CM Revanth Reddy Uses Premier Energies Solar Plant Launch to Showcase Future City Industrial Strategy

What Happened

Telangana Chief Minister A Revanth Reddy participated in the inauguration of Premier Energies' India's Next-Gen Solar Module Manufacturing Facility at Seetharampur in Rangareddy district on July 9, 2026. The 5.6 GW facility was inaugurated by the Chief Minister, marking a major capacity addition for the company and for India's clean energy manufacturing push.

The company also performed a ground-breaking ceremony for its 6 GWh Battery Energy Storage System (BESS) facility and 18,000 metric tonnes per annum aluminium frames facility.

The Context: Future City and PURE Zone Industrial Strategy

The launch marks a significant step in the government's 'Telangana Rising 2047' vision, which emphasises developing peri-urban industrial zones to drive regional growth. The facility is the first manufacturing unit to commence operations in the State's proposed PURE zone.

On December 9, 2025, the Government of Telangana officially launched the 'Vision Document: Telangana Rising 2047' at the Telangana Rising Global Summit 2025 held in Bharat Future City, Hyderabad. The policy blueprint was unveiled by Chief Minister A. Revanth Reddy. The document charts an ambitious roadmap for Telangana to become a $3 trillion economy by 2047, doubling its contribution to India's GDP from around 5% to an aspirational 10%.

PURE (Peri-Urban Region Economy) focuses on manufacturing and industrial expansion in peri-urban belts. CURE (Core Urban Region Economy) focuses on services-led growth within Hyderabad and surroundings.

Future City as Policy Example

The Chief Minister said, 'I want to contribute 10% to the country's GDP by 2047,' asking investors to leverage the state's proactive 'Future City' policies to drive their own growth. He stated, 'I want to congratulate the Premier Energies team and my TGIIC officials because, last December, we launched our 'Telangana Rising 2047' policy for the 'Future City.' At that time, we stated that we would establish a manufacturing zone in the city's outskirts--the peri-urban area.'

The Future City Development Authority (FCDA) master plan covers 765.28 sq km spanning 56 revenue villages across seven mandals south of the Outer Ring Road, governed exclusively by the FCDA established via Telangana Cabinet order in March 2025.

The Facility: Scale and Technical Capability

Premier Energies Ltd commissioned a 5.6 GW solar module manufacturing facility at Seetharampur. With commissioning of the new plant, Premier Energies' module manufacturing capacity has reached 11.1 GW.

The new facility houses advanced G12R TOPCon module manufacturing lines, India's first Zero Bus Bar manufacturing unit, AGV-enabled material movement and AI-powered quality inspection systems. The automated production lines are capable of manufacturing one solar module every four seconds while maintaining precision, consistency and quality at scale.

The Seetharampur facility is spread across 75 acres and is the latest addition to Premier Energies' manufacturing operations.

Future Expansion and Investment

The project is part of the company's Rs 12,500 crore capital expenditure plan, which also includes expansion into battery energy storage systems and aluminium frames.

Once fully operational, the Seetharampur campus is expected to create more than 3,000 jobs.

The company is developing a 7 GW solar cell manufacturing plant, with project completion on track to reach 4.8 GW soon and the remaining 2.2 GW by September 2026. Additionally, the company is developing a 10 GW ingot-wafer manufacturing plant in Naidupeta, Andhra Pradesh, with completion of 5 GW by December 2027 and the remaining 5 GW by December 2028.

State's Broader Economic Vision

The government's 'Telangana Rising 2047' plan embodies the unwavering resolve to transform Telangana into a one-trillion-dollar economy by 2034, and subsequently into a three-trillion-dollar economy by 2047.

Sri Revanth Reddy said Telangana is pursuing a long-term development strategy through the CURE, PURE and RARE framework, while fostering sustainable industrialisation, attracting investments, and creating future-ready employment opportunities.

Transforming Hyderabad's 2,100 sq. km Core Urban Region within the Outer Ring Road into a pollution-free and sustainable growth zone is a key priority of the Telangana Government. Anchored in the Telangana Rising 2047 vision, the initiative seeks to balance rapid economic growth with environmental sustainability through green energy, world-class infrastructure, and planned urban development.

What Is Next

The inaugural operation of this facility signals the state's intent to attract more manufacturing units to the PURE zone between the Outer Ring Road and the planned Regional Ring Road. Telangana Chief Minister A Revanth Reddy directed officials to issue land title deeds (pattas) to 1,100 farmers of Sitarampur village and to help set up business units for those farmers who had given around 1,500 acre land to the government to establish an industrial park.

As of July 2026, the state has positioned this facility as a proof-of-concept for Future City-linked industrial policies, with the government actively inviting additional investor site visits and commitments to the PURE zone manufacturing model for the Telangana Rising 2047 roadmap.
