BIMCGL Floats EPC Tender for Trunk Infrastructure Works at IMC Gaya (Gaya Industrial Smart City)

What was decided

BIMCGL issued a tender titled "Design, Construction, Testing, Commissioning and Operation & Maintenance of Trunk Infrastructure Works of Integrated Manufacturing Cluster (IMC), Gaya under Amritsar Kolkata Industrial Corridor (AKIC) Project in Bihar on 'EPC Basis'", carrying an earnest money deposit of ₹13.55 crore. The notice was listed under tender number 76454545 on the GlobalTenders platform, dated 8 August 2025.

The tender covers the full EPC (Engineering, Procurement and Construction) cycle for the cluster's shared trunk infrastructure — meaning BIMCGL, as the project Special Purpose Vehicle (SPV), was seeking a single contractor to design, build, test, commission, and then operate and maintain the site-wide backbone systems (typically internal roads, water supply, drainage/sewerage and power distribution networks in comparable IMC tenders) rather than plot-level works.

Who issued it, and why

Bihar Integrated Manufacturing City Gaya Limited (BIMCGL) has been incorporated on 6th January 2025 as SPV (Special Purpose Vehicle) to implement the IMC Project, headed by a Chief Executive Officer & Managing Director. BIMCGL is the joint-venture company set up between the Government of Bihar and the National Industrial Corridor Development Corporation (NICDC)/NICDIT structure to build out IMC Gaya.

A State Support Agreement (SSA) between the State Government of Bihar, BIADA, and NICDIT for IMC Gaya was executed on 12th November 2024. This agreement, along with earlier Cabinet approvals, cleared the way for the SPV to begin procuring civil works contractors — of which the trunk infrastructure EPC tender is the largest single package floated to date.

Project context: the site being serviced

The IMC Gaya project site is spread over 1,670 acres, situated in Dobhi block (Sherghati sub-division), Gaya. It is positioned near NH-19 (Golden Quadrilateral), NH-22 (Gaya-Chatra), Gaya International Airport, Gaya Railway Junction, the IWAI waterways terminal at Gaighat, Patna, a proposed multi-tracking railway line (erstwhile EDFC), Fatuha MMLP and Patna ICD.

The Cabinet Committee on Economic Affairs (CCEA) accorded approval in August 2024, and the State Cabinet had accorded approval in May 2023. To support the development, the Bihar government notified the site as an industrial area in March 2025 and granted a waiver on stamp duty. The project spans over 1,670 acres and carries an estimated cost of Rs 1,339 crore, including Rs 462.14 crore allocated for land acquisition. The project aims to attract ₹16,524 crore in investments and generate over 109,000 jobs.

Separately from the trunk infra EPC package, the state also approved construction of a greenfield 7 km alignment connecting the IMC site to the Golden Quadrilateral (NH-19, GT Road) at a cost of Rs 142 crore.

What happened after the tender was floated

NICDC's own project-monitoring records show the trunk infrastructure procurement did not close on the first attempt. An EPC tender "2nd call" was floated on 16th October 2025, and a Letter of Award (LoA) was issued by the SPV on 11th February 2026 to M/s NKC Projects Pvt. Ltd. A kick-off meeting with the EPC contractor was held on 25th February 2026. Given the timing, this second call is understood to have followed on from the August 2025 RFQ/EPC/01 tender, which did not proceed straight to award.

Independent trade reporting corroborates the award outcome: NKC Projects has been declared the lowest (L1) bidder for the design, construction, testing, commissioning of trunk infrastructure works for the integrated manufacturing cluster (IMC) in Gaya, Bihar.

Other project milestones logged around the same period include: 414 acres of land transferred by the State government to the Project SPV, with matching equity of Rs. 132.22 crore released by NICDIT to the Project SPV; an LoA issued by the SPV for a Programme Manager for New Cities (PMNC) on 28th July 2025; and a project review by the Prime Minister during the 49th Pragati Meeting on 24th September 2025.

Connectivity works approved alongside

As the trunk infrastructure contract moved to award, the state government also cleared linked external-connectivity works. The Bihar Cabinet approved a proposal for upgradation of the existing external connectivity link E1 (1.6 km) for the IMC Gaya project, including construction of a new bridge on the River Falgu along with an approach road, as of 29 April 2026. This is in addition to the earlier-approved 7 km, ₹142 crore road link to the Golden Quadrilateral noted above.

Practical effect for investors and locals

• The August 2025 tender, and the subsequent second call and award to NKC Projects Pvt Ltd, marks the point at which IMC Gaya moves from land assembly and clearances into physical site development — trunk roads, utilities and services that plots will connect into.
• Investors evaluating plots at IMC Gaya can treat the EPC contractor's kick-off (25 February 2026) as the practical start date for on-ground trunk works, ahead of any plot handover.
• Villages and landholders around Dobhi block, Sherghati sub-division should expect construction traffic, land-grading and utility-laying activity to intensify following the kick-off, alongside separate approach-road and bridge works over the River Falgu.
• As of this record, no separate public notice was found confirming a specific completion date or contract value for the awarded EPC works; only the original EMD (₹13.55 crore) and the tender/award dates are confirmed in public records.
