Dholera International Airport 80% Complete; Operations Targeted for September–October 2026

What Happened: The July 2026 Review

On July 15, 2026, the Dholera International Airport entered its final stretch of development following a high-level on-site progress review. Union Civil Aviation Minister Rammohan Naidu Kinjarapu was accompanied by Civil Aviation Secretary Samir Kumar Sinha, Airports Authority of India (AAI) Chairman Vipin Kumar, senior officials from the Government of Gujarat, and representatives of the Dholera International Airport consortium.

The review concluded that the airfield's heavy infrastructure is fully prepared; while overall development stands at the 80% mark, the project's airside infrastructure is already completely built.

Construction Status and Completion Pathway

Specifically, 75 per cent of the work on the state-of-the-art terminal building has been finished, while ancillary structures, the Air Traffic Control (ATC) tower, the primary runway, and the taxiway have reached 100 per cent completion.

The passenger terminal is currently 75% complete; the remaining 20% involves finishing interior outfitting, safety integrations, and check-in counters within the passenger terminal.

The Minister directed all contractors and agencies to complete the remaining on-site work by September, while the Ministry of Civil Aviation will coordinate with the Directorate General of Civil Aviation (DGCA) to complete licensing formalities within the next three months.

Terminal and Cargo Facilities

The airport will feature a 25,000-square-metre passenger terminal capable of handling 20 lakh passengers annually and a 2,500-square-metre dedicated cargo terminal to support the rapidly expanding industrial ecosystem in Dholera.

The passenger terminal spans 25,000 square meters with an annual handling capacity of 20 lakh (2 million) passengers.

Integrated Multi-Modal Connectivity

The airport will enjoy seamless multi-modal connectivity through a six-lane National Highway and the upcoming high-speed rail corridor, recently approved by the Union Cabinet with an investment of ₹20,667 crore. The railway station will be directly connected to the airport terminal, enabling passengers to move seamlessly between rail and air transport.

The semi-high-speed double-line corridor carries an estimated investment of ₹20,667 crore and is planned for completion by 2031 and will become the first Indian Railways project to use indigenous technology of its kind. Trains are designed to operate at up to 220 kmph; the Sabarmati-Dholera travel time will shrink to 48 minutes.

Aerospace Manufacturing Hub Announcement

Embraer and Adani Aviation Systems have finalized an MoU to establish the Final Assembly Line for India's first civilian 'Make in India' aircraft at Dholera, with the first aircraft targeted to roll out by 2028, further strengthening India's aerospace manufacturing capabilities.

Tata's semiconductor facility and Airbus defence collaborations will benefit from the airport's dedicated Maintenance, Repair and Overhaul (MRO) facilities, including support for India's indigenous C-295 military transport aircraft.

Aerotropolis Vision and Strategic Importance

Dholera is being developed as an Aerotropolis, integrating aviation, manufacturing, logistics and urban development. Minister Naidu highlighted that Dholera is breaking new ground by acting as a unified 'aerotropolis'—a community where the layout, infrastructure, and economy are centered around an airport. The complex is uniquely integrated with the Dholera Special Investment Region (DSIR), a futuristic green city, and an expanding semiconductor cluster.

Describing the airport as a project of national importance, Naidu said it was the first airport in India to be integrated with a manufacturing hub, a greenfield smart city and a semiconductor cluster.

Regulatory Path to Operations

Following construction conclusion in September, the airport must successfully complete strict technical licensing procedures, navigation equipment calibrations, and trial flights overseen by the DGCA. Government officials remain highly optimistic that the rigorous testing and regulatory sequences will clear in time to hit the October launch target.

Context: Dholera Smart City and Regional Benefits

Dholera's infrastructure will support major investments in semiconductors, electronics, green energy and aerospace manufacturing. By diverting a significant portion of heavy commercial logistics, export-import freight, and long-haul international flights to Dholera, the regional aviation network will experience drastically improved efficiency. Multinational corporations setting up manufacturing bases in the smart city—such as Tata Group's major upcoming semiconductor fabrication plant—will reap the immediate benefits of reduced logistics costs and rapid supply chain turnaround times.
