What has actually been approved so far

No detailed master plan for Him-Chandigarh Township has been made public. What exists to date is a series of political and administrative approvals, not a zoned land-use plan.

Construction has not yet begun; the township remains conceptualized and envisioned as a planned development initiative for organised urban growth.

Planning horizon, area and land use — what's missing

A conventional master plan page states a planning horizon year, a total notified area versus an area to be developed by that horizon, and a percentage split between residential, industrial, commercial and green/institutional land. For Him-Chandigarh, none of these figures have been officially released as of this writing.

New Cities India will update this page with hectare-based figures, a land-use table and a planning horizon as soon as HIMUDA or the state Town & Country Planning department publishes them.

Phasing as currently described

No phase has a confirmed hectare figure or target completion year yet. What is documented is a sequencing intent for land acquisition, not a construction phasing schedule:

Context: land pooling, forest cover and other HIMUDA townships

Speaking to media, Chief Minister Sukhu said three panchayats were willing to give land for the world-class township at Shitalpur through land pooling. The state government also plans to pool village panchayat land across the border while preserving roughly 10,000 Bigha of forest area to maintain ecological balance.

The proposal has faced local opposition. Affected farmers on the outskirts of Baddi took out a protest march, handing over a memorandum to the SDM opposing acquisition of arable land they have tilled for generations. Residents also noted that land had already been taken for a four-lane highway and railway projects, and warned that a new township here would leave locals landless.

Him-Chandigarh is one of several new HIMUDA township initiatives moving through preliminary stages together. The Board's February 2026 approvals also covered a new township at Morni Hills in Pachhad and a planned township near Kangra Airport at Lunj.

Where to check for official updates

HIMUDA's own site (himuda.hp.gov.in) carries notices, tenders and board-decision updates but, as of this research, does not host a published master plan document for Him-Chandigarh. The Himachal Pradesh government's press information portal (himachalpr.gov.in) has carried statements on the HIMUDA Board's approvals. Readers should check both sources directly for any future master plan notification, rather than relying on third-party project marketing sites, several of which describe the township using promotional and AI-generated conceptual imagery rather than approved plans. One such site explicitly notes that all visuals shown are conceptual, AI-generated illustrations for representation purposes only and do not depict the actual site.

Frequently asked questions

Is there an official master plan document for Him-Chandigarh Township?

No. As of the research for this page, HIMUDA and the Himachal Pradesh government have approved land acquisition and preliminary planning activity, but have not published a master plan with zoned land-use percentages, a total developed area, or a planning horizon year.

How much land has been approved for the township?

The state cabinet approved acquisition of an anticipated 3,400 Bigha, with up to 3,700 Bigha possibly needed to meet planning requirements; a separate report describes the initial cabinet clearance as covering nearly 3,000 Bigha.

Who owns the land — government or private landowners?

Of the identified land, around 1,500 Bigha is government-owned; the rest is privately held and is to be acquired or pooled after statutory procedures, according to the state's Industries Minister.

Has a planning consultant or urban design firm been appointed?

Not yet. Chief Minister Sukhvinder Singh Sukhu said in January 2026 that consultants would be appointed soon to design world-class amenities for the township.

What is HIMUDA's current legal/administrative status on the project?

The HIMUDA Board of Directors approved the proposed Him-Chandigarh Township at its February 9, 2026 meeting and sanctioned an initial Rs 5 crore allocation for preliminary activities — this is a go-ahead for planning work, not a finalised master plan.

Has construction started at Shitalpur?

No. Multiple sources confirm construction has not yet begun and the project remains in the conceptual and land-acquisition stage.

Are local residents opposed to the project?

Yes. Farmers in villages around Baddi, including Malpur and Sandoli panchayats, have protested the land acquisition, citing loss of farming and dairy livelihoods and land already taken for highway and rail projects.
