Dighi Industrial Smart City — officially the Dighi Port Industrial Area (DPIA) — is a National Industrial Corridor Development Corporation (NICDC) project in Raigad district, Maharashtra, approved by the Union Cabinet in August 2024 as one of 12 new industrial smart cities, with trunk infrastructure now being built out in a first parcel.

What is being planned, and where

The Dighi Port Industrial Area, spanning 6,056 acres across the Roha and Mangaon tehsils in Raigad district, is positioned as a key driver of industrial growth, leveraging its proximity to Mumbai and Pune. The DPIA falls in 9 villages in the Roha and Mangaon Tehsils with a total area of 2,400 Hectares identified for development in the first phase.

Following the historic decision by the Government of India on 28th August 2024, approving 12 industrial nodes/cities under the National Industrial Corridor Development Programme, the Secretary, DPIIT, visited the proposed DPIA site. Dighi Port Industrial Area (DPIA), located in Raigad District, Maharashtra, spans 6,056 acres and is strategically situated near Dighi Port, enhancing its connectivity.

Total planned area vs. area being built now — an important distinction

Land use and zoning

No single master-plan document with a percentage-wise land-use table for DPIA was found in public sources as of July 2026. The environmental clearance for the project does, however, identify functional zones within the site: Pharmaceuticals (non-API), Engineering and Food zone as well as Residential zone within the proposed MIDC area, including area development and land infrastructure like roads, water lines, storm-water drains, power lines, common sewage treatment plant, and solid-waste management facility.

A 50-metre buffer is planned around ecologically sensitive patches: patches of Reserve Forests are seen adjoining the proposed layout, and a green belt of 50 m is proposed around the Reserve Forest patches in order to ensure the integrity of forest area and to maintain the natural form of forest. The Tamhini Wildlife Sanctuary is located about 4.7 km to the west of the proposed site. Because no official percentage split (industrial/residential/commercial/open space) for DPIA specifically has been published, this page does not present a land-use percentage table — unlike, say, the nearby AURIC Shendra-Bidkin project, which is documented with a 60:40 industrial-to-mixed-use split.

Phasing and current construction status

The project is being rolled out in parcels rather than a fully published multi-decade phase schedule with fixed target years. What is confirmed:

Planner, consultants and project structure

NICDC is the national nodal agency; on the ground, MITL — a special purpose vehicle formed by the Government of India and the Government of Maharashtra — is developing Parcel B of the Dighi Port Industrial Area. NICDC itself undertakes project-development activities like preparation of master plans, feasibility reports and detailed project reports across its industrial-city portfolio, and for Dighi specifically, consultants have been appointed for the preparation of Detailed Master Planning, Preliminary Engineering design, preparation of tender documents and handholding support. The named engineering/planning consultancy firm for DPIA has not been publicly disclosed in the sources reviewed as of July 2026.

Site supervision during construction and later operations is planned through MIDC: around 50 MIDC personnel will supervise the development, while around 300 MIDC personnel will be responsible for operation, maintenance and establishment activities once complete.

Environmental clearance and water supply

DPIA holds a Category-A environmental clearance: EC Identification No. EC22A031MH110208, File No. 21-41/2020-IA.III, dated 17/10/2022. The project is classed as Category-A under the EIA Notification, 2006.

Water supply is planned from a nearby river: a reservation of 102 MLD has been made available through the Irrigation Department from the Kundalika River, with a jackwell near Kamat village and a water treatment plant near Pahur village. Groundwater is not part of the supply plan: groundwater extraction in MIDC areas is not permitted for this project. Sewage is planned to be centrally treated: a common sewage treatment plant will be provided for the residential area, using a conventional activated-sludge process or sequential batch reactor with tertiary treatment to enable treatment to less than 5 mg/L BOD and recycling.
