Planning horizon and approval history

In 2017, the Uttar Pradesh government approved two major urban centers under the Master Plan-2031: Raya Urban Centre in Mathura and Tappal-Bajna Urban Centre in Aligarh. The broader Phase-2 document that carries the detailed sector-level plan for Tappal-Bajna took much longer to clear. YEIDA's Master Plan 2031 Phase-2 proposal, which was first introduced in 2012-13 but remained pending for over a decade, has finally received approval.

The plan covers an area of 2,593 square kilometers in districts such as Mathura, Agra, Aligarh, and Hathras, with an additional 759 square kilometers covered under Phase-1 in Gautam Budh Nagar and Bulandshahr. YEIDA Phase II will establish four major urban centres: Raya Urban Center (Mathura), Tappal-Bajna Urban Center (Aligarh), Agra Urban Center and Hathras Urban Center. As of March 2025, detailed project reports (DPRs) have been prepared for Raya and Tappal-Bajna Urban Centers, with developers being finalised.

Total planned area vs. area under active development

The Urban Centre's total notified footprint under the master plan is the Tappal-Bajna centre, dedicated to industries and expected to serve 12.75 lakh population by 2031, will be developed across 11,104 hectares, a figure consistent with the 27,438-acre industrial and residential township near the Noida International Airport cited in later reporting (11,104 ha converts almost exactly to 27,438 acres).

This is the full planning-area figure, not the area currently under acquisition or construction. Land assembly is proceeding in stages: in 2023, it issued a notification to acquire 736 hectares and is currently conducting a social impact assessment (SIA). By 2024, 712 hectares will be acquired for the Tappal-Bajna Urban Centre, and 528 hectares in Dorpuri and Syarol villages for a logistic park. By early 2025, officials indicated a letter was sent to the Aligarh administration, requesting the initiation of a social impact assessment (SIA) for more than 1,600 hectares of land earmarked for a logistics park and industrial development in the Tappal-Bajna Urban Centre, and separately that YEIDA plans to acquire 1,900 hectares of land in Tappal village for the logistics park and other projects. As of July 2026, none of the sources reviewed states that the full 11,104-hectare notified area has been acquired or developed — acquisition is incremental and ongoing.

Land-use split (as documented)

Only a partial land-use breakdown is available in public reporting on the approved plan: the approved masterplan specifies that 1608.3 hectares of land would be used for mixed land use and 1794.4 hectares will be used for industrial purposes. The remaining acreage will be used for institutional and recreational purposes, among other things, but sources do not itemise this remainder into precise categories or percentages, so it is shown here as an unspecified balance rather than invented figures.

One notable land-use item raised in early planning material was a projected golf course on 900 acres of land in the Tappal-Bajna region of the Yamuna Expressway, mentioned as part of the initial concept rather than a confirmed allocation.

Sectors and phasing

It is planned to be developed in two phases and divided into 35 sectors on both sides of the expressway. Just after the expressway's Tappal intersection, the township is being planned as a logistics and warehousing cluster.

Within the township, the flagship Multi-Modal Logistics Park (MMLP) itself has a clearer, documented phasing: Phase I will cover 205 acres, with 154 acres dedicated to core logistics operations, out of a total planned 364-acre state-of-the-art Logistics Park to meet the increasing cargo demands of the National Capital Region (NCR). No official target year for completing MMLP Phase I or Phase II was found in the sources reviewed (as of July 2026).

Separately, two pockets of land of approx. 500 ha each have been given to concessionaire near Tappal and Agra city under the Phase-2 framework, and an interchange is located near Tappal at the intersection of the Expressway and SH-22A, anchoring the urban centre's connectivity.

Population and employment targets

The only officially cited demographic target found is population: the Tappal-Bajna centre, dedicated to industries and expected to serve 12.75 lakh population by 2031, will be developed across 11,104 hectares. No disaggregated employment or job-creation target specific to Tappal-Bajna was found in the documents reviewed; given the plan's industrial and logistics orientation, employment is expected to be tied largely to manufacturing, warehousing and logistics activity, but no official number is available to cite here.

Anchor project: the Multi-Modal Logistics Park (MMLP)

The Yamuna Expressway Industrial Development Authority has proposed to develop a Multimodal Logistics Park (MMLP) facility at Tappal Bajna located within YEIDA. Located near the Noida International Airport in Jewar, the Tappal-Bajna Urban Centre in Aligarh is set to become a critical industrial hub for the region.

YEIDA has also had to take enforcement action to protect the notified land: the Yamuna Expressway Industrial Development Authority (YEIDA) has urged the Aligarh administration to halt land registries and curb unauthorized constructions in the Tappal-Bajna area, earmarked for a logistics park and industrial projects, following reported encroachment within the notified footprint.

Planner / consultant and governance status

The Tappal-Bajna land-use and sector plan sits within YEIDA's own Phase-II master plan document rather than a separately branded consultancy report released for this urban centre alone. Public statements confirm that detailed project reports (DPRs) have been prepared for Raya and Tappal-Bajna Urban Centers, with developers being finalised, while for other Phase-II centres — such as Agra — a consultant has been appointed for the Agra Urban Center, while hiring is in progress for Hathras Urban Center. No named external planning consultancy specific to Tappal-Bajna was identified in the sources reviewed; this page will be updated if an official credit is published.

Where to find the official plan documents

The primary public-domain source is YEIDA's own website, which hosts the Master Plan 2031 information page and the Phase-II draft master plan report referenced throughout this page. Land-use maps and sector-level plans for Tappal-Bajna Urban Centre are set out within that Phase-II document. Readers should consult YEIDA's official site directly for the current, authoritative version of the plan rather than third-party summaries — links are listed in the Sources section below.
