IMC Gaya Gets Environmental Clearance and State Industrial Area Notification

What was decided

Two related regulatory actions cleared the way for construction at IMC Gaya in March 2025. First, MoEFCC granted environmental clearance for the project's Integrated Manufacturing Cluster in Gaya, recognized as one of India's leading greenfield smart industrial cities within the Amritsar-Kolkata Industrial Corridor, obtained environmental clearance from the Ministry of Environment, Forest and Climate Change for a development area spanning 1,670 acres. This clearance is dated 18 March 2025.

Second, the state government notified it as the industrial area besides giving stamp duty waiver in March 2025. Together, the two actions gave the project regulatory standing to acquire, register and develop land under Bihar's industrial-area framework while satisfying central environmental compliance requirements.

Who made the decision and under what authority

The environmental clearance came from the Ministry of Environment, Forest and Climate Change, the central authority responsible for appraising and clearing projects of this scale. An official from the Bihar Industrial Area Development Authority (BIADA) confirmed this significant achievement, and the regulatory approval represents a pivotal step, led by Bihar Integrated Manufacturing City Gaya Limited (BIMCGL), a special purpose vehicle established by both central and state governments.

The industrial-area notification and stamp duty waiver came from the Bihar state government. The project is being executed by BIMCGL, a partnership between the National Industrial Corridor Development Corporation (NICDC) and BIADA, receiving comprehensive support from both central and state authorities. This SPV structure — incorporated on January 06, 2025 — is the vehicle through which both the environmental clearance and the state notification take practical effect on the ground.

Operative details: area, boundaries and cost

The cleared development area covers over 1670 acres of land in Dobhi block of Sherghati sub-division of Gaya district, near the pilgrimage town of Bodh Gaya. Of this, the IMC spans 1,670 acres, with over 1,000 acres set aside for industrial use, the remainder allocated to roads, utilities, green cover and other non-industrial infrastructure. One industry summary states green zones covering 33% of the area to enhance environmental balance, though this figure should be treated as a design target rather than a formally notified land-use split.

Financially, the IMC project will be developed at a cost of Rs 1339 crore including land cost of Rs 462.14 crore. The clearance and notification are expected to unlock investment of ₹16,524 crore in investments and generate over 109,000 jobs once the site is built out and allotted to industrial users.

Stamp duty waiver: scope and rationale

The stamp duty waiver announced alongside the industrial-area notification sits within Bihar's broader industrial land policy, under which industrial properties are exempted from stamp duty and registration charges in Bihar, with a 100% property registration exemption for lands transferred, leased, or sold for industrial purposes within or outside the industrial zone. Applying this exemption regime to the IMC Gaya notification removes a transaction-cost barrier for the SPV and future industrial allottees acquiring or leasing plots inside the notified area.

Practical effect: what changes on the ground

With environmental clearance in hand, construction can begin — the clearance is a precondition for site works, and its absence had been the main regulatory gate before March 2025. Following the state's industrial-area notification, Bihar Chief Secretary Amrit Lal Meena has reviewed the project in detail and directed to decide on the selection of agency by the end of March 2026, as the land has already been acquired for the purpose by the state government.

Subsequent milestones flowed directly from this clearance: the state cabinet had on May 16, 2025 approved a green field alignment of approximately 7 km connecting the site (External Connectivity-E3) with Golden Quadrilateral (NH-19, GT Road) at an estimated cost of Rs 142 crore, and the EPC tender for the industrial township is likely to be floated in the first week of July, 2025. As of the most recent reporting reviewed here (June 2025), the project had moved from clearance to pre-construction planning, with agency selection targeted for completion by March 2026.

Connectivity and target sectors

The site's location was a factor in the clearance review. Positioned near Gaya Railway Station, NH-22, NH-19, Gaya International Airport, Fatuha MMLP and Patna ICD, it offers excellent connectivity, and the project is located near the Eastern Dedicated Freight Corridor, ensuring efficient cargo movement.

The notified industrial area is intended to host Agro & food processing, readymade garments, technical industry (auto component, steel-based products, aerospace & defence, building materials, furniture & handloom, and handicrafts) as focus sectors.
