FCDA Becomes Fully Operational, Starts Issuing Building Permissions

Shashanka as its first commissioner, and fully established its planning wing. The authority has begun accepting and processing applications for open-plot layouts and residential buildings directly, ending a transition period in which HMDA and DTCP continued issuing approvals for FCDA-zone villages.

What Happened: Authority Activation and First Approvals

The Future City Development Authority (FCDA) has begun issuing layout and building permissions, marking a major step in accelerating development in the Bharat Future City on the city outskirts. With the authority fully operational, construction activity has gathered momentum.

The government has sanctioned 36 posts, appointed IAS officer K. Shashanka as first FCDA commissioner, and fully established the planning wing. With systems now in place, FCDA has started accepting and processing applications for open plot layouts and residential buildings.

The Decision: Government Order and Cabinet Approval

The Cabinet gave its approval to establish the FCDA in a meeting held on March 7, and a government order (GO) creating FCDA was issued on March 12. Marking a major milestone in Telangana's ambitious urban development drive, IAS officer K. Shashanka has officially taken charge as the first Commissioner of the Future City Development Authority (FCDA). The appointment, which took effect on April 28, follows the formation of the Authority by the State Government on March 12, 2025.

The Cabinet meeting chaired by Chief Minister A. Revanth Reddy approved the transfer of 36 villages from the Hyderabad Metropolitan Development Authority (HMDA) to FCDA. It also sanctioned 90 posts for FCDA, covering both regular and outsourced roles.

Key Numbers: Scale and Scope

Established in March this year, the 765-sq km FCDA, created to oversee the planned development of Future City, covers 56 villages across Amangal, Ibrahimpatnam, Kadthal, Kandukur, Maheshwaram and Manchala mandals. Of these, 36 villages were earlier under the HMDA and 20 under the Directorate of Town and Country Planning (DTCP).

The project encompasses an ambitious 30,000-acre project, envisioned as India's first Net-Zero Greenfield City, spanning 30,000 acres between the Srisailam and Nagarjunasagar highways.

What Changed: The Approval Transition and BuildNow Routing

Initially, despite the transfer of villages to FCDA, the layout and building approvals continued to be issued by HMDA and DTCP. With systems now in place, FCDA has started accepting and processing applications for open plot layouts and residential buildings.

The online "BuildNow" platform is being upgraded to ensure that all applications within FCDA limits are automatically routed to the authority. This eliminates the dual-approval confusion that plagued the transition period.

Officials said the alignment of rules applicable beyond the Outer Ring Road under HMDA with those of FCDA will bring uniformity and faster clearances, further boosting development activity in Future City.

The Commissioner and Leadership Structure

Mr. Shashanka, a 2013 batch IAS officer, brings extensive administrative experience to the role, having served as District Collector in Mahabubabad, Rangareddy, and Karimnagar.

The Chief Minister is the chairman of the FCDA, with the municipal administration minister serving as vice-chairman. Nearly 40 per cent of the construction work on the FCDA headquarters at Mirkhanpet in Kandukur mandal of Rangareddy district has been completed. Sources said the basement and pillar works had been finished and the building will be ready by the February 2026 deadline set by Chief Minister A Revanth Reddy. The permanent office is coming up on 7.5 acres in Survey No.112, within the FCDA's jurisdiction. Until the building is completed, the authority will function from a temporary office at the Hyderabad Growth Corridor Limited (HGCL) premises in Nanakramguda.

What Comes Next: Land Allotments and Investment Attraction

Officials said land allotments to various institutions and enterprises in Future City are likely to begin soon.

The government, which showcased Bharat Future City to delegates during the Telangana Rising Global Summit, is working on plans to attract global Fortune 500 companies to establish operations in the region.

Foundation stone laid in the last week of September for the FCDA building, along with the proposed Greenfield Radial Road-1. The government has set February as the deadline. The road project is expected to improve connectivity to Future City and spur real estate and industrial development in the surrounding areas.
