Planning horizon and how the IMC differs from the Rajpura town master plan

Two separate plans cover this area and are easy to confuse. The Rajpura Local Planning Area Master Plan (2010–2031), prepared for the wider town by the Greater Mohali Area Development Authority (GMADA) and the Patiala Urban Planning and Development Authority (PUDA/PDA), governs residential, commercial and transport growth of Rajpura town itself.

The Rajpura-Patiala IMC Detailed Master Plan is a distinct, site-specific plan for the 1,098.85-acre industrial node under the National Industrial Corridor Development Programme (NICDP). The National Industrial Corridor Development Corporation Limited (NICDC) has appointed consultants, comprising Antea India Pvt. Ltd in consortium with Antea Nederland B.V., to prepare the Detailed Master Plan and associated services and utilities for the IMC. Its planning horizon is tied to the target of the cluster becoming fully operational by 2029, rather than a fixed 20-year town-planning horizon.

The land use of the five villages surrounding the IMC boundary has been officially declared as industrial under the development plans prepared by the Punjab Urban Planning and Development Authority (PUDA), aligning the surrounding local plans with the industrial node.

Total planned area vs. area transferred/developed so far

The total land area of 1,098.85 acres designated for the IMC is under the ownership of PUDA, with an area of approximately 1,100 acres earmarked for the development of the Rajpura–Patiala Industrial Node. NICDC's own project page rounds this to the Rajpura-Patiala IMC, spanning 1,099 acres.

This is the total planned footprint, not the area that is currently built or serviced. As of the latest government status report (30 November 2025), State Govt. has confirmed the availability of 1,098 Acre land for the project, and of this, 609.9 acre land transferred by State govt. to Project SPV and matching equity amounting to Rs. 215.59 Crore has been released by NICDIT. In other words, roughly 55% of the planned land had been formally handed to the project SPV as of late 2025, with the remaining balance still pending transfer/possession. Full occupation and operation of the cluster is targeted for 2029, per the IMC's own population and market-assessment study.

Out of the total site area of 1,098.85 acres, approximately 660.71 acres (60.13%) have been allocated for industrial and logistics purposes. Around 78.04 acres (7.11%) are dedicated to commercial and support infrastructure, while 36.4 acres (3.31%) are reserved for services and utilities. A significant portion, 168.87 acres (15.37%), is designated as green and water bodies, with mandatory green buffers. The remaining balance (roads, residential and institutional plots) is not broken out with a separate percentage in the technical specifications extract available; a secondary industry summary separately describes roughly 60% goes to industrial plots, 15% to green spaces and water bodies, and 14% to transportation infrastructure, broadly consistent with the official figures above.

Approvals and implementation timeline

These dates come from the Department for Promotion of Industry and Internal Trade's (DPIIT) monthly Delivery Monitoring Unit reports on industrial-corridor projects; figures should be read as status as of November 2025 and are subject to further updates.

Population and employment targets

The Industrial Manufacturing Cluster (IMC) at Rajpura–Patiala is projected to generate substantial employment and attract a significant resident population. By the year 2029, when the IMC is expected to be fully operational, the total projected population within the cluster will be approximately 54,439. This comprises an estimated 31,367 industrial workforce (direct and indirect employment), 14,880 non-industrial working population, with the balance made up of dependants, per the consultant's population and market-assessment study.

On investment and jobs specifically, NICDC's own project page states that the site holds an investment potential of ₹7,500 crore and is expected to generate over 64,000 jobs, and with a project cost of ₹1,367 crore, the node is being developed with world-class infrastructure to attract investment and boost manufacturing in the region. The project is structured as a unique 50:50 joint venture between the Central and Punjab governments manages this investment through a Special Purpose Vehicle (SPV). This partnership ensures smooth project execution while meeting both regional and national goals.

The site is also intended to relieve pressure on nearby cities: the site is positioned to act as a counter-magnet to Chandigarh, thereby generating new employment opportunities for surrounding towns.

The Detailed Master Plan for the IMC, along with associated services, utilities and preliminary engineering, was prepared by consultants, comprising Antea India Pvt. Ltd in consortium with Antea Nederland B.V., appointed by NICDC. This is distinct from the Rajpura town master plan (2010–2031), which was prepared by GMADA/PUDA as the local planning authority for the surrounding urban area, not for the industrial node itself.
