A Programme Manager for New Cities (PMNC) has been deemed essential by the Special Purpose Vehicle to monitor overall project execution and coordinate between various stakeholders including EPC contractors. The tender is for infrastructure development of the Jodhpur-Pali-Marwar Industrial Area-Special Investment Region under the Delhi-Mumbai Industrial Corridor (DMIC) project.

The consultant's Year 1 tasks include setting up a Programme Management Office (PMO), establishing a Project Management Information System (PMIS), conducting validation studies for the manufacturing cluster, and developing an ICT Master Plan.

Project Scale and Area Breakdown

The project area spans approximately 3,286.63 hectares, with 641.88 hectares proposed for Phase A implementation. In the first stage, 640 hectares will be developed at a cost of Rs 465 crores.

The Jodhpur-Pali Marwar Industrial Area (JPMIA) spans 1,578 acres and has already obtained environmental clearance from the Ministry of Environment, Forest and Climate Change.

Development Model and Timeline

The township is being developed on an Engineering, Procurement and Construction (EPC) model. The industrial cities are built 'ahead of demand' with plug-and-play infrastructure and ICT-enabled utilities to facilitate manufacturing investments; projects are developed in partnership with State Governments; the Government of India provides funds as equity and/or debt for trunk infrastructure while States provide land.

Interested applicants were required to submit their online responses to the RFQ-cum-RFP on or before 21 May 2025.

Context: Part of Larger Industrial Corridor Initiative

In August 2024, the Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi approved 12 new project proposals under the National Industrial Corridor Development Programme with an estimated investment of Rs 28,602 crore. The Jodhpur-Pali Industrial Smart City project costs Rs 922 crore.

The project is expected to generate 55,000 direct employment opportunities and 1 lakh indirect employment opportunities.

State and National Implementation Structure

RIICO (Rajasthan State Industrial Development and Investment Corporation) is the state-level implementation agency, partnering with NICDC at the national level. An agreement has already been finalized between RIICO and NICDC.

These industrial nodes are likely to serve as catalysts in achieving USD 2 trillion in exports by 2030; the new industrial cities will be developed as 'Greenfield Smart Cities' of global standards, built on a 'plug-and-play' and 'walk-to-work' principle.
