What Was Announced
NICDC Uttarakhand Industrial Township Ltd, a 50:50 joint venture between NICDIT and the Uttarakhand Government, invited bids for design, construction, testing, commissioning, operation and maintenance of infrastructure works at IMC Khurpia.
The EPC contract covers Component A (roads, civil works, wet utilities, power civil works and HT line realignment, ICT ducts and access chambers), Component B (CETP and STP), and Component C (three 33kV substations and one 11kV substation).
Scope of Work
The truck terminal facility spans 8.23 acres in the master plan, with space for rest areas, loading/unloading, warehousing and access roads. The contractor is responsible for detailed design, construction and delivery of all trunk infrastructure, including roads, bridges, culverts, structures and miscellaneous works.
The total road network spans approximately 24.11 km, including 60m, 45m, 30m, 24m, 18m and 7m right-of-way roads distributed across industrial, residential and utility zones.
Two entrance gates are to be developed in Phase 1: Gate 1 at Access 1 from Kichha Bypass via a 60m right-of-way road, and Gate 2 for private vehicles and intermediate public transport from SH-44. A future Access 3 from SH-44 will be built in Phase 2 upon acquisition of additional land.
Project Context
Khurpia Farm in Udham Singh Nagar is a 1,002-acre Integrated Manufacturing Cluster under the Amritsar-Kolkata Industrial Corridor, located 17 km from Rudrapur in Kichha Tehsil near NH-09, NH-109 and SH-44.
NICDC Uttarakhand Industrial Township Limited, the Special Purpose Vehicle (SPV), was incorporated on 21 October 2022. Environmental clearance was granted by SEIAA Uttarakhand on 9 March 2023, and CCEA (Cabinet Committee on Economic Affairs) approval was received on 28 August 2024.
The project has an estimated infrastructure cost of ₹1,265 crore and an investment potential of ₹6,180 crore, expected to generate over 75,000 jobs.
Implementation Progress
The Programme Manager for New Cities (PMNC) was appointed by the SPV on 8 July 2025. The project was reviewed by the Prime Minister during the 49th Pragati meeting on 24 September 2025.
500 acres of land was transferred by the state government to the Project SPV, and matching equity of Rs. 207.09 crore was released by NICDIT to the Project SPV.
Detailed master planning and preliminary engineering along with cost estimates have been completed by the appointed consultant.

A pre-bid meeting was held on 25 October 2025. The tender evaluation will proceed according to the standard two-envelope system (technical and financial), with a pre-bid meeting having established clarifications on scope and requirements.
