Acquisition model and farmer participation

MVDA’s 2024 proposal for three townships said the authority would acquire land and keep land pooling as an alternative. Under the reported pooling arrangement, participating landowners would receive 25% of the developed land in the scheme, with MVDA using the remaining 75%. This was described as an option, not as the confirmed method for every parcel in Chhata.

By September 2026, reporting said about 98 hectares for the Chhata scheme had already been acquired. The report does not establish whether all of that land was secured through consent-based purchase, formal acquisition awards, or a combination. It also does not identify a current compensation rate for Chhata.

Villages and the separate 93-village proposal

The 93 villages reported in September 2026 relate to a proposed expansion of MVDA’s wider development-area boundary, not a reported list of villages being acquired for the Chhata township. The boundary proposal was approved by the authority’s board and was to be sent to the state government for approval. It should not be treated as the acquisition-village count for New Mathura City.

The September report does not name the villages from which the township’s acquired land came. A Mathura district public notice dated 25 September 2024 is titled “Land Acquisition MVDA (Gram Vati)”; the notice listing alone does not establish that Gram Vati is the Chhata township acquisition or identify its parcel coverage.

Budget and current stage

In January 2024, the state was reported to have approved ₹150 crore for land acquisition for three MVDA townships: ₹50 crore each for Farah, Barsana and Chhata. The announcement was a combined programme allocation, not a report of the final expenditure or compensation paid specifically for Chhata.

As of October 2026, MVDA’s 110th board meeting had given in-principle approval to the Chhata township draft layout. The latest report described the scheme as roughly 116–117 hectares and said about 98 hectares had been acquired. It also reported approval of a proposal to change certain included land parcels from agricultural to residential use. These are planning and acquisition milestones; they do not by themselves establish that the township is completed or operational.
