What IFSCA Proposes

An operating lease, or a hybrid of an operating and financial lease, converts the large upfront capital cost of ownership into a periodic payment, transfers obsolescence and residual-value risk to a lessor better positioned to manage it.

How the Leasing Model Works

IFSCA considers leasing capable of converting upfront ownership costs into periodic payments while facilitating management of obsolescence and residual-value risks. This shift could help companies manage their cash flow better by converting large capital expenditures into regular operating expenses.

The proposal builds on the existing framework under which IFSCA can specify products or equipment for operating lease activity. Equipment leasing is a permitted core activity. IFSCA has already used the same regulatory architecture for other asset classes. Operating lease of aircraft and ships has previously been enabled, while oilfield equipment was specified as a financial product in January 2026.
