What happened

On Monday, 12 October 2026, Pranav Adani, Director of Adani Enterprises Limited (AEL), performed the bhoomi poojan at the 22-acre railway site in Matunga, central Mumbai. The ceremony marked the start of construction on rehabilitation housing for residents of Dharavi, one of Asia's largest informal settlements. The company's release says Dharavi is home to more than one million residents; population estimates for the area vary between published reports.

According to the company statement carried by ANI, IANS and Business Standard, the project will comprise 10 towers with 10,432 rehabilitation apartments and 1,379 commercial and industrial units. The Guest of Honour was Aseem Kumar Gupta, Additional Chief Secretary, Urban Development Department, Government of Maharashtra. Dr Mahendra Kalyankar, CEO of the Dharavi Redevelopment Project/Slum Rehabilitation Authority (DRP/SRA), also attended.

Who is building it

The work is being carried out by Adani Navbharat Developers Private Limited (ANDPL), a special purpose vehicle formed through a partnership between the Maharashtra government and the Adani Group. ANDPL's Chief Executive Officer, Anil Sardana, said the focus is now on delivery and long-term upkeep.

Some outlets name Adani Realty as the developer. Gulf News reports that the redevelopment is led by Mumbai authorities and Adani Realty, and a caption for the ceremony mentions Adani Realty's CEO. The 12 October company releases, however, describe the executing entity as ANDPL. This article uses ANDPL as the developer name.

The project draws on design, engineering and urban-planning input from Sasaki, Buro Happold, StudioPOD, architect Hafeez Contractor, P&T, ARC Studio and urban-planning experts from Singapore, according to the company.

The numbers

What it changes for eligible residents

The homes are rehabilitation units for eligible Dharavi families, not general market housing. Sources describe them as modern homes with shared infrastructure and amenities. DRP/SRA CEO Mahendra Kalyankar said the focus is on safe, modern homes with the infrastructure needed for a better quality of life. At the event, Pranav Adani said the Matunga work would create neighbourhoods where families live better.

The 12 October release says the Dharavi Experience Centre gave residents a first look at the planned homes and neighbourhoods before construction began.

What it means for buyers and the market

The reports do not describe any sale price or open-market offer for the Matunga units, and no RERA registration number was found in the sources reviewed. Because the homes are allotted under the rehabilitation scheme, the project does not directly add units to the open market.

No data on price trends or demand for Matunga was found in the sources reviewed, so this article does not assess effects on local property values.

Background: the tender and court challenges

The Dharavi redevelopment was awarded through a tender. Financial bids were opened on 29 November 2022. Adani Properties, the highest bidder, offered Rs 5,069 crore, and DLF's bid was Rs 2,025 crore, according to Business Standard's report of the award.

On 20 December 2024, the Bombay High Court upheld the Maharashtra government's decision to award the project to Adani Properties Private Limited and dismissed a petition by UAE-based SecLink Technologies Corporation. On 7 March 2025, the Supreme Court refused to order a status quo on the project while hearing a plea by Dubai-based SecLink Technologies, and issued notices to the Maharashtra government and the Adani Group. The sources reviewed do not record a final outcome of that Supreme Court plea.

What comes next

The towers are to be handed over to the DRP/SRA in three phases: the first five by March 2029, two by August 2029, and the remaining three by August 2030. ANDPL will maintain the buildings and shared infrastructure for 10 years after each handover, funded partly by reserving 10 per cent of commercial space for maintenance revenue.
