Delhi LG urges faster execution of DDA’s TOD policy
Delhi Lieutenant Governor Taranjit Singh Sandhu urged the Delhi Development Authority to speed up its Transit-Oriented Development policy during a review on 14 October 2026. The citywide policy covers a reported 207 sq km and envisages around 17 lakh dwelling units over the next 10 years, but that figure is a policy projection, not a count of approved or under-construction homes.

| Review date | 14 October 2026 |
|---|---|
| Policy area | 207 sq km |
| Dwelling-unit projection | Around 17 lakh over 10 years |
| Coverage | A 500-metre belt on either side of Metro corridors and a 500-metre radius around RRTS or railway stations |
| Policy and regulations notified | 6 April 2026 |
| Implementing authority | Delhi Development Authority (DDA) |
LG calls for faster delivery
Sandhu reviewed DDA’s TOD policy with DDA officials in Delhi and called for faster execution, better coordination and strict adherence to construction milestones. DDA’s Vice-Chairman and senior officials from DDA and NBCC were reported to have attended.
Sandhu said Delhi needs “integrated, sustainable infrastructure” to improve connectivity and quality of life. He stressed delivering people-centric projects within defined timelines. No deadline for the directions was reported.
A citywide policy, not a single housing project
The TOD approach concentrates housing and mixed-use development near public transport. Its reported coverage is 207 sq km: a 500-metre belt on either side of Metro corridors, plus a 500-metre radius around RRTS or railway stations. The coverage figure describes the policy area, not one development site.
The Master Plan for Delhi 2047 envisages around 17 lakh dwelling units under the policy over the coming 10 years. This is a planning-level projection. The review reports did not identify a specific land parcel, project approval, unit mix, price or construction schedule.
The policy permits high-rise development along Metro and rail corridors and aims to provide affordable housing through planned development and redevelopment. DDA notified the TOD policy and regulations on 6 April 2026.
How proposals move through DDA
DDA opened an online application process for TOD proposals in July 2026. Developers first submit plot details to the TOD Committee through the online process. After the committee sanctions a proposal, the developer submits building plans through DDA’s Online Building Permit System for approval.
Sandhu’s call for faster execution puts emphasis on coordination and milestone compliance as proposals proceed through these steps. No next review date or project-specific construction start or completion date was announced.
What the review means for buyers and investors
The policy is intended to add housing, including affordable housing, near mass-transit corridors. For prospective buyers and investors, the 17-lakh-unit projection indicates the scale of the long-term planning ambition, but does not establish how many homes will be approved, when they will be built or what they will cost.
The review itself announced no project-specific launch, price, possession date or RERA registration. The separate measure reported for high-rises near Urban Extension Road II is not part of the 17-lakh-unit TOD estimate.
