An EPC tender for the Phase 1 activation area of 2,139 acres was finalised for issue shortly after the approval, though the NICDC's own project page later cites a slightly different figure — an EPC tender for a Phase 1 activation area of 2,006 acres — reflecting refinements to the master plan over time. Government status reporting from late 2025 records the approval differently again: GoI accorded approval of the project on 30 December 2020 for a Phase 1 area of 2,500 acres.

For the Krishnapatnam node, the estimated employment projection on completion of the first phase was around 98,000, of which about 58,000 persons were likely to be employed at the site itself. Across all three approved projects, industrialisation was expected to generate employment opportunities for more than 2.8 lakh persons.

Location, Land and Villages Affected

Per the initial master plan and State Support Agreement, the total land identified for development is about 11,096 acres, with the Node spread across two sites roughly 60 km apart — the North Node and the South Node — the North Node lying along the coastline south of Krishnapatnam Port in SPSR Nellore district. The North Node covers eight villages in Chillakuru and Kota mandals of SPSR Nellore district, later identified by name as Thamminapatnam, Ballavolu, Momidi, Vellapalem, Thurpu Kanupuru, Kothapatnam, and Siddavaram in Chillakuru and Kota mandals. The South Node is in Chittoor district, about 100 km south-west of Krishnapatnam Port and roughly 2 km south of NH-71. The North Node is further subdivided into three phases based on development timeline, with Phase 1 planned to commence first, followed by other North Node phases and subsequently the South Node.

The State government, NICDIT, and APIIC had already entered into a State Support Agreement (SSA) and Shareholders' Agreement (SHA) on 29 November 2017, ahead of the CCEA's cost approval three years later.

Institutional Mechanism: The SPV

Implementation runs through a dedicated Special Purpose Vehicle — NICDIT Krishnapatnam Industrial City Development Ltd (NKICDL) — to which the Andhra Pradesh government allots land for development of the Krishnapatnam Industrial Node. The SPV was incorporated in 2018 with equal equity of APIIC (Government of Andhra Pradesh) and NICDIT (Government of India); its mandate, originally limited to Krishnapatnam, was expanded to include the Orvakal and Kopparthy nodes through an SSA/SHA amendment dated 30 October 2024, and the SPV was subsequently renamed the "AP Industrial Corridor Infrastructure Development Corporation".

What Happened After the Approval — Timeline

Practical Effect for Investors and Locals

The CCEA's December 2020 decision was a budget and mandate approval, not a construction completion. It authorised the Union government's financial commitment to Phase 1 trunk infrastructure (roads, drainage, utilities, water and sewage systems) on the activation-area land carved out of the larger Krishnapatnam Node. Subsequent steps — land transfer to the SPV, environmental clearance, EPC contractor appointment, and the January 2025 foundation-stone laying — mark the shift from paper approval to physical execution. As of the DPIIT's November 2025 status update, works were roughly a quarter complete by physical progress, meaning the industrial plots and jobs promised at approval are not yet available; investors and local landholders should treat the 2020 CCEA nod as the funding decision that made the subsequent land transfer, clearances and construction contracts possible, not as evidence the industrial city is operational.
