What Happened: GDA's September Announcement
Following the August 5, 2024 map vetting by GDA, in which the authority highlighted the project's potential to transform the region, the development authority announced on September 23, 2024 that Phase 1 work will begin by 2025. Most of the land for the project is currently agricultural and will be converted for residential use under the draft Ghaziabad Master Plan 2031.
Development Strategy and Land Acquisition
The implementation of Harnandipuram will follow a structured approach, with Phase 1 focusing on acquiring land from farmers, which will be developed in stages. Currently, about 85 hectares have received consent and 35 hectares are already registered, with Phase 1 expected to launch within the next 4–5 months after acquiring 100–120 hectares.
A committee comprising GDA and district administration officials has been formed to determine the market rate for land purchases.
Mixed-Use Development Plan
The township is planned to accommodate around 5,000 units, including apartments, villas, residential plots and office spaces. The township is carefully zoned into residential, commercial, institutional and green areas, with the master plan integrating office spaces, retail zones, schools, healthcare facilities, parks and playgrounds. The master plan includes a health-care hub and IT hub.

After reviewing the proposal, GDA will suggest changes wherever required and approve the final DPR, following which development work will officially begin.
