Bhubaneswar New City: Connectivity, Roads, Rail, Metro and Airport Access
Bhubaneswar New City is a roughly 800-acre greenfield township approved by the Odisha Cabinet in September 2025 across Gothapatna, Malipada and Daspur mouzas, on the western edge of the city. Its connectivity story today is mostly about proximity to existing Bhubaneswar infrastructure and a handful of named-but-not-yet-built road and transit links rather than a completed network of its own.

Airport
The New City site does not have its own airport and none is proposed. The nearest air link is Biju Patnaik International Airport (BBI) in Bhubaneswar, which is fully operational and, per locality-distance listings, lies roughly 8–12 km from the Gothapatna–Malipada–Daspur site depending on the exact plot and route used.
Opened in 1962, the airport handled more than 5.15 million passengers in 2025, the highest annual traffic recorded in its history, elevating it to the 13th busiest airport in the country. The BPIA is currently connected to 24 domestic and four international destinations. A new integrated Terminal-3, estimated at an investment of ₹1,000 crore, is awaiting approval even as a year has passed since the initial project was revised for better traveller convenience — so as of June 2026 this expansion is planned but not yet approved for construction.
Separately, an Odisha government proposal floated in 2023 would build a new six-lane expressway... connect[ing] the two important cities of Bhubaneswar and Puri, linking BBI to a proposed airport near Puri and reduc[ing] travel distance by 9 kilometres... currently 66 km... [and] reduce travel time by 30 minutes. This expressway would run past the general Bhubaneswar western/southern periphery rather than through the New City site itself, and no construction start date has been confirmed.
Roads and highways
The single connectivity commitment made specifically for this township is a dedicated approach road. According to BDA's own statement when land acquisition began: A four-lane road will be constructed from Naka Gate Square to Kateni for enhanced communication to and from the New City, along with connecting roads to manage traffic congestion.
This is not an entirely new idea — Odisha's Works Department had already floated a tender in 2022 for a related stretch: WORKS DEPARTMENT, GOVT OF ODISHA has floated a tender for Improvement of Road to 4-Lane Standard Carriageway from Naka Gate to Kateni from 3/500 Km to 8/640 Km in the District of Khordha under Crdp. As of the most recent BDA statements (November 2024), this road is described as planned/announced for the New City's benefit; no completion date or construction-start confirmation for the New-City-specific segment has been found.
The wider site sits within the Bhubaneswar Development Plan Area, in the Gothapatna–Malipada–Daspur belt on the city's western fringe, an area already served by local roads such as Gothapatana Road; one nearby locality profile lists National High Way :NH316 National High Way :NH57 as reachable highways in the broader vicinity, though these run past the general area rather than through the New City site itself.
Rail
No dedicated railway line or freight corridor has been announced for the New City. The nearest major rail hub is Bhubaneswar Railway Station, roughly 12–14 km away by road according to locality-distance data. Bhubaneswar is a well-established rail junction on the East Coast Railway network, but this connectivity is a function of the existing city, not something built for the New City itself. No new rail siding, station or freight-corridor link specific to Gothapatna–Malipada–Daspur has been reported as of mid-2026.
Metro and mass-transit proposals
BDA's own promotional statements for the New City list metro rail as a planned connectivity feature: The city will be connected with Mo Bus service with plying of only e-buses along with Bhubaneswar Metro Train connectivity. This should be read against the actual, troubled status of the wider Bhubaneswar Metro project, which is a separate, city-wide scheme and not something built specifically for the New City.
The Bhubaneswar Metro's Phase 1 alignment, as designed, would run connect Trisulia Square with Bhubaneswar's Biju Patnaik Airport via 20 elevated stations over 26.024 km long... with an estimated cost of Rs. 5926.38 crore. approved by Odisha's state government on November 14, 2023, and the project's foundation stone was unveiled on January 1, 2024 with a 4 year deadline.
However, the project has since stalled. July 2025: Odisha's BJP Government scrapped the tender with Delhi Metro Rail Corporation due to viability concerns. As of a February 2026 legislative update, the long-awaited Bhubaneswar Metro Rail Project continues to be shrouded in uncertainty, with the state government keeping it under scrutiny. In line with the National Metro Rail Policy, an inter-ministerial committee is actively re-evaluating the project's feasibility. As of December 31, 2025, ₹273.51 crore (unaudited) has been expended on the initiative. Nearly 20 months into the BJP's tenure, the inter-ministerial committee has held only two meetings, yielding no conclusive outcomes.
In short: metro connectivity for the New City remains an aspiration referenced in planning documents, but the underlying metro system it depends on has no confirmed construction timeline as of February 2026.
Local and internal road network
The New City's own internal road hierarchy — arterial roads, sector roads, junction design — has not yet been published. Detailed master planning is at an early stage: BDA signed a consultancy MoU with Surbana Jurong Infrastructure of Singapore in January 2025, and Housing and Urban Development Secretary Usha Padhee on Friday held a virtual meeting with the representatives of Surbana Jurong Infrastructure PTE Ltd., Singapore, to deliberate on and finalise the draft scope of services for preparation of the Master Plan of the proposed New City in Bhubaneswar — a meeting reported as of January 2026. Until the master plan is finalised, only the broad transit-oriented development principle has been stated publicly: the New City will adopt a transit-oriented development model, placing strong emphasis on efficient public transport, reduced travel distances, and seamless connectivity.
Ports
No seaport or port-linked logistics corridor is part of this scheme. The New City is an inland residential/commercial township; port access for the wider region (e.g. Paradip) is unrelated to this project and not covered in any BDA or state announcement about Gothapatna–Malipada–Daspur.
