The Dharavi Redevelopment Project undertaken by the Adani Group reached a significant milestone in 2025, as construction began on 6.5 acres of railway land, marking the first tangible progress in over 40 years. In its December 20, 2024 verdict, the high court cleared the decks for redevelopment of the slums in Dharavi by upholding the tender awarded to the Adani Group for the project.

Project Location & Context

Dharavi is a slum colony having a mix of residential and small industrial units. Adani Dharavi Mumbai is situated in the heart of Dharavi, one of Mumbai's most central and well-connected localities. Its proximity to the Bandra-Kurla Complex (BKC), the city's leading business district, and major transport links like the Eastern Express Highway and the Western Railway makes it an incredibly accessible location.

Spread over an area of around 600 acres, it houses more than a million people in a densely populated slum along with four large industries -- pottery, food processing, leather, and plastic scrap.

Project Scope & Configuration

The project involves constructing 125,000 homes, with half in Dharavi and the rest in the Mumbai Metropolitan Region. It also unlocks 130 million square feet of free sale area for commercial and residential development.

The Rs 95,790 crore project under Adani Realty plus SRA has January 2032 completion target. The redevelopment project spans over an area of 225msf, of which 95msf is a rehabilitation area, and 130msf is a free sale area.

Under the redevelopment project, every informal tenement holder and qualified ineligible tenement holder will get a home. As per the DRP tender, all eligible and ineligible resident tenement holders will get a flat with an independent kitchen and toilet.

Construction Status & Timeline

Construction began on 6.5 acres of railway land, marking the first tangible progress in over 40 years. The first phase includes handing over buildings by December 2026 and starting construction of 30,000 units in FY27.

Construction of the first set of tenements of 350 square feet each is planned. The overall rehabilitation carries a seven-year timeline running to 2032, so completion is a back-loaded, multi-year process.

The survey, which began on March 18, 2024, has so far completed 10,000 tenements via door to door visits while counting has been done on more than 21,000 tenements.

The Bombay High Court upheld the Maharashtra government's decision to award the Dharavi slum redevelopment project to Adani Properties Private Limited, dismissing a petition by UAE-based Seclink Technologies Corporation. The court said that there was no arbitrariness, unreasonableness, or perversity in the decision to award the project to the Adani Group.

The Dharavi Redevelopment Project or DRP is being implemented by the Dharavi Redevelopment Project / Slum Rehabilitation Authority (DRP/SRA), which is the Special Planning Authority appointed by Government of Maharashtra for the project. The execution of the project will be undertaken by Adani Navbharat Developers Pvt. Ltd. (Formerly DRPPL) where the DRP/SRA is a joint venture partner.
