What was decided

The Bhubaneswar Development Authority (BDA) has formally published Form-III & IV Gazette notices for Town Planning Scheme Nos. 05/2026, 06/2026 and 07/2026 on its official notifications page, dated 21 July 2026. This is a statutory procedural step, not a final scheme sanction: it follows an earlier declaration of intention and moves the schemes toward formal land reconstitution. BDA's own notifications listing records "TP-07/2026 Notice in Form-III & IV Gazette21 July 2026 · TP-06/2026 Notice in Form-III & IV Gazette21 July 2026 · TP-05/2026 Notice in Form-III & IV Gazette21 July 2026" among its latest updates.

Legal basis and process stage

The Bhubaneswar Development Authority (BDA), in pursuance of the provisions of Section 23(1) of the Odisha Development Authorities Act, 1982, declared its intention to prepare three new Town Planning Schemes (TPS No. 05/2026, TPS No. 06/2026 and TPS No. 07/2026) under the Government of Odisha's flagship SAMRUDHA SAHAR initiative. That declaration was published earlier, and under the standard TP-scheme process, following publication of the declaration in the Odisha Gazette, notices in Form-III are issued inviting information in Form-IV from landowners and persons having any right, title or interest in the lands included within the scheme areas, and such information must be furnished to the Authority within two months from the date of publication of the Gazette Notification. The 21 July 2026 gazette notices are that Form-III/IV step — meaning affected landowners generally have until around late September 2026 to submit their claims.

Area and boundaries covered

The proposed Town Planning Schemes cover a total area of approximately 863.29 acres, comprising TPS No. 05/2026 over 247.57 acres in part Mouza Malipada, TPS No. 06/2026 over 234.34 acres in part Mouza Malipada, and TPS No. 07/2026 over 381.38 acres in part Mouza Malipada and part Mouza Daspur. A BDA consultancy tender document places the schemes under a single planning cluster, noting they fall under Zone 1 of BDA, with the map and table showing one cluster of Zone-1 TP Scheme covering a total of three TP Schemes. The same tender document gives slightly different working figures — 257.35 acres for TPS-05, 206.57 acres for TPS-06 and 382.7 acres for TPS-07, totalling 846.62 acres — which appear to be earlier planning-stage estimates later revised in the gazetted declaration.

A separate draft standard operating procedure (SOP) issued by BDA for these same schemes confirms the village-level footprint: BDA released a draft SOP for land parcel reconstitution under Town Planning Schemes 05 to 07 in Zone-I, and the draft SOP covers areas under Malipada and Daspur revenue villages, seeking to streamline the process of plot reconstitution through uniform guidelines.

The 60:40 land-pooling mechanism

These schemes use land pooling rather than land acquisition. Under the Town Planning Scheme framework, landowners contribute up to 40 per cent of their land for public infrastructure, while 60 per cent is returned as developed plots — a model intended to enhance property value and ensure equitable benefits. The BDA's draft SOP for TP Schemes 05–07 spells out how this applies on the ground: one key provision allows voluntary amalgamation of plots within the same mouza, and landowners who combine plots will receive 60 per cent of the total land area after a standard 40 per cent deduction for infrastructure and public amenities. The SOP also addresses fragmented holdings: it allows amalgamation where a single owner holds multiple plots under different khata numbers within the same mouza, and permits multiple landowners to merge smaller plots through a registered deed of agreement. To encourage larger, better-planned parcels, the policy enables merging of smaller plots by multiple landowners through registered agreements, making it possible to allot plots along wider roads depending on feasibility, and BDA proposed Floor Area Ratio (FAR) incentives for larger amalgamated plots, promoting better land use and attracting investment.

Why Malipada and Daspur: the New City Development link

TP Schemes 05–07 sit inside a much larger, cabinet-approved township plan for the same villages. The Odisha Cabinet approved the New City Development scheme, aimed at creating a modern and inclusive urban hub within the Bhubaneswar Development Plan Area (BDPA), covering nearly 800 acres of land across Gothapatna, Malipada, and Daspur, envisioned as a multi-economic growth zone aligned with the state's long-term vision Viksit Odisha 2036. The project carries a large capital outlay: the project entails an estimated investment of Rs 8,179 crore over 15 years, combining public and private funding. International planning support has already been engaged — a major milestone came with the signing of an MoU between BDA and Surbana Jurong Infrastructure Pvt Ltd (SJI), Singapore, on January 17, 2025, with SJI providing consultancy and advisory support for master planning and urban infrastructure development in the greenfield township.

The TP schemes are also part of a wider state programme. The "SAMRUDHA SAHAR" Scheme of the Government of Odisha is a strategic initiative aimed at promoting planned urbanisation and accelerating economic development across the State through comprehensive urban and regional planning, envisioning transformation of cities into dynamic growth centres, with the objective of facilitating urban infrastructure development through integrated provision of essential infrastructure, amenities and services. Its scale is significant: the SAMRUDHA SAHAR scheme, approved by the Odisha Cabinet with an outlay of around Rs 4,879 crore, supports development of multiple cities and economic regions including the Bhubaneswar-Cuttack-Puri-Paradip corridor, as part of the state's long-term goal to achieve a USD 500 billion economy by 2036.

Where this sits among BDA's other TP schemes

TP Schemes 05–07 are not BDA's first or last such exercise. BDA highlighted progress in earlier schemes, including TPS Nos. 1–4 covering 1,577 acres, where reconstituted plots are being handed over. Immediately adjoining these villages, TPS No. 8, covering roughly 560 acres in Andharua and Daspur, has also secured draft approval, with development works slated to begin soon. BDA has continued expanding the model elsewhere in the city: the authority separately declared intentions for four additional schemes (TPS 42-45) in Zone-4, covering nearly 969 acres. As of July 2026, BDA has also flagged further pipeline activity, noting it is presently processing another 16 Town Planning Schemes in the Bhubaneswar Development Plan Area, with declarations of intention under Section 23(1) of the ODA Act to be issued in a phased manner.

Practical effect for landowners and investors

For landowners with title or interest in plots inside the TPS 05, 06 or 07 boundaries, the 21 July 2026 Form-III/IV gazette notice is the trigger to formally submit ownership and interest details to BDA within the statutory two-month window that follows gazette publication. Failure to respond within this window can affect how a claim is treated during the later draft-scheme and final-scheme stages, when actual plot reconstitution (the 60:40 split) is finalised. For investors and buyers, the notice signals that this stretch of Malipada and Daspur — part of the broader Gothapatna-Malipada-Daspur New City footprint — has moved from a purely conceptual "New City" announcement into an active, boundary-defined statutory planning process, though it remains short of final scheme sanction, infrastructure completion, or plot handover, which for BDA's earlier TPS 1–4 has only recently reached the handover stage.

Frequently asked questions

What exactly did BDA publish on 21 July 2026?

BDA published Form-III and Form-IV Gazette notices for Town Planning Scheme Nos. 05/2026, 06/2026 and 07/2026 on its official notifications page, as confirmed by the BDA website listing dated 21 July 2026.

How much land is covered by TP Schemes 05, 06 and 07?

Together the three schemes cover approximately 863.29 acres: TPS 05/2026 (247.57 acres) and TPS 06/2026 (234.34 acres) in part Mouza Malipada, and TPS 07/2026 (381.38 acres) across part Mouza Malipada and part Mouza Daspur.

What is the difference between a declaration of intention and a Form-III/IV notice?

The declaration of intention (issued earlier under Section 23(1) of the Odisha Development Authorities Act, 1982) announces BDA's plan to prepare a scheme. The Form-III/IV gazette notice is the next statutory step, inviting landowners to submit information on their rights and interests within two months of publication.

What do landowners get back under these TP schemes?

Under the land-pooling model, landowners contribute up to 40% of their land for infrastructure such as roads, drains and utilities, and receive back 60% of the area as developed, reconstituted plots — without the land being acquired outright.

How do TP Schemes 05–07 relate to the Bhubaneswar 'New City' project?

The Odisha Cabinet's New City Development scheme covers nearly 800 acres across Gothapatna, Malipada and Daspur as a cabinet-approved township with an estimated Rs 8,179 crore investment over 15 years. TP Schemes 05–07, which cover Malipada and Daspur land, are the statutory town-planning-scheme mechanism through which BDA is implementing infrastructure and plot reconstitution inside that broader New City footprint.

Is this the same as final approval or physical development starting?

No. The Form-III/IV gazette notice is a mid-stage statutory step. It follows the declaration of intention and precedes the draft scheme and final scheme stages that determine actual plot reconstitution; only after final sanction does infrastructure construction and plot handover typically occur, as seen with BDA's earlier TPS 1–4.

What is the SAMRUDHA SAHAR initiative referenced in these notices?

SAMRUDHA SAHAR is a Government of Odisha initiative for planned urbanisation and economic development through comprehensive urban and regional planning, approved by the Odisha Cabinet with an outlay of around Rs 4,879 crore, supporting development across multiple cities including the Bhubaneswar-Cuttack-Puri-Paradip corridor.
