What was decided
The Telangana Cabinet, meeting under Chief Minister A. Revanth Reddy, took up the Future City proposal on 6 March 2025. The Cabinet meeting chaired by Chief Minister A. Revanth Reddy approved the transfer of 36 villages from the Hyderabad Metropolitan Development Authority to FCDA and decided to create the Future Development Authority covering seven mandals and 56 villages. The formal government order giving legal effect to that decision followed on 12 March 2025: the State government constituted the Future City Development Authority (FCDA) to oversee the development of the Future City Area, covering 56 revenue villages across 765.28 sq.km in Rangareddy district.

Area and village composition
The Future City Area is not a single land parcel newly acquired — it is an administrative notification over existing revenue villages. As part of the restructuring, the government removed 36 villages from HMDA's jurisdiction, adding them together with 20 more villages to the new FCDA, bringing a total of 56 revenue villages under the authority's purview. Simultaneous HMR/HMDA boundary change

Contemporary reporting adds that the HMR's jurisdiction will run up to the Regional Ring Road, covering a buffer area of up to 2 km outside the RRR which will later be designated as the RRR Growth Corridor. Purpose and stated rationale
The order frames FCDA's job as focused, faster planning for a strategically located industrial corridor. The authority aims to facilitate comprehensive planning, coordination, and development of economic and industrial clusters, leveraging the area's proximity to Rajiv Gandhi International Airport, as part of a strategic effort to enhance urban development and infrastructure in the region. Location-wise, the designated Future City areas lie beyond the Outer Ring Road, particularly between the Srisailam National Highway and Nagarjunasagar State Highway, near the Rajiv Gandhi International Airport in Shamshabad, with the Telangana Industrial and Infrastructure Corporation set to spearhead economic and industrial cluster development there. The government's own plans for the area envisage development into 12 zones, with comprehensive master planning, multi-modal connectivity, modern urban amenities, and future-ready projects like radial roads along with metro rail connectivity.

The FCDA will be chaired by the Chief Minister, with the Municipal Administration and Urban Development Minister as vice-chairman and officials from Finance, Municipal Administration, and Industries and Information Technology as members, overseeing its planning and execution. Practical effect for land and approvals
The notification changed which authority's stamp is legally valid on any plot inside the 56 villages — but there was a lag before FCDA could exercise that power on the ground. Market trackers note that FCDA did not begin issuing its own layout and building permissions until late 2025; before that, despite the gazette notification transferring the 56 villages to FCDA jurisdiction, HMDA and DTCP continued issuing layout permissions inside what was legally already FCDA territory. That gap created a specific due-diligence issue: plots carrying HMDA or DTCP approval numbers for layouts within the current FCDA boundary, where the issuing authority was no longer the competent authority at the time of approval, need reverification against FCDA's own register before any transaction. Separately, a land-title dispute predates the notification: the opposition has formally raised whether land previously acquired under the Land Acquisition Act for Hyderabad Pharma City can lawfully be repurposed for Future City — a dispute that remains unresolved, and in Yacharam, Kandukur, Kadthal and Ibrahimpatnam mandals, land offered as "FCDA-zone" may carry competing claims tied to roughly 19,333 acres acquired in the Pharma City era.
Status since the order (as of July 2026)
Implementation has proceeded in visible steps after the notification. In early 2026 the authority moved to commission a long-term plan: the government invited global tenders for the Bharat Future City Comprehensive Master Plan–2047 covering FCDA's jurisdiction in February 2026, with bids opened on 16 March 2026 and 12 companies submitting applications, and the selected consultant is required to submit the master plan by December 2026, covering about 765.28 sq km spanning 74 gram panchayats (56 revenue villages) across the seven mandals. On 10 June 2026 the authority reached an institutional milestone when the Chief Minister inaugurated the newly constructed FCDA headquarters at Bharat Future City, with the authority set to play a central role as the nodal agency responsible for planning, coordination and execution. At that event the government also signalled the notified boundary is not final: the Chief Minister assured that requests to merge more villages into the project would be examined, giving in-principle approval for inclusion of certain villages while deferring a decision on the rest pending stakeholder discussions.
