What Changed

The state cabinet has approved a revised policy that removes the earlier blanket ban on land sale and purchase in areas earmarked for the upcoming greenfield townships. At present, buying, selling and private transfer of land in the identified areas remain prohibited as the government prepares the master plans for the satellite cities, but the government has introduced a provision allowing restrictions to be eased before the final publication of the master plans. According to the order, if the Bihar Urban Development Authority concludes after publication of the draft development plan that permitting land transactions will not adversely affect planned development, it may allow buying and selling even before the master plans receive final approval.

Who Decided and Why

The decision was approved by the state cabinet and announced by Urban Development and Housing Minister Nitish Mishra, who said the move balances the immediate needs of landowners with the government's broader objectives of planned urbanisation, infrastructure expansion and investment promotion. While the restrictions were intended to facilitate planned development and prevent speculative transactions, they also created difficulties for landowners who needed to sell land to meet urgent financial requirements. The cabinet's latest decision seeks to resolve this issue by creating a regulated mechanism through which landowners can legally transfer land while ensuring the state's development plans remain on track.

How Land Transactions Will Work

Until the master plans are finalised, landowners who need to sell their land may do so only through the Bihar State Housing Board. The Bihar State Housing Board has been authorised to purchase land under the Bihar Raiyati Land Purchase Policy, 2026. Additionally, investors associated with projects approved by the State Investment Promotion Board (SIPB) can purchase or lease land directly from landowners.

Land verification, ownership confirmation, documentation, and payment will be completed within 30 days. This initiative is intended to prevent farmers and landowners from facing prolonged delays in receiving compensation. No farmer's land will be acquired forcibly for the Satellite Township project and that the entire process will remain transparent and voluntary.

Next Steps: Master Plans and Timeline

Once the master plans are published, the government will simultaneously begin land pooling, direct land purchases and land acquisition required for infrastructure and urban development projects. Officials said allowing these processes to run alongside implementation of the master plans would help ensure that the satellite townships are developed on schedule. The draft plan for the new townships is expected by October–November 2026, after which detailed planning will begin.

The freeze will be in place till March 31, 2027 in seven townships while it will be effective till June 30, 2027 in four townships, after which full private market transactions may resume once master plans are finalized.

Investment and Urban Vision

The Bihar government signed a Memorandum of Understanding (MoU) with the Housing and Urban Development Corporation (HUDCO) for long-term financing of ₹1 lakh crore to develop 12 greenfield townships across the state in one of the biggest urban infrastructure projects in its history. Pataliputra (Patna) is planned as a logistics hub, education and sports city, while Hariharnathpuram (Sonepur) will be an Aero City and mythological tourism centre, Magadh (Gaya) a religious, cultural and tourism hub, and Mithila (Darbhanga) a medical hub and cultural heritage centre.
