Dholera SIR Connectivity: Airport, Expressway, Rail, Metro/RRTS and Ports

Dholera SIR's core connectivity backbone — the Ahmedabad-Dholera Expressway — was formally inaugurated in March 2026, while the greenfield international airport, a freight rail line to Bhavnagar and metro/RRTS links to Ahmedabad remain at various stages from under-construction to proposed. This page separates what is built and operating from what is still planned, with dates.

Ahmedabad-Dholera Expressway (Highways)

The Ahmedabad-Dholera Expressway is the primary road link into the SIR. It is a 109 km long, four-lane wide (expandable to eight) access-controlled expressway that connects Sardar Patel Ring Road near Sarkhej in Ahmedabad with Adhelai village in Bhavnagar district via Dholera Special Investment Region. The expressway was inaugurated by Prime Minister Narendra Modi on 31 March 2026, after functioning packages had been opened to the public for trial use in the preceding months. Officially designated NE-8 under the Bharatmala Pariyojana, it passes through Ahmedabad and Bhavnagar districts and links to the Dholera Special Investment Region and the existing coastal highway.

On cost, total construction cost (excluding the cost of land) is about ₹3,196 crore, while a separate government account put the total project cost at ₹5,800 crore. On travel time, official figures show the route has cut the journey from 100 km & 2 hr 15 min to 83 km & 45 min between Ahmedabad and Dholera, and from 169 km & 3 hr 15 min to 141 km & 1 hr 45 min between Ahmedabad and Bhavnagar. The expressway runs on National Highway 751, is a four-lane (expandable to eight-lane) road built by NHAI, and forms part of the Delhi-Mumbai Industrial Corridor, connecting Sardar Patel Ring Road to DSIR through the Dholera International Airport site at Navagam.

Beyond the expressway, DSIR sits on the wider national highway grid: National Highway 8 connects the region with Ahmedabad, Bhavnagar and Mumbai, and Dholera also has connectivity via NH-8 (Anand) and NH-8A (Bagodra), which links onward to Bagodra-Bhavnagar and Bagodra-Surendranagar-Radhanpur routes.

Dholera International Airport

The greenfield Dholera International Airport is being built near Navagam village, close to the SIR boundary, and is being developed to relieve pressure on Ahmedabad's Sardar Vallabhbhai Patel International Airport. The site covers 1,426 hectares of land, and the airport is a greenfield project under construction roughly 80 km southwest of Ahmedabad, designed to relieve congestion at the city's existing airport and serve the DSIR industrial corridor.

Project governance: the nodal agency is Dholera International Airport Company Ltd. (DIACL), with the Airports Authority of India as owner and operator. Construction contracts on record include a ₹333 crore contract awarded in January 2024 to Yashnand Engineers & Contractors for the passenger terminal building, ATC tower and cargo complex, and Varaha Infra, declared lowest bidder in June 2021 for runway, taxiway and apron construction.

On capacity, the airport is designed to handle 1.5 million passengers per year after Phase 1 and up to 50 million passengers per year at final build-out. Timelines have shifted repeatedly: as of July 2024 the Phase 1 deadline stood at March 2026. By early-to-mid 2026, multiple industry trackers reported runway and terminal structural works largely complete with the project moving into licensing and calibration stages, though an official AAI commissioning date has not been confirmed in the sources reviewed. Readers should treat any specific 2026 "opening" date circulating in real-estate marketing material as unconfirmed until AAI or the Ministry of Civil Aviation issues a formal notification.

Rail and the Western Dedicated Freight Corridor

Unlike the expressway, rail connectivity to DSIR is still largely in the planning and survey stage. The most concrete development is the Bhavnagar-Dholera railway line: the Union Government approved a new broad-gauge line to connect Bhavnagar with Dholera, covering an estimated 65 km, with the Final Location Survey to begin soon, announced in August 2025. Bhavnagar Port is set to be developed as a multi-purpose port, and while a railway line already exists up to the port, the new track will extend connectivity to the proposed container terminal. By January 2026, railway officials confirmed the Final Location Survey was underway to study alignment feasibility, land requirements and technical parameters, with a detailed project report to follow for Railway Board approval before construction begins.

A separate, larger corridor — a semi-high-speed Ahmedabad-Dholera-Bhavnagar passenger/freight line — has been discussed in industry commentary as being under Detailed Project Report review, but no Cabinet approval, budget figure, or construction start date could be independently confirmed across reliable sources at the time of writing; figures quoted for this corridor vary widely between sources and are omitted here pending official confirmation.

On freight, DSIR's industrial zones are positioned to draw on the Western Dedicated Freight Corridor (WDFC), part of the DMIC framework. The Bhavnagar-Dholera railway connection is intended to support the Western Dedicated Freight Corridor, enabling high-capacity cargo transportation for the region.

Metro and RRTS Proposals

Urban rapid-transit links between Ahmedabad and Dholera remain at the proposal stage. Beyond the railway, Dholera's long-term development plan includes future metro connectivity between Ahmedabad and Dholera to help residents and employees travel between the two cities, alongside discussions of monorail and other smart-transit systems as part of the master plan. Similarly, industry commentary references an Ahmedabad-Dhola Vande Bharat Regional Rapid Transit System (RRTS) as one of several long-term strategic rail projects for the corridor, intended to speed up travel for business people, workers and residents.

None of these mass-transit proposals have a confirmed construction start date, sanctioned budget, or implementing-agency notification in the sources reviewed as of mid-2026. They should be read as long-range planning intentions tied to the DSIR master plan rather than committed infrastructure.

Ports and Coastal Access

Dholera SIR does not yet have an operational port of its own, but the original master plan reserved land for one and the region has road/rail-linked access to established Gujarat ports. The port site is proposed to be connected by road with the Ahmedabad-Bhavnagar highway at a distance of about 11 kilometres; almost 2,057 hectares of government land was allocated for the development of the port site, with Pipavav Port — the closest operating port, roughly 200 km away — offering container, bulk, capital goods, liquid and gas cargo handling. Separately, Dholera benefits from strong access to Bhavnagar Seaport, located approximately 75 km away, and Gujarat's ports collectively handle nearly 40% of India's total sea cargo. The Bhavnagar-Dholera rail corridor's stated purpose includes improving rail access to Bhavnagar Port, which is being developed as a multi-purpose port with container-handling facilities. Mundra and Kandla ports, further north on the Gujarat coast, are also commonly cited as trade-linked ports for DSIR industries via the state road and rail network, though neither is directly connected by a dedicated DSIR link at this time.

Internal Road Network within Dholera SIR

Inside the SIR boundary, the road grid has been built out furthest within the initial development zone. Dholera Special Investment Region spans approximately 920 sq km across 22 villages, of which the area under Town Planning Schemes 1 to 6 covers 422 sq km; Phase I covers 153 sq km of TP1 and TP2, and construction across roughly 2,250 hectares has been initiated for industrial and residential zones. Within this, a 22.5 sq km Activation Area is being completed as Phase 1.

Within the Activation Area, the trunk-infrastructure grid — roads plus underground utility ducting — has been laid ahead of plot development. Industry sources describe multiple road widths (30m, 55m/60m, 75m and wider arterial corridors) forming a grid layout, with electricity, water, gas, ICT and sewerage routed underground rather than via overhead lines, a design intended to avoid retrofitting utilities once plots are built out. These claims come from developer/industry sources rather than an official DSIRDA/DICDL notification, so investors should verify exact road-width and utility-completion status for a specific Town Planning (TP) block directly with DICDL or an approved TP-scheme document before purchase.
