Which Body Was Involved

The clearance sits within a two-track institutional structure. The NICDC Limited has appointed Voyants Solutions Private Limited to carry out site screening, pre-feasibility report, environmental impact assessment and environmental management plan studies for obtaining environmental clearance from the competent authority EAC, Infrastructure and Miscellaneous Projects, MOEF&CC, New Delhi under the project scope of master-planning the mega industrial park at Kopparthy and Tadigotla.

Separately, on the implementation side, AP Industrial Corridors Infrastructure Development Corporation Limited (APICDC), a Special Purpose Vehicle, which is a 50:50 JV between NICDIT (GOI) and APICIDC (GoAP) has been set up for implementation of the Kopparthy Industrial Area (KIA) Project. NICDC has been mandated to act as a project development company which undertakes various pre-feasibility, feasibility, master planning and engineering studies for developing greenfield industrial smart cities, functioning as the knowledge partner to the state and central agencies involved.

For the detailed engineering work behind the clearance application, NICDC has engaged Voyants Solutions Pvt. Ltd. in a JV with JLL India Ltd. for undertaking the Preparation of Detailed Master Plan and Preliminary Design Report for Roads & Services/Utilities for Kopparthy Industrial Area at Kadapa in Andhra Pradesh under VCIC Project.

Site and Boundaries

The cleared parcel is spread across two revenue villages. The proposed Kopparthy site of 2595.74 acres/1050.45 ha is located at Kopparthy, Tadigotla village in Chinthakommadinne Mandal, Kadapa, with the pre-feasibility filing giving precise coordinate bounds for the site. The site has been identified in Kopparthy and Tadigotla and GoAP had issued a Government Order vide G.O. Ms. No. 54 dated 13.02.2019 to confer the power of land to APIIC in YSR Kadapa district, the legal basis that allowed the land to be assembled for the project.

Practical Effect of the Clearance

How the EC Area Fits the Larger Master Plan

Kopparthy in Kadapa district will emerge as a major industrial hub with the Andhra Pradesh government finalizing a 6,740-acre master plan under VCIC, earmarking 53% of the land exclusively for industries. The node will accommodate industries across four categories — red, orange, green, and white — and in the red category, permissions have been cleared for 59 industries, including chemicals, automobiles, pharmaceuticals, life sciences, sugar, and mini power stations. The plan also provides dedicated zones for government offices, commercial centers, and residential spaces. This master-plan detail applies to the broader Kopparthy node and should not be read as the specific zoning of the 2,595.74-acre EC parcel itself, which the environmental filing treats as a single industrial-park unit.

Timeline: From Clearance to Foundation Stone

After the environmental clearance was recorded in August 2024, the project reached its next public milestone over a year later. The Prime Minister laid the foundation stones for the Orvakal Industrial Area in Kurnool and the Kopparthy Industrial Area in Kadapa, with a total investment of over Rs 4,920 crore, on 16 October 2025. Developed jointly by NICDIT and APIIC, these modern, multi-sectoral industrial hubs feature plug-and-play infrastructure and a walk-to-work concept, and are expected to attract Rs 21,000 crore in investments and generate approximately one lakh jobs across the Rayalaseema region. As of the foundation-stone-laying date, the park was still at the infrastructure-launch stage rather than fully operational — distinct from cities such as Dholera or Shendra-Bidkin, which industry reporting already lists as operational elsewhere in the national programme.
