Chip Fab Update
Three of six customers for Tata's Dholera chip fab hold binding offtake deals
As of 14 October 2026, a person familiar with the project says Tata Electronics has six customers at different stages of engagement for its Dholera chip fab in Gujarat, and three of them have binding offtake arrangements. The fab has not started commercial output, and the stated target is mid-2028.

|---|---|
| Binding offtake arrangements | 3 customers with firm commitments |
| Early-stage talks | 2 customers |
| Capacity-reservation stage | 1 customer |
| Planned capacity | Up to 50,000 wafer starts a month, 300 mm wafers |
| Process range | 28nm to 110nm for analog and logic chips |
| Technology partner | Powerchip Semiconductor Manufacturing Corporation (PSMC), Taiwan |
| Investment | Up to INR 91,000 crore (about US$11 billion) |
| Approval | Union Cabinet approval on 29 February 2024, with 50% central support |
| Commercial output target | Mid-2028, per the IT Minister's statement of 15 July 2026 |
What was reported
A person familiar with the project told a semiconductor trade publication, in a report dated 12 October 2026, that Tata Electronics has six customers at different stages of talks for its planned fab in Dholera, Gujarat. Three have firm commitments that include binding offtake arrangements. Two are in early-stage engagement, and one is at the capacity-reservation stage.
Who said what
Indian Electronics and IT Minister Ashwini Vaishnaw has said that a large part of the fab's capacity is already booked ahead of its expected start of production in 2028. The source's account adds detail to that statement.
Analysts caution that the commercial weight of these bookings depends on what the agreements actually oblige customers to do, and on whether customers move from qualification to sustained production. Sanchit Vir Gogia, chief analyst at Greyhound Research, said booked capacity supports a revenue view only when the customer's obligation is clear. He added that reservations can offer some protection for future business, but their value depends on purchase obligations, qualification conditions and what it would cost a customer to withdraw.
Danish Faruqui, CEO of Fab Economics, said early customer arrangements can range from letters of intent and offtake agreements to capacity reservations and firm wafer-volume contracts.
What is not yet public
The source did not give wafer volumes or the length of the contracts. The qualification, termination and payment terms in those agreements were also not described. Because of this, the size of the bookings cannot be measured from the reporting so far.
The fab and its timeline
Tata Electronics is developing a 300 mm fab in Dholera with Taiwan's PSMC. The planned monthly capacity is up to 50,000 wafers across 28nm to 110nm technologies. Tata's own foundry materials describe the chips as analog and logic ICs.
Timing has moved. The company had earlier targeted the end of 2026 for commercial operations. The IT Minister's July 2026 statement set trial production for late 2026 and commercial output for mid-2028. Tata's roadmap has included 55nm and 90nm first, with 28nm to follow. A July 2026 technology report said the opening node would be 90nm rather than the 28nm the company publicly committed to in 2024, and it noted that Tata and PSMC say 90nm was always the planned opening node.
Approval and status
The Union Cabinet approved Tata's proposal for the Dholera fab on 29 February 2024, with 50% central support under the India Semiconductor Mission. A government notification in April 2026 formally recognised the plant as India's first chip fabrication plant in the Dholera SEZ. Commercial production has not begun, and the fab is still in build-out.
What comes next
- Trial production, targeted for late 2026.
- Whether the three binding arrangements turn into firm wafer-volume orders, and whether the two early-stage talks and the one capacity reservation move to contracts.
- Commercial output, targeted for mid-2028, and the node the fab opens at.
Frequently asked questions
How many customers does the Dholera fab have?
According to a person familiar with the project, Tata Electronics has six customers at different stages of engagement. Three have binding offtake arrangements, two are in early-stage talks, and one is at the capacity-reservation stage.
Does a binding offtake arrangement guarantee wafer orders?
Not on its own. The source did not disclose wafer volumes or contract terms, and analysts say the value of such bookings depends on the obligations written into the agreements.
When will the Dholera fab start production?
Trial production is targeted for late 2026, and commercial output is expected in mid-2028, according to the IT Minister's July 2026 statement.
What chips will the Dholera fab make?
Tata Electronics says the fab will manufacture power management ICs, display driver ICs, microcontrollers and high-performance computing logic chips for markets such as automotive, computing, communications and AI.
Is the Dholera fab operating now?
No. Commercial output has not started, and the company's stated target for commercial operations is mid-2028.
