combined project cost of Rs. 28,602 crore (including land cost) for development of trunk infrastructure packages, but this figure has not been broken down publicly by jobs or population per node.

Institutional Structure, Agreements and Consultant

IMC Prayagraj is delivered through a Special Purpose Vehicle rather than a traditional town-planning authority:

• SPV: AKIC Integrated Manufacturing Cluster Agra-Prayagraj Ltd, SPV was incorporated 30th January, 2025 — a joint vehicle covering both the Agra and Prayagraj IMC nodes.
• Shareholder & State Support Agreements: Shareholder Agreement (SHA) between UPSIDA, and NICDIT IMC Prayagraj executed on 8th November, 2024; State Support Agreement (SSA) between Government of Uttar Pradesh, UPSIDA & NICDIT for IMC Prayagraj executed on 8th November, 2024.
• Environmental Clearance: State Environment Impact Assessment Authority (SEIAA), Uttar Pradesh has granted Environmental Clearance on 10th March, 2025.
• Prime Ministerial review: Project reviewed by Hon'ble PM during the 49th Pragati Meeting on 24th September 2025.
• EPC contract for trunk infrastructure: LoA issued by SPV to the EPC contractor M/s RCC Developers Pvt Ltd on 27th Oct 2025, with a kick-off meeting on 11 February 2026 per the same NICDC report.

No named third-party master-planning consultant firm for IMC Prayagraj specifically was found in public material; NICDC status notes for comparable nodes elsewhere refer only generically to a "consultant appointed" without naming the firm.

How This Differs from the City-Wide Prayagraj Master Plan-2031

Readers should not confuse IMC Prayagraj with the Prayagraj Development Authority's (PDA) city master plan, which is a much larger, separate document covering the whole urban area. The city's boundary area, which was previously 30,917 hectares under Master Plan-2021, will now increase to 36,773 hectares under Master Plan-2031, expanding the city's area from 309 sq. km to 398 sq. km by incorporating 639 villages. That plan governs residential, commercial and highway-facility land use across the whole city and was finalized in November 2024 and subsequently sent for government approval. IMC Prayagraj is a single 352-acre industrial node inside this wider region, planned and delivered by a different agency (NICDC/UPSIDA) under a different programme (NICDP/AKIC).
