What Was Decided, and by Whom
The August 2026 event is a parliamentary disclosure, not a new approval. Responding to a question in the Lok Sabha on 4 August 2026, the government stated that the Centre has released Rs 16,172.95 crore for the Industrial Corridor Development Scheme under which 20 industrial cities have been approved through the Centre-State partnership model across the country. Agra's IMC sits in that second, fast-tracked group — with one added complication described below.
The Underlying Approval: How Agra Entered the Programme
Agra's inclusion traces back two years. In August 2024, the Cabinet Committee on Economic Affairs chaired by Prime Minister Shri Narendra Modi approved 12 new project proposals under the National Industrial Corridor Development Programme with an estimated investment of Rs. 28,602 crore. That approval named Khurpia in Uttrakhand, Rajpura-Patiala in Punjab, Dighi in Maharashtra, Palakkad in Kerala, Agra and Prayagraj in UP, Gaya in Bihar, Zaheerabad in Telangana, Orvakal and Kopparthy in AP and Jodhpur-Pali as the twelve nodes.
Even earlier, in July 2021, the Centre had given in-principle consent to the UP government's proposal: the state government got approval from the Centre to develop industrial clusters in Agra and Prayagraj, at a greenfield site near Saraswati Hi-Tech City in Prayagraj and near expressway in Agra. The August 2026 Lok Sabha statement is therefore the latest financial-status update on a project chain that started in 2021 and was formally sanctioned by the CCEA in 2024.
Operative Details: Site, Area and Agreements
The Agra IMC's boundary and area have been consistent across official disclosures. A DPIIT/NICDC statement records that the Integrated Manufacturing Cluster (IMC) in Agra is strategically located across 1,058 acres along the city's Inner Ring Road, offering seamless connectivity to significant junctions, including Delhi NCR and the Agra-Lucknow Expressway. State officials have specified the village location: the Agra IMC will be developed across 1,058 acres in Rahan Kalan, roughly 20 kilometres away from the Agra Fort and Taj Mahal.
Land availability was confirmed years before construction contracts were let: the State Government in December 2022 confirmed the availability of 1,058 acre land for the project. The formal Centre-state legal architecture followed in November 2024, when NICDC and UPSIDA signed the State Support Agreement (SSA) and Shareholder Agreement (SHA), underscoring the Government of India's commitment to fostering industrial growth and developing world-class infrastructure, starting with the Integrated Manufacturing Clusters in Agra and Prayagraj. The Taj Trapezium Zone Constraint
Agra's node carries a legal condition the other 19 NICDP cities do not: it sits inside the Taj Trapezium Zone (TTZ), established on December 30, 1996, by Supreme Court order to protect the Taj Mahal from pollution, covering an area of 10,400 square kilometres spanning the districts of Agra, Firozabad, Mathura, Hathras and Etah in Uttar Pradesh and Bharatpur district in Rajasthan. A DPIIT programme-status note as of October 2025 flagged that approval for tree felling permission for Taj Trapezium Zone (TTZ) in Hon'ble Supreme Court underway for the Agra cluster.
The clearance path has since moved. On 23 July 2026 the Supreme Court relaxed its earlier order that had effectively barred fresh industrial activity in the Taj Trapezium Zone without its prior approval, allowing the TTZ Authority to process around 410 pending applications, most of them filed by micro, small and medium enterprises seeking permission to set up, expand or relocate industries. The Bench, comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V Mohan, modified its October 14, 2024 order, and directed that the TTZ Authority can process pending applications without approaching the Court where NEERI, CEC experts and the TTZ Authority are unanimous in their opinions. This relaxation eases the environmental-clearance bottleneck for MSME-type units, but a separate August 2026 industry summary still records that the Agra Industrial Manufacturing Cluster awaits Supreme Court clearance because it falls within the Taj Trapezium Zone — indicating the large-format IMC clearance itself was still pending as of that report.
Practical Effect: What Changes on the Ground
For investors and residents, the August 2026 disclosure confirms three things: (1) Agra's IMC remains formally within the funded NICDP pipeline, with money already flowing to the NICDIT/SPV structure rather than sitting only on paper; (2) the underlying 1,058-acre footprint at Rahan Kalan, the SHA/SSA agreements and the SPV are unchanged — this is a status update, not a resize or relocation of the project; and (3) the pace of physical construction at Agra continues to depend on Supreme Court clearances specific to the TTZ, separate from the funding and governance milestones reported to Parliament.
Combined investment expectations for the Agra and Prayagraj clusters together have been consistently put at over ₹15,000 crore, with officials estimating an investment of more than Rs 15,000 crore and more than one lakh direct and indirect employment once both are built out.
