YEIDA Board Set to Review New Agra Master Plan, Approve Relief for Defaulting Allottees

Board Meeting and Agenda

The YEIDA board meeting, chaired by Alok Kumar, was scheduled for November 7, 2025 at the YEIDA office from 3 PM, where board members were expected to receive updates on development projects, revenue collection, and expenditures in the YEIDA area. The agenda included reviews of the New Agra Urban Centre master plan and possession and registration of flats in builder projects that had benefited from the Amitabh Kant committee's recommendations.

One-Time Settlement Scheme

The board was expected to approve a One-Time Settlement scheme, which would allow defaulting allottees to receive an exemption from penal interest. The primary goals of the OTS scheme are to streamline YEIDA's financial situation and collect unpaid debts from property allottees who have fallen behind, while the program benefits both YEIDA and homeowners by encouraging defaulters to pay their debts by waiving penal interest.

New Agra Master Plan Overview

The Phase-II Agra Urban Centre planning was reviewed, covering 14,480.61 hectares with a projected 16.5 lakh population and mixed land use for residential (3,527.65 ha), commercial (648.24 ha), industrial (3,025.21 ha), micro-land use (812.62 ha), tourism (680.72 ha), green zones (2,325.63 ha), transportation (2,189.22 ha), logistics (158.84 ha), and water bodies (78.02 ha).

In light of Agra's environmental sensitivity being part of the Taj Trapezium Zone, the New Agra plan prioritises green and pollution-free development, with only white and green category industries allowed.

Infrastructure and Sustainability

The plan includes a 75-hectare solar park, water conservation initiatives with a 34,250 MLD reservoir along the Yamuna and Karwan, and social infrastructure such as educational, healthcare, and socio-cultural facilities.

Following phases of development in Gautam Buddha Nagar, Bulandshahr, Aligarh and Mathura, the New Agra city will draw inspiration from Chandigarh, with roads and green belts integrated along with dedicated pedestrian pathways.

Regulatory Context

The Amitabh Kant committee, which was tasked by the Government with suggesting ways to revive stalled real estate projects, was a 14-member committee chaired by former NITI Aayog CEO Amitabh Kant that submitted its report to the Housing and Urban Affairs Minister. The board review of possession and registration of flats in builder projects already benefited from the Amitabh Kant committee's recommendations aims to potentially speed up allotment to buyers.
