The $8 billion redevelopment project, led by Mumbai authorities and Adani Realty, aims to transform Asia's largest slum into a modern urban district. The special purpose vehicle executing the Dharavi Redevelopment Project has been renamed Adani Navbharat Developers, with no change in ownership, governance or implementation. The change has been approved by the company's board of directors, shareholders, and the Ministry of Corporate Affairs, and formally aligns the company with the Adani Group's corporate identity and reflects the group's long-term commitment to delivering one of the world's largest urban redevelopment programmes.
Construction for the project received its first commencement certificate on January 14, 2025, and construction began on 6.4 acres of railway land in January 2025. The project remains in pre-launch phase for free-sale residential components.
Scope: Rehabilitation vs. Free-Sale Components
The redevelopment project spans 225 million square feet, of which 95 million square feet is rehabilitation area and 130 million square feet is free sale area, with the 95 million square feet of rehabilitation involving more than 1 million slum dwellers for whom over 125,000 units are planned. Half of these units are planned in the current area of Dharavi, while the rest are spread across six areas in the MMR region.
Under the rehabilitation portion, approximately 72,000 tenants, including over 13,000 non-residential tenants, are eligible for new housing or commercial units; each residential beneficiary will receive a 350 square foot unit. Only residents that have lived in Dharavi before the year 2000 will be eligible for the free housing.

The Adani Group plans to release just 10–15% of the free-sale inventory each year over the next 8–10 years, with this strategy ensuring better absorption of the housing stock and allowing for flexible pricing based on market conditions.

Regulatory & Legal Status
In its December 20, 2024 verdict, the high court had cleared the decks for redevelopment of the slums in Dharavi by upholding the tender awarded to the Adani Group for the project. The Bombay High Court upheld the Maharashtra government's decision to award the Dharavi slum redevelopment project to Adani Properties Private Limited, dismissing a petition by UAE-based Seclink Technologies Corporation that challenged the tender process, noting that there was no arbitrariness, unreasonableness, or perversity in the decision.
RERA approval is currently under process. The statutory role of the Dharavi Redevelopment Project/Slum Rehabilitation Authority (DRP/SRA) remains unchanged, and the government of Maharashtra will continue to exercise all statutory powers relating to rehabilitation, beneficiary eligibility and project implementation.
Investment & Financial Commitment
As of November 2024, the project has seen an investment of approximately Rs 2,000 crore. Adani Properties, the highest bidder, offered Rs 5,069 crore as its investment in the project when financial bids were opened on November 29, 2022. The current plan is estimated to cost over ₹95,000 crore.
The total saleable space unlocked through the project could reach a staggering 140 million square feet, potentially generating revenues exceeding Rs 1 lakh crore at current market rates.
