3rd NICDIT Apex Monitoring Authority Meeting Reviews Gaya IMC Land, Road and Water Infrastructure (17 August 2026)

What was decided

At the 17 August 2026 sitting of the Apex Monitoring Authority — the apex Centre-State oversight body for the National Industrial Corridor Development Programme (NICDP) — the Gaya IMC was taken up as one of the state-specific items under review. Chief Minister Samrat Choudhary said a land-related report for the IMC Gaya project would be made available within one week. He said the target is to complete the necessary road and water-supply works in the project area before 2027, so that the infrastructure needed for industrial activity is available in a time-bound manner.

On water supply specifically, the meeting recorded an announcement to work towards linking the Son river to the Falgu river, the river that flows past Gaya city, as part of preparations for the IMC's water needs. This was raised by the Chief Minister within the Apex Authority review rather than as a separate standalone notification.

Who took the decision — the Apex Monitoring Authority

Nirmala Sitharaman, chaired the 3rd Meeting of the Apex Monitoring Authority of the National Industrial Corridor Development and Implementation Trust (NICDIT) in New Delhi on 17 August 2026. The meeting was held at Hotel Ashoka in New Delhi, according to an official release.

The meeting was attended by Union Minister for Commerce and Industry, Shri Piyush Goyal; Chief Minister of Madhya Pradesh, Dr. Mohan Yadav; and Vice-Chairman, NITI Aayog, Shri Ashok Kumar Lahiri. It was also attended virtually by Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal; Chief Minister of Maharashtra Devendra Fadnavis; Chief Minister of Bihar Samrat Choudhary; Chief Minister of Haryana Nayab Singh Saini; Chief Minister of Kerala V. D. Satheesan; Chief Minister of Uttarakhand Pushkar Singh Dhami; and ministers and senior officials from participating states. Union Railways Minister Ashwini Vaishnaw and Union Road Transport and Highways Minister Nitin Gadkari were also slated to participate.

The meeting commenced with a welcome address by the Secretary, DPIIT and Chairman, NICDIT, Amardeep Singh Bhatia, who outlined progress since the previous Apex meeting and key implementation issues before the Authority. This was followed by a presentation from CEO, NICDIT, Rajat Kumar Saini, on the current status of Industrial Corridor projects, including progress in implementation, land allotment and investor mobilisation, plus project-specific issues requiring coordination with states. Representatives from participating states then shared project-wise progress, key implementation challenges and areas requiring coordination.

Authority's overall direction on the NICDP pipeline

Chairing the meeting, Sitharaman appreciated the progress made under NICDP, saying the encouraging results on the ground indicate growing investor demand, and emphasised that the next pipeline of industrial land and infrastructure should be prepared well before the existing inventory is exhausted. She called for faster completion of infrastructure, land allotment, investment and commencement of production, while asking states to address issues related to land, connectivity, utilities and statutory clearances. This general directive forms the policy backdrop against which the Gaya-specific land, road and water commitments were made.

Sitharaman also highlighted the Government's support for infrastructure and manufacturing through enhanced public capital expenditure, support to states under SASCI, improved credit support for manufacturing MSMEs, and tax and customs measures aimed at strengthening domestic manufacturing and supply chains.

Background: what is IMC Gaya

The project under review is not new — it was formally launched with a State Support Agreement (SSA) and Shareholder Agreement (SHA) in November 2024. These agreements for the establishment of an Integrated Manufacturing Cluster (IMC) in Gaya, a node under the Amritsar-Kolkata Industrial Corridor (AKIC), were signed by the Government of Bihar, the National Industrial Corridor Development Corporation (NICDC), and the Bihar Industrial Area Development Authority (BIADA). With an estimated investment potential of INR 16,524 crore and a project cost of INR 1,339 crore, IMC Gaya spans 1,670 acres and is situated 39 kilometres south of Gaya International Airport. About 1,09,185 jobs are anticipated to be created by the project.

IMC Gaya, located near Dobhi in Bihar, has received environmental clearance from the Ministry of Environment, Forests & Climate Change. It is positioned near Gaya Railway Station, NH-22, NH-19, Gaya International Airport, Fatuha MMLP and Patna ICD, offering excellent connectivity. Planned trunk infrastructure includes a 29.89 km internal road network, 220/33 KV and 33/11 KV electrical substations, 162 MVA assured power supply, and a 19 MLD water supply system, along with a skill development centre, fire station, administrative office, parking and commercial space. The cluster is also to have 'Plug n Play' facilities such as a Common Effluent Treatment Plant, Sewage Treatment Plant, Water Treatment Plant, Solid Waste Management and stormwater drainage.

The cluster is intended to draw sectors including building materials, agri-food processing, leather goods, ready-made clothing, furniture, handloom and handicrafts, engineering and fabrication, and medical equipment.

Practical effect for the region

The 17 August 2026 Apex Authority sitting did not create a new project or change the scope of IMC Gaya. Its practical effect is to fix an accountability checkpoint: a promised land report within a week, and a public commitment to have road and water infrastructure ready ahead of 2027. For businesses evaluating the site, this signals that basic trunk works (roads and water) are being treated as the near-term bottleneck rather than land allocation policy or clearances, which the 2024 agreements and environmental clearance had already addressed.

The Son–Falgu water-linkage announcement is significant locally because the Falgu is largely a seasonal, sand-bed river running through Gaya city and holds religious importance for pilgrimage rituals; using Son river water to support industrial and general water needs in the area would be a new augmentation measure tied to the IMC's water demand, distinct from the 19 MLD in-cluster water treatment system already planned under the 2024 SSA/SHA infrastructure package.

No new land parcel figures, acquisition percentages, RERA numbers, or revised investment figures were disclosed at this meeting; only the land report and infrastructure timeline commitments were reported.
