Kopparthy Industrial Smart City (Kadapa Industrial City) — Master Plan

Kopparthy Industrial Smart City (also called Kopparthy IMC or Kadapa Industrial City) is a greenfield industrial node in YSR Kadapa district, Andhra Pradesh, being developed under the National Industrial Corridor Development Programme via the Visakhapatnam-Chennai Industrial Corridor. The plan distinguishes a large notified node from a smaller, actively developed NICDC/state tranche within it.

Where Kopparthy Fits

Kopparthy Industrial Area (KIA) is proposed in Kadapa District in Andhra Pradesh under the VCIC Project, the Visakhapatnam-Chennai Industrial Corridor, which itself is one of the corridors under the National Industrial Corridor Development Programme. NICDC engaged Voyants Solutions Private Limited to carry out site screening, pre-feasibility, environmental impact assessment and master planning of the industrial park at Kopparthy and Tadigotla in YSR Kadapa district. The Andhra Pradesh government had issued a Government Order (G.O. Ms. No. 54, dated 13.02.2019) conferring powers over the land to APIIC in the district for this purpose. The node was formally added to the corridor pipeline later: it is one of twelve industrial areas, including Orvakal and Kopparthy in Andhra Pradesh, approved under the National Industrial Corridor Development Programme.

Total Planned Area vs. Area Being Developed

Two different area figures are used for Kopparthy, and it is important not to conflate them:

No single public document yet states a target year by which the full 6,740-acre node will be built out; only Phase A within the smaller NICDC tranche is currently at the design stage.

Land-Use Split

The Department of Industries and Commerce has officially notified the master plan, designating 53% of the total land for industrial development. The node is structured to host four categories of industries, with 59 classified under the 'red category' — covering high-impact sectors such as chemicals, automobiles, pharmaceuticals, life sciences, mini power stations and sugar. Public disclosures reviewed do not break down the remaining land into specific residential, commercial, green-buffer or utility shares; the figure below shows only the confirmed industrial share, with the balance shown as an undifferentiated residual.

Other uses (roads, utilities, commercial, green/buffer — not itemised in available filings)47%

Phases and Institutional Setup

Implementation runs through a joint central-state special purpose vehicle. An addendum to the Shareholders' and State Support Agreements was executed on 30 October 2024 to bring the Kopparthy node into the existing SPV, which was subsequently renamed 'AP Industrial Corridor Infrastructure Development Corporation'. AP Industrial Corridors Infrastructure Development Corporation Ltd (APICDC), an SPV with 50% shareholding each of the Government of Andhra Pradesh and the Government of India, is set to implement the project.

Progress markers as of mid-2025 include: Phase A, with an area of 1,577 acres, being developed, with master planning and preliminary engineering activities underway; the project proposal for Phase A was recommended by NICDIT on 14 December 2022. A Letter of Award was issued for onboarding a Programme Manager for New Cities (PMNC) for development and management of the industrial township on 11 July 2025, and a tender for an EPC contractor followed shortly after.

Employment and Investment Targets

NICDC's own project page gives the current official targets: with an investment potential of ₹8,860 crore and a project cost of ₹2,137 crore, the area aims to generate 54,500 jobs. An earlier, differently-scoped estimate circulated by an ADB-linked briefing put the numbers higher: the Kopparthy node's NICDC-developed 2,596 acres was projected to attract an investment of Rs 7,790 crore (about $984.26 million) and generate employment for 78,700 people. Union ministers, in an August 2024 announcement, cited a third figure: the industrial smart city was to come up on 2,596 acres, with the Central government spending Rs 2,137 crore and 54,500 persons expected to get jobs. Readers should treat the 54,500-job / ₹2,137 crore figures as the most current and officially sourced, and the higher figures as an earlier or differently defined estimate. No public residential population target for Kopparthy was found in the sources reviewed as of July 2026.

Frequently asked questions

What is the difference between Kopparthy's total master-plan area and the area NICDC is developing?

The full notified master plan covers about 6,740 acres across Kopparthy and Tadigotla villages, but only 2,596 acres (revised to 2,411.9 acres after a land-handover shortfall) is being developed under the NICDC/state SPV framework right now. A smaller 1,577-acre 'Phase A' within that tranche is the current focus of master planning and engineering.

Who is developing Kopparthy Industrial Smart City?

AP Industrial Corridors Infrastructure Development Corporation Ltd (APICDC), a special purpose vehicle jointly owned 50:50 by the Government of Andhra Pradesh and the Government of India, is implementing the project, with NICDC as the national programme body.

How much of the land is for industrial use?

The notified master plan designates 53% of the total 6,740-acre node for industrial development; the breakdown of the remaining land into residential, commercial or green uses has not been published in the sources reviewed.

How many jobs is Kopparthy expected to create?

NICDC's official project page cites 54,500 jobs against a project cost of ₹2,137 crore and investment potential of ₹8,860 crore. An earlier ADB-linked estimate put the figure at 78,700 jobs for a Rs 7,790 crore investment — treat the NICDC figure as the more current one.

Who prepared the master plan?

NICDC engaged Voyants Solutions Pvt. Ltd., in a joint venture with JLL India Ltd., to prepare the Detailed Master Plan and Preliminary Design Report for roads and utilities.

Is Kopparthy operational yet?

No. As of mid-2025 status reports, Phase A was still at the master-planning and preliminary-engineering stage, with a Programme Manager for New Cities and EPC contractor onboarding still in process — it is not yet an operational industrial city.

Where can I check the official master plan documents?

The NICDC project page for Kopparthy, APIIC/APICDC's environmental clearance and tender pages, and the MoEF&CC environmental clearance portal host the primary project documents; DPIIT's NICDP page links the DMU status report.
