Bihar's 11 proposed greenfield satellite townships — led by the 81,730-acre Pataliputra Township near Patna — are being planned around a mix of under-construction expressways, existing national highways, river bridges and three new greenfield airports, though almost all of this transport backbone is still at the notified, approved or under-construction stage as of mid-2026.

Overview: 11 townships, one emerging transport spine

The Pataliputra Township forms part of a broader plan to build 11 satellite cities across Bihar, aimed at easing pressure on existing urban centres and promoting planned urbanisation. The 11 proposed satellite townships include projects in Darbhanga (Mithila), Chhapra (Saran), Sonepur (Hariharnath), Bhagalpur (Vikramshila), Muzaffarpur (Tirhut), Gaya (Magadh), Purnia, Sitamarhi (Sitapuram), Munger (Anga) and Saharsa (Kosi), alongside Pataliputra Township near Patna.

As of mid-2026, survey work for the townships programme has been completed and the process of appointing consultants is underway, while detailed master plans for all townships are targeted to be ready by October–November this year. Connectivity infrastructure — expressways, airports, bridges and metro — is therefore being planned and, in some cases, built in parallel with the townships rather than after them.

Airports

Bihar currently operates four airports: Jay Prakash Narayan International Airport (Patna), Gaya Airport, Darbhanga Airport and Purnia Airport. The runway length at Patna is 2,050 metres, Darbhanga has a 2,700-metre runway, and Gaya has a 3,400-metre runway. Except Patna, other major airports in Bihar operate from Indian Air Force-controlled airfields, leading to operational restrictions — for instance, regular flights from Darbhanga are not permitted after 5 pm.

Other airfields relevant to the wider township network are also in progress: around 902 acres have already been acquired for the Rajgir greenfield airport, about 90 km south-southwest of Patna, planned with a 3,350-metre runway. Work has begun to develop Darbhanga airport (near Mithila Township) into a fully operational facility with an extended runway, civil enclave, and a logistics park-cum-cargo hub, backed by Rs 244 crore for land acquisition. At Purnia, the government has paid a revised Rs 22 crore for acquisition of an additional 15 acres for civil-enclave infrastructure. None of these new/expanded airports were operational for civilian scheduled traffic as of mid-2026, apart from the existing Patna, Gaya, Darbhanga and Purnia airports.

Expressways

Amas–Darbhanga Expressway (NH-119D) — Bihar's first access-controlled expressway is the single most important corridor for the townships programme. It is a four-lane, access-controlled greenfield expressway of 189 km, starting near Gaya at Amas and ending at Nawada village in Darbhanga district. It will connect seven districts and 19 cities of the state, including Gaya, Aurangabad, Patna, Vaishali, Samastipur and Darbhanga. As of May 2026, roughly 60% of construction has been completed, though a separate tracker reported package-level progress of only 16–31% against original 2025 deadlines, indicating the project is running behind schedule. The government and contractors are targeting operational status by the end of 2026. Officials also cite it as an Amas–Darbhanga Expressway, which will pass through the Pataliputra Township area, and separately as an 'Airport Triangle Corridor' connecting Gaya, Patna(Bihta) and Darbhanga airports. A future extension north to Jaynagar on the Nepal border is under discussion but not yet approved.

Patna Outer Ring Road / Ring Road Phase 2 — a 140 km circumferential expressway encircling Patna and linking districts such as Vaishali and Saran, designed as a 4- to 6-lane facility, with construction commencing in phases from 2023 at an estimated cost of ₹1,300 crore and targeted completion by 2028. A stretch of this ring road, plus a planned six-lane internal ring road, is expected to run through or border the Pataliputra Township zone, per official statements that the township will be integrated with a planned six-lane ring road within the area.

Patna–Purnea Expressway — a six-lane, 245-km project for which NHAI began land acquisition as of January 2026; this remains in the pre-construction/land-acquisition stage and would improve access toward Koshi (Saharsa) and Purnia townships once built.

Patna–Ara–Sasaram Greenfield/Brownfield Corridor — approved 110-km, four-lane, Rs 3,712-crore project that will directly link Jayaprakash Narayan International Airport and Bihta Airport with the four major railway stations of Sasaram, Ara, Danapur and Patna, and once integrated with Patna's Ring Road is expected to ease movement of people and goods. As of early 2026 the project had received approval with construction set to begin, but had not yet opened.

Patna–Buxar Expressway is also cited as providing multi-directional connectivity to the Pataliputra Township area, alongside the existing four-lane NH-19 Bharatmala project.

National & state highways serving the townships

The existing highway grid remains the primary connector for most townships while expressways are built. Patna is served by National Highways 19, 30, 31 and 83. For Pataliputra Township specifically: NH-19 (Patna–Gaya), a 4-lane Bharatmala project, passes through the area, and a stretch of the Patna–Gaya–Dobhi highway will also fall within its limits. The site is also close to the Bihta–Sarmera road. For Hariharnathpur (Sonepur), the proposed greenfield airport site sits north of the Sonepur–Chhapra four-lane NH-19, tying the township to the same national highway. Statewide, Bihar has 5,358 km of national highways, 4,006 km of state highways, and 921 km of proposed expressways.

Rail links and river bridges

Rail access into the townships relies on existing junctions and several bridge projects still under construction. For Pataliputra Township, officials point to the proposed Jat Dumri railway junction as a future rail link, while the wider Patna rail network includes Patliputra Junction, Danapur (headquarters of the East Central Railway zone's Danapur division), Rajendra Nagar Terminal and Patna Sahib stations.

Two Ganga river crossings are central to linking North and South Bihar townships: the Digha–Sonpur road-cum-rail bridge, India's longest such bridge at 4.55 km, completed in 2015, connects Digha (Patna) to Pahleja Ghat in Sonpur — directly serving the Hariharnathpur/Sonepur township. The Kacchi Dargah–Bidupur six-lane Ganga bridge, one of Bihar's most important infrastructure developments, plays a critical role in ensuring uninterrupted connectivity between North and South Bihar and will carry the Amas–Darbhanga Expressway across the river; it remains under construction. Separately, repair work on the Vikramshila Setu, near the Vikramshila Township at Bhagalpur, saw four Bailey bridges built after slab damage, opened to small vehicles in mid-2026 pending full repairs.

Dedicated Freight Corridor: Bihar sits on the Eastern Dedicated Freight Corridor (EDFC) route. The EDFC is planned to run 1,856 km from Ludhiana to Dankuni, with DFCCIL implementing a 1,337-km Sahnewal–Sonnagar section (Sonnagar is in Bihar) under Phase-1, and construction of the Eastern Freight Corridor was reported completed by February 2024. The freight corridor passes through southern Bihar (Sonnagar) rather than directly through any of the 11 township sites, but is expected to benefit logistics-hub components planned within townships such as Pataliputra (which includes a proposed logistics hub) and Anga (Munger).

Metro, RRTS and urban transit

There is no RRTS (Regional Rapid Transit System) currently approved for Bihar. The relevant urban rail project is the Patna Metro, whose network partly overlaps the Pataliputra Township catchment on Patna's western edge. A 3.2 km section of Patna Metro's Priority Corridor connecting Zero Mile–ISBT was inaugurated in October 2025. Metro services were extended up to Malahi Pakri station on 2 July 2026, though Khemnichak metro station had no stoppage due to incomplete work. Phase 1 of the 30.91 km, 24-station network is expected to be fully completed and open in 2030. One Red Line station is even named Patliputra (formerly IAS Colony), situated well inside Patna city rather than the new outlying Pataliputra Township. Longer-term plans reportedly include extending the metro to AIIMS Patna, Patna Airport, and other key locations, and a discussion-stage circular corridor forming a partial ring, but neither of these extensions is confirmed or funded as of mid-2026.

Waterways

Several townships lie along the Ganga, which carries National Waterway-1. This waterway has fixed terminals at Haldia, Kolkata (BISN), Pakur, Farrakka and Patna, with floating terminal facilities including at Bhagalpur — relevant to the Vikramshila Township. Separately, planners for the Patna–Ara–Sasaram corridor note it will connect multiple cities to Patna's inland water terminal at Gai Ghat, enhancing waterway-based cargo transport, a facility that could eventually serve Pataliputra Township's logistics-hub component. No dedicated port or waterway terminal has been announced specifically within any of the 11 township zones as of mid-2026.

Internal road network within Pataliputra Township

Because Pataliputra Township is the most detailed of the 11 projects publicly, more is known about its internal road plan than for the other ten. It will be integrated with major transport infrastructure including the Amas–Darbhanga Expressway, which will pass through the township, and a planned six-lane ring road within the area. The core zone is expected to be located about 13 km from Patna city and around 21 km from Maurya Lok, the capital's commercial centre. The Special Area zone spans roughly 18,500 acres and the Core Area about 1,400 acres near Patna City in one published estimate (official notices cite the special zone at ~81,730 acres and core at 1,010 acres — figures vary by source and stage of notification). Patna Ring Road Phase 2 under Bharatmala and the Patna–Buxar Expressway are cited as providing multi-directional connectivity to the site. For the other ten townships, no equivalent internal road layout has been published as of mid-2026; these details are expected only once individual master plans are released.

Is any expressway already operational through these townships?

No expressway inside any of the 11 township zones is fully operational yet. The Amas–Darbhanga Expressway, which will run through the Pataliputra Township area, was about 60% complete as of May 2026 and was targeted for completion by the end of 2026.

Which airport will serve Pataliputra Township?

Pataliputra Township is adjacent to Jayaprakash Narayan International Airport (Patna) and near the upcoming Bihta airport, while the much larger Sonepur Greenfield Airport — planned about 4,228 acres and targeted for 2030 — is meant to relieve pressure on both once built.

Does the Patna Metro reach the new townships?

Not yet. The operational Patna Metro stretch (Priority Corridor, running since October 2025 and extended to Malahi Pakri in July 2026) serves central Patna. A Red Line station is named 'Patliputra' but this refers to an existing city locality, not the new outlying Pataliputra Township; metro connectivity to the township itself has not been announced.

Is there an RRTS (regional rapid rail) planned for these townships?

No RRTS project has been announced for Bihar or for any of the 11 satellite townships as of mid-2026. The only rapid-transit project in the state is the Patna Metro.
