Land Rate Increases Across All Categories
YEIDA increased the land prices across various categories by 10-25 per cent in the financial year 2025-26, as part of its broader strategy to fund increased farmer compensation, major infrastructure developments and enhancement of urban facilities. Residential land increased by 35% (₹25,900 to ₹35,000/sqm), commercial land rates surged up to 35% depending on Floor Area Ratio (FAR), and group housing and corporate offices rates doubled or tripled in some cases. The property rates of residential areas increased by 25 per cent, industrial area 10 per cent, institutional area 12 per cent, and medical device sector 5 per cent.
Farmer Compensation and Burden-Sharing
YEIDA raised land compensation for farmers from ₹3,100 sqm to ₹4,300 sqm, a 38 per cent increase. YEIDA increased land acquisition rates in Jewar (Gautam Budh Nagar district) to ₹4,300 per square meter (sqm), inclusive of 100% solatium (compensation for landowners). Approximately 10,000 apartment buyers and 5,000 plot owners may be impacted by Yeida's decision to permit them to pay the increased land compensation of 64.7% in four installments rather than in one lump payment.
FY 2025-26 Budget Allocation and Revenue Strategy
YEIDA approved a ₹99,918.5 crore budget for FY 2025–26, with major expenditure allocations including land acquisition (₹9,250 crore), Jewar Airport expansion (₹11,020 crore for Phase 2 & 3 development), interest-free loans (₹15,000 crore from UP Government), multi-modal connectivity (₹3,000 crore for road/rail links), and construction & development (₹19,460 crore for residential/commercial projects). Revenue sources included lease income (₹63,879 crore, 85% of total revenue), land sales (₹10,825 crore), and government grants (₹15,000 crore in interest-free loans).
New Agra Urban Centre Context
The Yamuna Expressway Industrial Development Authority (YEIDA) completed the master plan for the New Agra Urban Centre, which is set to be developed across 12,200 hectares in 58 villages of the Agra district, designed to accommodate a population of 14.6 lakh and generate employment for 8.5 lakh people by promoting tourism, industry and commercial development. According to the Master Plan, 29% of the land will be designated for residential purposes, 22% of the area will be reserved for green spaces, and 17% of the land will be allocated to green category industries. In light of Agra's environmental sensitivity being part of the Taj Trapezium Zone, the New Agra plan prioritises green and pollution-free development with only white and green category industries allowed.
