Global City Project Context and Leadership Focus

The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), a wholly state-owned corporation, is the nodal agency for the Global City Project and is responsible for developing core infrastructure, including roads, drainage, power and water networks, sewage infrastructure and utility corridors.

A senior officer associated with the project reported that around 80 percent of the physical work had been completed and that the remaining work was expected to be completed by December. For Phase 1, trunk infrastructure (roads, electricity, water) is being constructed and will be finished in December 2026.

The appointment of Yadav as CEO reflects the government's commitment to project execution and momentum during the critical final phase of Phase 1 completion.

Phase 1 Infrastructure and Scope

The project's first phase comprises building roads, electricity, water supply, and other infrastructure on 587 acres by December 2026 at a cost of ₹940 crore. The work includes building 13km of internal roads, landscape across 82 acres, a 26-km-long storm water drain network, 11.96km potable water network, a 12km recycled water pipeline, and a 10km utility tunnel.

The mixed-use township is being developed on roughly 1,000 acres in Sectors 36, 36B, 37, 37A and 37B along Dwarka Expressway.

Strategic Connectivity and Regional Integration

The township will be connected to the Dwarka Expressway, NH-48 (Delhi-Jaipur Highway), Pataudi Road and the Kundli-Manesar-Palwal (KMP) Expressway. A grade-separated interchange and underground link will connect Global City directly to Dwarka Expressway, while a new wide arterial road near Narsinghpur will provide a direct link to NH-48. Pataudi Road will further connect the township to Manesar and the KMP Expressway.

Project Vision and Development Partnership

The Gurugram Global City Project will include 1,000 acres and include a transit network, hospitals, schools, retail establishments, and office and skyscraper complexes. The Global City will be run and maintained by HSIIDC until 2033, at which point allottees will be responsible for paying maintenance costs.

HSIIDC has conducted multiple e-auctions for mixed-use and institutional plots. Several established Gurugram developers, including Signature Global, M3M India, DLF, Godrej Properties, Sobha, Smartworld, Whiteland and Elan Group, have shown interest in or acquired parcels through these auctions.

Additional Responsibilities and Portfolio Expansion

Following his appointment, IAS Aniruddh Yadav, currently serving as Additional Managing Director HSIIDC and CEO Global City Project, Gurugram, also holds the additional charge of Mission Director, Urban Challenge Fund Scheme. This portfolio expansion underscores his expanded role in Haryana's urban development initiatives.
