Gaya Industrial Smart City Designated as Food Processing, Light Engineering and Metal Industries Hub

What was announced

The industrial smart city in Gaya is being developed to generate maximum employment by setting up food processing, light engineering and metal-related industries. This designation distinguishes Gaya's focus from other nodes in the same 12-city programme: the one in Agra is proposed as a hub for electric vehicles and electronics system design and manufacturing (ESDM), Palakkad could focus on medicines and botanicals.

Hospitality is also identified as another sector in Gaya, a strategic addition given the region's proximity to Buddhist pilgrimage sites and UNESCO World Heritage properties near Bodh Gaya.

Who decided and when

The Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi has approved 12 new project proposals under the National Industrial Corridor Development Programme. These industrial smart cities will come up with an estimated investment of Rs 28,602 crore. The approval occurred on August 28, 2024.

Implementation commenced with formal agreements: The State Support Agreement (SSA) and Shareholder Agreement (SHA) for the establishment of an Integrated Manufacturing Cluster (IMC) in Gaya, a node under the Amritsar-Kolkata Industrial Corridor (AKIC), were signed by the Government of Bihar, the National Industrial Corridor Development Corporation (NICDC), and the Bihar Industrial Area Development Authority (BIADA) in November 2024.

An SPV Bihar Integrated Manufacturing City Gaya Ltd (BIMCGL) was incorporated for the purpose on January 06, 2025. Most recently, environmental clearance was granted on March 18 within a record seven-month timeline, marking a critical approval milestone.

Numbers and scale

IMC Gaya is a large-scale greenfield project. IMC Gaya will span 1,670 acres and be situated 39 kilometers south of Gaya International Airport. With an estimated investment potential of INR 16,524 crore and a project cost of INR 1,339 crore, the cluster is designed to support substantial industrial deployment.

Employment projections are significant: About 1,09,185 jobs are anticipated to be created by this enormous project, boosting the local economy.

The 1,670-acre site will be developed as part of the Amritsar Kolkata Industrial Corridor (AKIC) project, one of six major corridors spanning the 12-city programme.

Sectoral rationale and complementary focus

The food processing, light engineering and metal industries designation reflects Bihar's existing economic strengths and market proximity. Building materials, agri-food processing, leather goods, ready-made clothing, furniture, handloom and handicrafts, engineering & fabrications, and medical equipment are just a few of the businesses that IMC Gaya will be intentionally designed to draw in.

The hospitality sector was added as a secondary opportunity. In line with the government's 'Vikas bhi, Virasat bhi' (development along with heritage) vision, this project is poised to drive economic growth while enhancing the cultural legacy of Gaya, a renowned destination for international pilgrimage and heritage tourism. This reflects Gaya's UNESCO World Heritage status and importance as a Buddhist pilgrimage destination.

Infrastructure and connectivity

The cluster is being developed with plug-and-play industrial infrastructure. The cluster will support industrial operations and workforce needs with a skill development center, fire station, administrative office, parking, and commercial space in addition to extensive infrastructure such as a 29.89 km internal road network, 220/33 KV and 33/11 KV electrical substations, 162 MVA assured power supply, and a 19 MLD water supply system.

Strategic connectivity is a key advantage. It is situated just 10 km from NH-19 (Golden Quadrilateral) and 2 km from NH-22, with proximity to Gaya Junction (40 km) and the upcoming New Paharpur Railway Station under the Eastern Dedicated Freight Corridor (EDFC) (45 km). The cluster will also feature environmentally friendly facilities, such as sewage and water treatment plants and waste management systems.

What changes

The sectoral designation transforms Gaya's industrial positioning within the national manufacturing ecosystem. Instead of competing as a generalist industrial hub, all cities will have specific and focused industrial hubs. This targeted approach is expected to attract anchor firms and MSMEs aligned with food and metal sectors, reducing competitive overlap with competing nodes.

The project also reshapes regional economic development in Bihar. The establishment of IMC Gaya marks a transformative moment for Bihar's industrial landscape. It is expected to catalyze economic development, create significant employment opportunities, and position Bihar as a pivotal industrial hub in Eastern India, advancing the 'Make in India' initiative.

For Gaya city itself, this represents an opportunity to balance heritage preservation with economic modernization, combining pilgrimage tourism infrastructure with industrial clusters designed for global competitiveness.

Next steps and timeline

Development is now in early-stage infrastructure and planning phase (as of July 2026). The construction of these cities will take around three years and contractors will be onboarded by March. Environmental clearance was obtained in March 2025, removing a key regulatory hurdle.

Final Master Plan, Cost estimates & Preliminary design report have been prepared by project consultant-TCE appointed by NICDC. The next phase will see tender and contractor selection for civil infrastructure development.

Water infrastructure planning is underway. A joint site visit was recently conducted by stakeholders including the National Industrial Corridor Development Corporation (NICDC), Bihar Industrial Area Development Authority (BIADA), Water Resources Department, the National Institute of Hydrology, and Gaya district officials. The visit focused on water infrastructure planning—assessing proposed water storage sites and pipeline alignments to ensure long-term sustainability of supply.

Early investor engagement has commenced. Industry representatives expressed interest in setting up steel and power product manufacturing units within the industrial city, suggesting market traction for the metal industries focus.
